The objective is to establish a firm fixed price task order for comprehensive technical services to maintain and support electronic security systems, including preventative maintenance, corrective maintenance, emergency maintenance, and special projects for over 150 buildings. The contract includes a one-year base period with four one-year option periods, covering locations such as Coronado/Imperial Beach, CA; Virginia Beach/Little Creek/Fort Story, VA; Stennis, MS; Oahu/Pearl Harbor/Pearl City, HI; Kodiak, AK; and Guam.
The PWS requires a team of key and non-key personnel, including a Program Manager, Senior Engineer, Senior Technicians, and Technicians stationed at various sites. The contractor must support multiple security system manufacturers including American Dynamics, Avigilon, Bosch/Sony, Lenel, and others. Key responsibilities include maintaining access control systems, closed-circuit televisions, intrusion detection systems, and associated hardware and infrastructure, with an emphasis on ensuring 24-hour operational capability, data protection, and meeting security and safety requirements. The contractor will be responsible for all parts, labor, materials, and equipment necessary to accomplish the tasks, with detailed reporting and configuration management requirements.

PERFORMANCE WORK STATEMENT
NAVAL SPECIAL WARFARE COMMAND
INTEGRATED ELECTRONIC SECURITY
SYSTEM (IESS) SUPPORT – TASK ORDER ONE
1.0 BACKGROUND
1.1 Naval Special Warfare Command (NAVSPECWARCOM) Force Programs Office is responsible for the physical security and force protection of personnel assigned to its headquarters command and subordinate activities. General physical security is enabled by Access Control Systems (ACS), Closed- circuit televisions (CCTV), and Intrusion Detection Systems (IDS). Collectively, these systems form an Integrated Electronic Security System (IESS) capability designed to deter and detect unauthorized intrusion into government spaces and protect people, property, and facilities.
1.2 Naval Special Warfare (NSW) is executing a plan to standardize, integrate, and sustain disparate ACS, CCTV, and IDS systems across its enterprise to meet appropriate Federal, State, and Local regulations, Industry standards, and Office of the Chief of Naval Operations (OPNAV) requirements. This plan targets IESS capabilities among major East and West Coast commands, other stateside locations, and Hawaii.
1.3 In support of paragraph 1.1 and 1.2 requirements, NSW requires Contractor support, in the form of non-personal services, to sustain continuous operations for NSW’s enterprise IESS. This includes supporting legacy and current-state systems while planning for the next iteration of technology changes.
The Government anticipates that successful execution of its IESS program requires a Contractor that: has demonstrated experience supporting security system maintenance and operations in a distributed geographic environment; employs well-qualified personnel with appropriate experience in IESS systems;
and possesses and use tools, technology, and processes to effectively manage the work effort and be responsive to customer needs.
2.0 OBJECTIVE
2.1 The objective of this requirement is to establish a firm fixed price (FFP) Task Order for technical services for life-cycle support of NSW IESS systems across its enterprise to include: preventative maintenance, corrective maintenance, emergency maintenance, special projects, and services as otherwise detailed herein. The Government anticipates that the Senior Engineer will allocate about 200 hours per year in general support of this contract. Additional hours may be authorized in support of certain special projects.
2.4 Two full-time Senior Technicians as Key Personnel to serve as Site Leads. One shall support Coronado/Imperial Beach, CA and surrounding areas and the other shall support Virginia Beach/Little
Creek/Fort Story, VA and surrounding areas. The Government defines full time as 1,880 hours per year, per position.
2.5 Two part-time Senior Technicians as Key Personnel to serve as Site Leads. One shall support Stennis, MS and surrounding areas and the other shall support Oahu/Pearl Harbor/Pearl City, HI and surrounding areas. The Government defines part-time as 950 hours per year, per position.
2.6 Three full-time Technicians as non-key Personnel. Two shall support Coronado/Imperial Beach, CA and surrounding areas and the third shall support Virginia Beach/Little Creek/Fort Story, VA and surrounding areas. The Government defines full-time as 1,880 hours per year, per position.
2.7 Two part-time Technicians as non-Key Personnel. One shall support Stennis, MS and surrounding areas and the other shall support Oahu/Pearl Harbor/Pearl City, HI and surrounding areas.
The Government defines part-time as 290 hours per year per position for these locations.
2.8 One part-time Technician as non-Key Personnel to support Guam. The Government defines part-time as 320 hours per year for this position and location.
