About this file

This document is a Standard Form 30 (SF 30) Amendment to Solicitation H9224025RE002 for the Integrated Electronic Security System (IESS) Services Request for Proposal (RFP) issued by the Naval Special Warfare Command. The amendment extends the proposal response due date from 09 Jul 2025 to 21 Jul 2025 at 12:00 PM EST and includes several key modifications: updating the Performance Work Statement, correcting administrative errors, updating the Exhibit Line Item Number (ELIN) Spreadsheet, and providing clarifications to the Price Evaluation process.

The amendment adds two Federal Acquisition Regulation (FAR) clauses related to Economic Price Adjustment for Standard and Semistandard Supplies (52.216-2 and 52.216-3), which allow for potential price adjustments based on established catalog or market prices, with increases limited to 10% of the original contract unit price. The document also updates the list of attachments, which includes 13 documents such as the Performance Work Statement, ELIN Spreadsheets, Task Order Requirements, Wage Determinations, and a Quality Assurance Surveillance Plan (QASP). A new clause regarding Covered Telecommunications Equipment or Services-Representation (52.204-26) was added, and other administrative representations and certifications were modified.

The Contractor warrants that the unit price stated in the Schedule (Attachment 2 - Exhibit Line Item Number (ELIN) Spreadsheet) for ELINs (a) AB001-HB049 is not in excess of the Contractor's applicable established price in effect on the contract date for like quantities of the same item. The term "unit price" excludes any part of the price directly resulting from requirements for preservation, packaging, or packing beyond standard commercial practice. The term "established price" means a price that-

Is an established catalog or market price for a commercial product sold in substantial quantities to the general public; and(1)

Is the net price after applying any standard trade discounts offered by the Contractor.(2)

The Contractor shall promptly notify the Contracting Officer of the amount and effective date of each decrease in any applicable established price. (b) Each corresponding contract unit price shall be decreased by the same percentage that the established price is decreased. The decrease shall apply to those items delivered on and after the effective date of the decrease in the Contractor's established price, and this contract shall be modified accordingly.

If the Contractor's applicable established price is increased after the contract date, the corresponding contract unit price shall be increased, upon (c) the Contractor's written request to the Contracting Officer, by the same percentage that the established price is increased, and the contract shall be modified accordingly, subject to the following limitations:

The aggregate of the increases in any contract unit price under this clause shall not exceed 10 percent of the original contract unit price.(1)

The decrease shall apply to those items delivered on and after the effective date of the decrease in the Contractor's established price, and this contract shall be modified accordingly.

If the Contractor's applicable established price is increased after the contract date, the corresponding contract unit price (exclusive of any part of (c) the unit price resulting from compliance with specifications or with requirements for preservation, packaging, and packing beyond standard commercial practice) shall be increased, upon the Contractor's written request to the Contracting Officer, by the same percentage that the established price is increased, and the contract shall be modified accordingly, subject to the following limitations:

No modification increasing a contract unit price shall be executed under this paragraph (c) until the Contracting Officer verifies the increase in the (4) applicable established price.
