Communications Workshops
Q&A Set 1
Q1: 1449 Min/Max: Is the MAX contract value account for the number of courses listed in the A-E ELIN (12 Courses) or the estimated requirement listed in the PWS Section 3 of (20)?
A1: The contract MIN/MAX is identified on page 3 “MIN/MAX” of the solicitation:
“This contract is a five year Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Contract Line Items (CLINS)/Exhibit Line Item Numbers (ELINS). The minimum contract value to be obligated is $1,000.00. There are NO orders guaranteed above the stated minimum. The maximum contract value is $3,950,000.00, which may consist of any combination of ELINS and quantities.”
As identified in solicitation provision FAR 52.212-1(m)(5) FACTOR 2 - PRICE, “These quantities [quantities identified within Exhibit A-E ELIN Price List] are for TEP calculations only and are in no way representative of actual anticipated order quantities.” While there are estimated quantities identified in Attachment 1 PWS, the contract MIN/MAX is as identified within the solicitation as noted above.
Q2: Performance Period (PWS Section 17.1): Is there an estimated start date for the performance period?
A2: No.
Q3: 3. Instructor Requirements (PWS Section 4.7): Is there a maximum student to instructor ratio?
A3: No.
Q4: How should we provide the pricing for online, self-paced modules? Can we include it in the Individual workshop cost?
A4: It is up to each contractor to determine their pricing strategy; however, the Government is only anticipating pricing for the specific COIs identified in Exhibit A-E ELIN List. All work identified within the PWS should be included within these COIs.
Q5: If a company meets all qualifications but does not meet the Instructor Requirements/Qualifications requirements, would it exclude us from consideration?
A5: As identified within the solicitation provision, FAR 52.212-2:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 – Technical Factor 2 – Price
A finding of Unacceptable in Factor 1 shall result in the entire quote being determined unacceptable and, therefore, ineligible for award.
FACTOR 1 – TECHINCAL: The Government will evaluate information submitted by the Quoter for this factor and will make an acceptable or unacceptable rating. Acceptable is defined as the proposed solution demonstrates that it meets all the identified requirements outlined in Attachment 6 Technical Submission Matrix as detailed in Attachment 1 Performance Work Statement, sections 4.2, 4.4, and 4.7. Unacceptable is defined as the proposed solution does not demonstrate that it meets all stated requirements identified in Attachment 6 Technical Submission Matrix as detailed in Attachment 1 Performance Work Statement, sections 4.2, 4.4, and 4.7. It is the expectation that the Technical quote, with supporting sample documents and resumes as described in Attachment 6, will support the assertions in Attachment 6; however, in the event of any discrepancies or inconsistencies between Attachment 6 and the Technical quote with supporting sample documents and resumes, the information in the Technical quote and supporting sample documents and resumes shall control.
Q6: Are you are seeking a vendor who already has an existing Communications Workshop, including the Communications Curriculum and associated materials, including online, self-paced modules to reinforce the training? Do you have a strong preference for a vendor that has an existing Communications Workshop created for the military, so they could use (or slightly modify) their existing curriculum, materials, online modules to teach the Communications Workshops listed in the RFP?
A6: The technical approach utilized to meet the Government’s requirements are a business decision of the contractor and are not dictated by the Government. The Government’s requirements are as stated within Attachment 1 PWS.
