About this file

This document is a Questions and Answers (Q&A) set for RFP H9224025RE002, a solicitation for Integrated Electronic Security System (IESS) Support Services issued by United States Special Operations Command (USSOCOM). The Q&A document addresses 49 technical and procedural questions from potential offerors, covering topics such as labor categories, personnel requirements, system specifications, and proposal submission details. Key clarifications include: the government will use Lenel Onguard Enterprise instead of MASterMind products, part-time and full-time personnel positions are specified for multiple locations (Hawaii, Stennis, Guam, Kodiak), and secret clearance for key personnel will be required at contract award. The solicitation has been amended to correct attachment numbering errors, extend the closing date, and exclude Value Added Reseller (VAR) agreements from page count limits.

The Q&A provides critical guidance for potential contractors, including details about system configurations, maintenance expectations, and personnel qualifications. Notable points include the government's expectation that contractors will be Value Added Resellers (VAR) for Original Equipment Manufacturers (OEM), the need for personnel to have specific certifications, and that detailed information like trouble ticket histories will only be provided upon contract award. Travel requirements, labor hour estimates, and pricing methodology are also addressed, with the government emphasizing that proposed prices should be Firm Fixed Price and include all direct and indirect costs. The solicitation seeks a contractor to support IESS services across multiple locations, with a focus on maintaining existing security systems and providing comprehensive technical support.

RFP H9224025RE002, IESS Support Services, Q&A Set 1 of 1

QUESTION(S) ANSWER(S)

Q1 Will the government provide the quantity of each specific product at each site? A1 No. See Attachment 2 - Exhibit Line Item Number (ELIN) Spreadsheet 'Spare & Spare Parts' sections for known parts/manufacturers for commonly ordered parts.

Q2 Should the bidders assume ALL products listed in PWS 3.2 are found at ALL locations? A2 Para 3.2 of the PWS has been updated to reflect current products. These products are found in most locations.

Q3 Will the government provide the history of the specific trouble tickets at each location? A3 That information can be provided upon Contract/Task Order award.

Q4 Is USSOCOM using the full suite of MASterMind products to include Monitoring and Business or just the Monitoring?

A4 MASterMind has been phased out and replaced with Lenel Onguard Enterprise.

Q5 In section 7.2 it states “The Prime Contractor shall be a VAR for the Original Equipment Manufacturer (OEM) and products listed in paragraph 3.2 and maintain this VAR status throughout contract performance.” We believe this requirement is biased for the current incumbent creating a competitive advantage towards them. As a small business it would be nearly impossible to be compliant with all VAR OEM products requested without being the incumbent. We are respectively requesting this language be changed to “The Prime Contractor’s team shall be a VAR for the Original Equipment Manufacturer (OEM) and products listed in paragraph 3.2 and maintain this VAR status throughout contract performance.”

A5 The product listing in para 3.2 has been reduced significantly. The requirement in para 7.2 remains unchanged.

Q6 Is it the intent of the Govt to have the successful awardee maintain the existing systems throughout the life of the contract or will they reach End of Life and be replaced?

A6 See Attachment 1 - Performance Work Statement Section 3.3.

Q7 The quantities of existing associated equipment and hardware, and related but non-system repairs across the 150 buildings are not disclosed. How are maintenance and repairs to be priced if these quantities are unknown?

A7 See Attachment 2 - Exhibit Line Item Number (ELIN) Spreadsheet for major performance/delivery locations & the 'Spare & Repair Parts' sections for known parts/manufacturers for commonly ordered parts.

Q8 The Offeror shall submit a resume for each Key Personnel identified in Paragraphs 2.2-2.7 of Attachment 4 – Task Order 01 Requirement (TO1). Attachment 4 is the DD254 Attachment and does not have paragraphs 2.2-2.7. Can the Gov’t please clarify the resume requirement source reference? I assume the offeror will submit resumes for the Program Manager, Senior Engineer, and the four Senior Technicians.

A8 Attachment numbering error within Solicitation.

Attachment document names still correct. Attachment number(s) within RFP H9224025RE002 will be corrected.

Please see Attachment 5 - Task Order 01 PWS Sections 2.2-2.7 for Key Personnel.

Q9 This section is titled “Volume I – Contract Forms and Certifications” but only describes a requirement for a proposal cover page, a completed SF1449, and completed provisions within RFP.

What “certifications” are required?

A9 See Section 2.2 of the RFP under '2 VOLUME 1 - CONTRACT FORMS AND CERIFICATIONS' for certification requirement(s).

Q10 This section requires resumes for “Key Personnel identified in Paragraphs 2.2-2.7 of Attachment 4 – Task Order 01 Requirement (TO1).” Does the government mean Attachment 5 – Task Order 01

PWS?

A10 See answer A8 above.

Q11 Are we providing resumes for Key Personnel and Non-Key Personnel or just Key Personnel? The reference to Attachment 4 (probably wrong reference and should be Attachment 5 – Task Order 01 PWS, PG 1 & 2, Section 2.2 – 2.7) shows Key Personnel in 2.2 – 2.5 and Non-Key Personnel in sections 2.6 & 2.7. It also leaves out the other Non-Key Personnel in 2.8 – 2.10.

A11 See H9224025RE002 Final 06.09 Section 4.1(a.) - "Key Personnel. The Offeror shall submit a resume for each Key Personnel identified in Paragraphs 2.2-2.7 of Attachment 4 – Task Order 01 Requirement (TO1)."

Attachment number(s) within RFP H9224025RE002 will be corrected.

Q12 RFP requires: “Past and Present Performance Information Sheets providing POCs and describing the relevancy to this effort (Attachment 5).” Does the government mean Attachment 6? Same issue for Section 5.1.1.

A12 Attachment numbering error within Solicitation.

Attachment document names still correct. Attachment number(s) within RFP H9224025RE002 will be corrected.

See Attachment 6 - Past and Present Performance Information Sheet 2025

Q13 RFP requires: “Past and Present Performance Questionnaire (Attachment 6), where applicable” Does the government mean Attachment 7? Same issue for Section 5.1.1.1.

A13 Attachment numbering error within Solicitation.

Attachment document names still correct. Attachment number(s) within RFP H9224025RE002 will be corrected.

See Attachment 7- Past and Present Performance Questionnaire 2025

Q14 RFP requires: “The Contractor shall ensure the trouble ticketing system meets the security controls outlined in Paragraph 4.0, Table 1 References r & s …” The references listed in Paragraph 4.0, Table 1, R & S do not exist. The table ends at the letter M. Can the government provide references for R & S?

A14 This was an administrative error. The language in the RFP/ PWS has been modified to correctly reference l.

and m. in Table 4.0.

Q15 For the material, the RFP requires: “…All proposed prices shall be provided as a Firm Fixed Price;

therefore, all proposed prices shall be inclusive of all direct and indirect rates (i.e., direct labor, material, travel, and other direct and indirect costs) and profit.” Line 81 of Attachment 2, all tabs except TEP Total, lists Travel and indicates that it is “To be Negotiated”. Can the government confirm that travel costs are not to be included in our proposal?

A15 Labor hours are being evaluated at the Task Order level.

See 52.212-1 ADDENDUM - INSTRUCTIONS TO OFFERORS Section 6.2.

Q16 For the material pricing, is the price provided for evaluation only and actual pricing will be determined at time of need? The concern we have is that pricing these items for 7 years is risky because we have no idea how much the price will fluctuate or if the products will even be available.

A16 All Firm Fixed Priced (FFP) ELINs (both Materials and Labor Rates) provided are for evaluation and should reflect actual award pricing. FAR Clauses 52.216-2 & 52.216-3 have been added to allow for potential future economic price adjustments. Inclusion of Clauses does not guarantee future alterations to agreed FFP ELINs.

Q17 What is the number in Cell F5 on Task Order 01 Base through Option Year 4 tabs based on?

Corresponding year on “TEP Total” tab in Attachment 2?

A17 Attachment 3 - First TO Exhibit Line Item Number (ELIN) Spreadsheet has been amended to explicitly show calculation corresponding to the labor hours supplied in Attachment 5.

Q18 RFP indicates: “The Total Evaluated Price (TEP) will be based on the total proposed price for Task Order 0001 plus a price for a sampling of Material prices across all seven ordering periods of the contract.” The TEP table is missing Option Year 5 & 6 here and in Attachment 2. Was this intentional?

A18 Yes. TEP table found in Attachment 2 corresponds only to the First Task Order period of performance which is a base year + four option years.

Q19 RFP requires: “For Task Order 01 pricing, Offerors shall use the identified hours in Attachment 4 – Task Order PWS….” Does the government mean Attachment 5?

A19 Attachment numbering error within Solicitation.

Attachment document names still correct. Attachment number(s) within RFP H9224025RE002 will be corrected.

Q20 The travel estimates in TO 0101 through TO 0110 do not align with the travel estimates in Attachment 5, Section 15, Page 7. Specifically, Niland, CA, Guam, and Camp Michael Monsoor.

Can the government confirm what travel specifics we are basing our estimates on?

A20 The Travel estimates now align with Attachment 5, Section 15. Please see Amended RFP and Attachments.

Q21 Please confirm pricing: We put rates in Attachment 2 and we multiply the associated rates by the level of effort in Attachment 5, Sections 2.2 – 2.11 and put the total on the “TEP Total” tab on Attachment 2. Material pricing will auto calculate to the “TEP Total” after submission? Where do we account for 2.11?

A21 Attachment 3 - First TO Exhibit Line Item Number (ELIN) Spreadsheet has been amended to explicitly show calculation corresponding to the labor hours supplied in Attachment 5. Please see Amended RFP and Attachments.

Q22 RFP requires Key personnel to be collectively certified (if applicable) in all the OEMs at each of the 4 primary locations. Will the government allow for the contractor to be compliant with this requirement within 60 days of contract award similar to what is allowed for when OEMs require additional certifications/updates (Section 9.1.3)? Is the list of OEM’s accurate and up to date with actual field conditions, for example, Picture Perfect went end of life in 2015 and Qognify was sold to Hexagon in 2024. DSC and DMP are intrusion systems, are you using both systems?

A22 The product listing in para 3.2 has been reduced significantly. The requirement for OEM certification at Contract/Task Order award remains.

Q23 RFP states: “…The performance evaluation will be based on the data in the Offeror’s proposal, including Past and Present Performance Information Sheets (Attachment 5), Past and Present Performance Questionnaires (Attachment 6),…” Should these references be Attachment 6 and Attachment 7 respectively?

A23 See answers A12 & A13 above.

Q24 RFP states: “For Task Order 01 pricing, Offerors shall use the identified hours in Attachment 4 – Task Order PWS. For contract performance planning purposes, Attachment 4 - Task Order PWS reflects estimated labor requirements…” Should this reference be Attachment 5?

A24 See answer A19 above.

Q25 RFP states: “…Government may view more favorably those Offerors that possess VAR status for identified OEMs and products in Paragraph 7.2 of Attachment 1-PWS, in excess of the minimum requirements…” For clarification, does the government mean that the contractor will be viewed more favorably if they have VAR status with other manufacturers beyond the manufacturers listed in Paragraph 7.2 of Attachment 1 PWS?

A25 No additional consideration will be given to contractors with VARs for OEM and products not listed in para 3.2

Q26 RFP states: “... The Contractor shall ensure the trouble ticketing system meets the security controls outlined in Paragraph 4.0, Table 1 References r & s as well as those outlined in DFARS 252.204- 7012 and the NSWC Specific Tailored Controls identified in Exhibit A. Unless otherwise specified at the Task Order level, costs to comply with these controls shall be the responsibility of the Contractor......The Contractor shall provide a POA&M in their proposal that ensures all NSWC contract information and ticketing system is hosted in a FedRAMP moderate environment capable of handling CUI upon award of the Base Contract.” Question: Does the government want an external FedRAMP hosted solution that requires additional time and expense to set up, or will a solution in a controlled environment that complies with SP800-171 to handle CUI information be acceptable?

A26 A solution that meets FedRAMP Moderate and NIST SP800-171 R2 requirements for handling CUI information is acceptable.

Q27 The Government references Attachment 4- TO1. Did the Government intend to reference "Attachment_5_-Task_Order_01_PWS" instead?

A27 See answer A8 above.

Q28 Section 18.0 through 21.4 have numerous redline changes. Can the Government clarify if this is the final version of the PWS or is an amended version forthcoming with the changes baselined.

A28 Formatting error; strikethroughs are accurate.

Government to remove tracked formatting changes with updated RFP. Content of Attachment 1 - Performance Work Statement remains unchanged.

Q29 Can the Government identify which systems are installed at each location, so that the Contractor can more directly align the personnel and their system certifications with the specific site?

A29 Para 3.2 products will be found in almost all locations, particularly in at sites in Coronado, Little Creek, Hawaii, and Stennis.

Q30 Section 7.1 of Attachment 1 - PWS states, "The Contractor shall possess Contractor licenses appropriate for the state and local municipality in which the work is being done." Can the Government elaborate by identifying what licenses have been required in the past? Do state and local municipalities have any jurisdiction on federal government sites?

A30 The Government expects the contractor to be appropriately licensed to do the work in the state in which they will perform the work under this contract/task order.

Q31 The PWS talks about configuration management in several places, but it only mentions Baseline Configuration in Attachment 1, Exhibit A, #CM-2 (Page 23). Can the Government confirm if there is an approved baseline configuration? Is there an official/approved ATO for the system that the contractor is to maintain?

A31 Yes - there is an approved baseline configuration and the Lenel Onguard Enterprise solution has an ATO.

Q32 Can the Government clarify this section by identifying if it is the Senior Technician (Key) or Technician that is expected to perform this travel?

A32 In General, the work requirement related to the travel determines whether a Senior Technician or Technician travel.

Q33 Can the Government confirm the Program Manager (Key) is a remote position? A33 The Program Manager may be a remote position.

Q34 "The ELIN descriptions in Attachment 3 – First TO Spreadsheet do not appear to align with the scope outlined in Attachment 5 – TO 01 PWS. Specifically, the pricing spreadsheet separates IESS Maintenance and Support into “Recurring” and “Unscheduled” categories, while Sections 2.1–2.14 of the PWS provide only a total labor hour estimate per labor category, without distinguishing between Preventive, Corrective, Emergency, or Special maintenance types.

A34 Offerors are expected to use labor hours provided in Attachment 5 - Task Order 01 PWS for Attachment 3 - First TO Exhibit Line Item Number (ELIN) Spreadsheet 'Recurring IESS Maintenance and Support' proposed FFP (CELL F5). See answer A21 above.

Q35 Can the Government please clarify whether the labor hours provided in Sections 2.1–2.14 are intended to represent the full scope of work for ELIN 0001AA, ELIN 0001AB, or both? If the hours apply to both ELINs, can the Government provide a labor hour breakdown by ELIN to support accurate pricing?"

A35 See answer A21 above.

Q36 The Task Order PWS identifies multiple part time Senior Technicians and Technicians for Hawaii, Stennis Mississippi, Guam, and Kodiak. Can the Government confirm if these part-time positions are to be permanent assets in the specified location.

A36 Full time and Part time Positions Identified in Attachment 5 explicitly calculated in amended Attachment 3 now. See answers A20 & A21 above.

Q37 Section 15.0 of the Task Order PWS identifies travel for Guam and Kodiak. Can the Government clarify the purpose of this travel since there is already a requirement in Sections 2.8 and 2.9 to have part time personnel for these locations.

A37 See answer A20 above.

Q38 Section 15.0 of the Task Order PWS is not fully aligned with the travel listed in Attachment 3 - First TO ELIN Spreadsheet. The Task Order PWS specifically lists travel for Guam and Camp Michael Monsoor, which is not reflected in Attachment 3. Can the Government provide an updated attachment to clarify/correct the discrepancy?

A38 See answer A20 above.

Q39 Regarding SCA labor category alignment, can the Government confirm if the Technician aligns with the Electronics Technician Maintenance II (23182) and that the Senior Technician aligns with Electronics Technician Maintenance III (23183)?

A39 Insufficient information to answer. Require source document that defines experience requirements for 23182 and 23183.

Q40 Given the number of outstanding technical questions and the upcoming July 4th Federal Holiday, would the Government consider extending the solicitation closing date? An extension would allow adequate time to review the Government’s responses, assess any resulting changes, and incorporate necessary adjustments into our proposal.

A40 Yes. See amended RFP.

Q41 Will the Government allow for the Value Added Reseller (VAR) agreements to be also excluded from the 15 page count limit for Volume 3?

A41 Yes. RFP updated to specify VAR agreements excluded from 15 page count limit for Volume 3.

Q42 The Past and Present Performance Questionnaire shows an incorrect due closing of May 30, 2025.

Can the Government provide an updated form that shows the current closing date?

A42 Attachment 7 - Past and Present Performance Questionnaire due date to be corrected to match RFP.

Q43 Will the offerors be allowed to submit for follow up questions in response to the Government's response to the Q&A?

A43 The Government will not be conducting another QNA session and has no obligation to respond to submitted questions past the original due date of 18 June 2025.

However the Government reserves the right to answer any additional questions if its in its best interest.

Q44 Is the Program Manager a separate position or can they dual hat with one of the senior technician positions?

A44 The Government envisions the Program Manager as a separate position. Attachments 1 and 5 describe the differences in skill sets and experience along with anticipated hours per year.

Q45 NSW currently uses a variety of manufacturers and products to deliver IESS services to include:

American Dynamics (Intellex), Avigilon, Bosch/Sony, Digital Monitoring Products (DMP), Digital Security Controls (DSC), Hanwha, Lenel (OnGuard and Picture Perfect), MAS (MASterMind), Panasonic, Pelco, Qognify (Ocularis), and Verint. Can the government provide a list of the specific equipment (type, and quantity) for each site?

A45 Para 3.2 products will be found in almost all locations, particularly in at sites in Coronado, Little Creek, Hawaii, and Stennis.

Q46 Can the government provide the trouble ticket history at each location? A46 That information can be provided upon Contract/Task Order award.

Q47 Is USSOCOM using the full suite of MASterMind products, or just the Monitoring product? A47 No. Please see revision to para 3.2

Q48 Can the government please confirm if the Senior Technician, Program Manager, Engineer and Technician are required to have secret clearance at time of proposal?

A48 Secret clearance for all personnel is required at the time of Contract / Task Order award.

Q49 Could you please confirm how many resumes should be submitted and for which specific positions?

Should resumes be provided for all personnel listed in Sections 2.2–2.7, or only for the key personnel within those sections?

A49 RFP amended to clarify. Please see Amended RFP and Attachments.
