Communications Workshops
Q&A Set 3
Q1: Just to clarify, is there one primary Communication Workshop (section 4.4. details the specifics) and 2 additional workshops, each with additional specifications on top of 4.4. (sections 4.5 and 4.6)? Will these 3 workshops be presented over and over?
A1: See QNA Set 2, Answer 3.
Q2: In the Exhibit+A-E+ELIN+Price+List+240125 document, there are only 12 lines for the workshop pricing. Are there 20 workshops or 12 workshops? If there are 20, how do we list the prices with 12 lines?
A2: See QNA Set 2, Answer 3. Additionally, the Exhibit A-E ELIN Price List includes multiple locations (4 total) for each of the 3 COIs, which is why there are 12 ELINs.
Q3: Do we enter the Total Evaluated Price from tab TEP in the pricing sheet on page 3 of the solicitation order form? Also, does the 100 unit quantity assume 20 workshops per year for 5 years?
A3: Pricing information should be included within Exhibit A-E ELIN Price List. No information is required within solicitation page 3, CLIN 0001. The quantity of 100 within CLIN 0001 is not representative of any estimated order quantities. Furthermore, as identified within solicitation provision FAR 52.212-1(m) (5) Factor 2 – Price, “The Quoter shall provide a firm fixed price for all items and years specified in Exhibit A- E ELIN Price List. All prices will be provided as a Firm Fixed Price. The Total Evaluated Price (TEP) will be automatically formulated by the Microsoft Excel spreadsheet provided by the Government, by calculating the Quoter’s proposed pricing against the Government’s estimated quantities included within the Exhibit, to include the value of the option at FAR 52.217-8 calculated at 50% of the value of ordering period five. These quantities are for TEP calculations only and are in no way representative of actual anticipated order quantities.”
Q4: There were one or two places in the curriculum that referenced communications within the DoD/LPOC specifically (e.g., how to address/brief superiors, flag officers, gain approvals, etc). Will we have access to policy to reference what is the protocol?
A4: There is not a specific policy directive.
Q5: Has the contract with the incumbent ended? Is the incumbent bidding on this contract as well?
A5: The current contract has not yet ended. Information regarding which companies intend to submit quotes in response to the solicitation is not available.
Q6: Does each class have 30 unique students or can students take a class more than once?
A6: Specific student attendee information is not known or available.
Q7: Where do we attach resumes, sample tools requested in the Technical Volume/ Technical Requirements Submission? May we include them all in one attached document?
A7: As identified within solicitation provision FAR 52.212-1(m) (5) Factor 1 – Technical, “Quoters shall include a completed Attachment 6 Technical Submission Matrix, with supporting sample documents as described in Attachment 6, as well as instructor resumes, which demonstrates how the proposed solution meets the requirements identified within Attachment 1 Performance Work Statement sections 4.2, 4.4 and 4.7. The Technical quote should be as specific and complete as possible to clearly demonstrate to the Government that the Quoter has a thorough comprehension of, and capabilities to perform those requirements identified in Attachment 6 as detailed in Attachment 1 sections 4.2, 4.4 and
4.7. The technical quote is limited to 5 pages. All sample documents described within Attachment 6 Technical Submission Matrix (i.e. tools, worksheets, visual aids, exercises, handouts, resumes, etc.) are excluded from the page limitation. Supporting instructor resume(s) are limited to 4 pages each.”
