A. Marine Corps Installation East Base Access – Contractor &Vendors
Marine Corps Base Camp Lejeune looks forward to working with its authorized partners. In order efficiently process contractors and vendors seeking access, there are several screening options available:
PLEASE NOTE: Per MARADMIN 595/18 and DoD Manual 5200.08 V3, driver’s licenses and identification cards marked "not valid for federal purposes," "federal limits may apply," or any other similar language may not be accepted by DoD for the purpose of unescorted access (i.e. to obtain a Visitor Pass or DBIDS Credential).
▪ ELECTRONIC SUBMISSION (PREFERRED): This process is the most efficient and prevents contractors or vendors from having to visit the CVO until their credentials are ready to be issued. Companies or employees should email their requests to lejeunecontractorvetting@usmc.mil for a secure upload link to the DoD SAFE website. Upon successful completion of a background check and data entry, customers will be contacted to schedule an appointment to obtain their credential or pass.
▪ COMPANY DROP-OFF SERVICE: This paper-based process is also efficient and prevents companies from having to make multiple visits to the CVO until their credentials are ready to be issued. Company representatives should drop off completed employee packages at the CVO. A future appointment can be scheduled to pick-up your pass or credential upon approval. Customers will be notified if a background check is adverse
▪ CUSTOMER DROP-OFF SERVICE: Individual customers may drop off their access request package at the CVO if they do not meet the criteria for the two previous processes. If immediate access to the installation is needed, the customer may go to the Visitor Center or Piney Green Contractor Vetting Office (commercial vehicles only) to receive a temporary pass. A future appointment can be scheduled at drop-off to pick-up your pass or credential, upon approval.
▪ ONE-TIME DROP-OFF/PICK-UP: All individuals in this category must visit the Piney Green CVO satellite office, Building 979, next to the Piney Green Gate, to receive a DBIDS temporary pass and vehicle inspection. Individuals visiting the installation to pick up and drop off shipments can use their bill of lading, printed delivery order, or printed pick-up order for requesting access. All personnel will still undergo a background check before being issued a temporary pass.
▪ FOOD/NON-FOOD VENDORS: Individuals wishing to deliver goods or sell goods on the installation, without a contract, must follow an approval process prior to requesting base access. For information regarding this process, please contact the G-7 at 910-451-6945.
Access Package Includes:
▪ SECNAV 5512/1, Exp. May 31, 2024
▪ Company Letter (less than 30 days old)
▪ Letters for each company in chain (less than 30 days old)
▪ Government letter or contract (see details below)
▪ Identification - If ID is not REAL ID compliant, individuals must provide two forms of identification
▪ Real ID Drive License or Real ID State Issued ID Card
▪ Driver License or State Identification Card and one other form of identification (see list below)
▪ If you are not a U.S. citizen, you may submit a Permanent Resident or Employment Authorization Card:
EAC must be accompanied by E-Verify ran by EAC number (less than 30 days old)
▪ Vehicle Registration (if driving on base)
▪ Company vehicles may provide a copy of the vehicle registration. Vehicles registered in the company's name, can be driven by any company employee.
▪ Vehicles driven by someone other than the owner must provide a marriage license, power of attorney or lease agreement.
▪ Personally owned vehicles must provide original registration.

▪ Insurance declaration required for all states (except Alaska, North Carolina and Texas) showing minimums for Bodily Injury Liability coverage of $30,000 per person and $60,000 per accident; Property
Damage liability coverage of $25,000.
▪ Only an insurance card is required for vehicles insured in Alaska, North Carolina and Texas.
Acceptable Forms of Identification
Contractors will provide one REAL ID or two other original forms of valid identification, for the purpose of identity proofing to receive a DBIDS credential or temporary pass. One form of ID must be from the list below. The second form can be from the list below or can be the individual's social security card or birth certificate.
▪ DoD Common Access Card
▪ DoD USID Card
▪ Non-CAC Local or Regional Credential issued by MCB Camp Lejeune or Marine Corps Installations East
▪ REAL ID compliant or enhanced driver's license or non-driver's identification card
▪ U.S. Passport or U.S. passport card
▪ Foreign passport bearing an unexpired immigrant or non-immigrant visa or entry stamp
▪ Foreign passport with a current arrival-departure record, U.S. Customs and Border Protection Form I-94 bearing the same name as the passport and containing an endorsement of the alien's non-immigrant status indicating that status authorizes the alien to work for the employer.
▪ Veteran's Health Identification Card (VHIC)
▪ Non-Federal PIV-interoperable (PIV-I) card
▪ Transportation Worker Identificard Card (TWIC)
Government Contract/Letter and Company Letters
▪ Contractors must provide a copy of the prime contract with the government, or a letter written by an authorized government representative.
▪ Contractors must provide an authorized personnel list on company letterhead referencing the applicable contract(s) and identifying the authorized subcontracted company or employee along with the required access days and times (e.g. M-
F, 6 a.m. to 5 p.m.).
▪ All letters should be ink signed or verified e-signatures (CAC, DocuSign, etc.).
Commercial Vehicles
▪ All commercial vehicles must be inspected each time they enter the installation. Inspections for Camp Lejeune are conducted at the Piney Green Gate, Monday through Friday from 5 a.m. until 5 p.m. and at the Sneads Ferry Gate 24/7.
MCAS New River inspections are conducted at the Curtis Gate 24/7. Drivers MUST have an approved access credential or government escort present, prior to being inspected and allowed access the installation.
Access Denials
▪ Military or civilian police or VCO/CVO personnel are unable to verify the individual’s claimed identity based on reasonable belief the person submitted fraudulent identity information in the attempt to gain access.
▪ The individual has a conviction for espionage, sabotage, sedition, treason, terrorism, armed robbery, or murder.
▪ The individual has a felony conviction for a firearms or explosives violation, regardless of the date of conviction.
▪ The individual has been convicted of crimes encompassing sexual assault or rape.
▪ The individual has been convicted of crime encompassing child molestation, or the possession or production of child pornography.
▪ The individual has been convicted of trafficking in persons.
▪ The individual is a registered sex offender.
▪ The individual has been convicted of drug possession with intent to sell or distribute.
▪ The individual has an active arrest warrant from Federal, state, local, or other civil law enforcement (LE) authorities, regardless of offense or violation.
▪ The individual has a felony conviction within the last 10 years, regardless of the offense or violation.
▪ The individual’s name appears on any Federal or state agency watch list for criminal behavior or terrorist activity.
▪ The individual is debarred entry or access to a Marine Corps site, other DoD installations or facilities, or other Federal site or facility.
▪ The individual engaged in acts or activities designed to overthrow the U.S. Government by force.
▪ The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.
▪ The individual is identified in the NCIC known or suspected terrorist (KST) file, or the Terrorist Screening Data Base
(TSDB) report as known to be, or suspected of being, a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity. If an individual is identified on the NCIC KST files or TSDB, PMO/Marine
Corps Police Department (MCPD) or other designated site security personnel will immediately call the NCIS Multiple
Threat Alert Center (MTAC) for further coordination. The MTAC will coordinate with the Department of Justice or
Federal Bureau of Investigation and provide handling instructions to PMO/MCPD or other designated site security personnel.
▪ Illegally present in the U.S.
▪ Has knowingly submitted an employment questionnaire with false or fraudulent information.
▪ A prisoner on a work-release program or currently on felony probation/parole
▪ Is pending any felony charge.
▪ Has been convicted of three or more misdemeanor violations, or attempted violations, within the previous 10 years of the following offenses:
▪ Sex crimes;
▪ Assaults;
▪ Larcenies;
▪ Drugs
▪ Weapons.
▪ The individual has criminal arrest information that the site commander determines the person presents a threat to the good order, discipline, or health and safety on the Marine Corps site.
▪ Any reason the Installation Commander deems reasonable for good order and discipline.
Denial Appeals
A denial letter will be generated by the CVO for the employee to sign so that he/she is aware of the denial. A copy will be provided to the employee. The employee should then follow the below steps and turn the package in to the
CVO, if they wish to appeal their denial. The employee will be notified directly if the appeal is approved or denied.
▪ Obtain a Letter of Good Standing from the employer.
▪ Content should be on a company letterhead, signed by the supervisor, and include contact information for company
▪ Create a letter
▪ The letter may be typed or handwritten and should contain:
▪ Summary of Offenses
▪ Conviction(s) and conviction date(s)
▪ Brief summary of the event(s) that occurred
▪ Age at the time of the event
▪ Explanation of the things that the employee has done to improve him/herself
▪ Courses and certification such as: anger management counseling or drug & alcohol counseling
▪ Detail any community involvement and length of time
▪ Provide copies of any certificates of completion for courses related to the disqualifying offenses, such as drug or alcohol rehabilitation or anger management courses.
B. MARSOC Visitors Control Procedures
(U) Department of Defense affiliated personnel visiting MARSOC are required to submit a Visit Authorization
Request (VAR) through their Security Manager (DoD) or Facility Security Officer (Industry) via the Defense
Information System for Security (DISS), identifying the MARSOC sponsor’s name & phone number as the POC.
(U) Submit VAR to the following MARSOC SMO:
➢ Collateral – 209006
➢ SCI – 209000943
(U) AVOID inconveniencing or delaying your guests by coordinating with the Security Management Office if assistance is required.
(U) Non-Department of Defense affiliated visitors or organizations that do not use DISS for clearance verification may submit a Visit Authorization Letter (VAL) via fax (910-440-0907) to the Security Office.
(U) The request must be on the visiting Company’s official stationary, signed by the FSO, Owner or HR representation and contain the following visitor information (ensure PII is protected):
✓ Visitor’s full name
✓ Date(s) of visit
✓ Date of birth
✓ Purpose of visit
✓ Place of birth
✓ MARSOC sponsor’s name & phone number
✓ Citizenship
✓ VAL signed by Company representative
(U) A Vendor Demonstration Agreement must be completed and filed with the AC/S G-8, prior to arrival, when interacting with new vendor(s)/contractor(s) per MARSOCO 4200.2.
(U) Sponsoring of “volunteers” and/or “guest speakers” must be coordinated with the Office of the Staff Judge
Advocate to meet “liability and gratuitous” requirements per MARSOC Policy Letter 1-17.
