PRODUCT DESCRIPTION
Naval Special Warfare Command
CQC Rubber Tile Replacement JEBFS
1. BACKGROUND: Currently the bullet containment system Close Combat Training Facility at the Joint Expeditionary Base Fort Story requires maintenance. Rubber belting is required to maintain and sustain the AR500 ½” ballistic steel plates. NSW Range Enterprise is standardizing all Close Quarter Combat training facilities with flip-lock rubber tile, 2’ x 2” x 2” flip-lock rubber tiles as part of the containment system.
2. OBJECTIVE: Establish a contract to provide materiel for rubber tile flip-lock tiles for two east coast range sites. The award of a contracting vehicle will include the base award for the Single-Story Close Quarter Combat training facility and the Multi-Story Close Quarter Combat Training Facility. Both facilities are located at Fort Story, Virginia.
3. DESCRIPTION OF REQUIREMENT
3.1. Description and Capabilities: A ballistic rubber panel with a 1" x1" inset around the perimeter. The panel has a textured surface on both sides to allow the panel to be "flipped" and seat with the panels adjacent to it. This safety feature prevents gapping at the seams where rounds can escape control. This design also minimizes waste, where a section can merely flip over to fit in another area of the ballistic control system. Item is a 2" x 2' x 2' "flip lok" rubber panels with overlapping perimeter
3.2. Specifications/Salient Characteristics: Ballistic rubber is used to prevent escapes and ricochets in gun training ranges. Rubber can stop some rounds (depending on the thickness) but usually not. The rubber allows the bullets to pass through it and then strike a hard surface. Then its energy and original shape are lost so it safely comes to rest between the rubber and the hard surface (usually steel). Panels are manufactured with a 1" x1" inset around the perimeter. The panel has a textured surface on both sides to allow the panel to be "flipped" and seat with the panels adjacent to it. This safety feature prevents gapping at the seams where rounds can escape control. This design also minimizes waste, where a section can merely flip over to fit in another area of the ballistic control system.
3.3. Ballistic Panels with the following specifications:
• 2" x 2' x 2' "flip lok" rubber panels with overlapping perimeter
• 1” overlapping inset perimeter that allows the panel to be flipped or installed on either side.
• Manufactured as a vulcanized rubber panel or tile
• Manufactured as an original item not ground or shaped from composite or assembled components
