About this file
This document contains questions and answers regarding a request for quotation (RFQ) for communications workshops services. The RFQ seeks to provide communications workshops for the United States Special Operations Command, including Communications Workshops, Platoon Leader Course Communications Workshops, and Leading Petty Officer Course Communications Workshops. The workshops should include online, self-paced modules to supplement and reinforce concepts from the workshops, and these modules should be accessible via smartphones or personal computers for student use during and after the courses. Quoters are required to submit supporting documentation and samples demonstrating how their proposed approach meets the stated requirements, using the Technical Submission Matrix provided as Attachment 6 to the solicitation. Instructor resumes are also required and are limited to four pages each.

Communications Workshops
Q&A Set 2
Q1: I see that we have to fill out the TECHNICAL REQUIREMENTS SUMISSION MATIRIX. Is this more of a checklist for us to cross off because our documents will not fit in these boxes. Can you please explain how you would like us to have supporting documents for each section?
A1: As identified within the solicitation, FAR 52.212-1(m) FACTOR 1 – TECHNICAL, Quoters shall include a completed Attachment 6 Technical Submission Matrix, with supporting sample documents as described in Attachment 6, as well as instructor resumes, which demonstrates how the proposed solution meets the requirements identified within Attachment 1 Performance Work Statement sections 4.2, 4.4 and 4.7. The Technical quote should be as specific and complete as possible to clearly demonstrate to the Government that the Quoter has a thorough comprehension of, and capabilities to perform those requirements identified in Attachment 6 as detailed in Attachment 1 sections 4.2, 4.4 and
4.7. The technical quote is limited to 5 pages. All sample documents described within Attachment 6 Technical Submission Matrix (i.e. tools, worksheets, visual aids, exercises, handouts, resumes, etc.)
are excluded from the page limitation. Supporting instructor resume(s) are limited to 4 pages each.
Q2: We seek to understand the scope of Attachment 6's requirements in more detail. Could you provide further insight into how in-depth this requirement is intended to be?
A2: See answer #1 above. As stated within Attachment 6, “INSTRUCTIONS: Quoters shall provide the sample(s), tool(s), worksheet(s), handout(s), exercise(s), handout(s), visual aid(s), resume(s) or other information as part of its Technical Volume to demonstrate how its proposed approach meets the below requirements. In each line below [within Attachment 6], provide a brief statement of how the proposed approach meets the requirements and identify where the supporting information is contained in your Technical Volume.”
Q3: Regarding the deliverables, it appears there may be a requirement for two separate courses. Could you confirm if this interpretation aligns with your expectations?
A3: The specific courses are as identified within Attachment 1 PWS and Exhibit A-E ELIN Price List, including Communications Workshops (PWS para 4.4), Platoon Leader Course (PLC) Communications Workshops (PWS para 4.5) and Leading Petty Officer Course (LPOC) Communications Workshops (PWS para 4.6).
Q4: The RFP mentions online self-paced modules. Could you clarify whether these modules are intended to be exclusively online, or is there a preference for a course that is facilitated online but includes live interactions?
A4: As identified in Attachment 1 PWS, “The Contractor shall offer online, self-paced modules to supplement and reinforce workshop concepts. Online course materials should be available to students outside the classroom, using either smart phones or personal computers, so students can download exercises or material for review during the course (i.e., homework), as well as ready reference to course material for future reference after course completion.”
These are not separate COIs in themselves, but rather supplement the COIs.
