About this file

This document contains questions and answers regarding a solicitation for rubber flip lock edge tile installation at Fort Story in Virginia. The solicitation seeks installation of ballistic rubber tiles on steel walls and concrete floors within two close quarter combat facilities, referred to as the SST and MST. The government will remove existing rubber materials and clean the areas prior to contractors beginning work. Contractors will supply dumpsters and determine if hazardous material PPE is required for their workers. Installation of the SST is expected to take nine weeks to complete, while the MST may be an optional six-week project. Contractors must store equipment on site during training interruptions and coordinate work schedules with the government.

RESPONSE TO QUESTIONS RECEIVED: SOLICIATION H92240-21-T-0029, RUBBER

FLIP-LOCK INSTALLATION, FT. STORY, VIRIGINIA.

Q1: Please confirm if the contractor’s installation crew will be able to get passes for the entire duration of each portion of the project – by submitting information in advance? And/or how often will contractor’s crew need to submit for temporary passes to enter Ft Story? Is there a limitation to the number of workers and/or vehicles in the contractor’s crew (due to escort requirements etc.)?

R1: Contractors shall be in the DBIDS system. Contractors shall fill out form 5512 once an award is issued. Form will be provided by the Government and once completed forms are received, the forms will be sent to CNRMA for processing. Provided no identified security concerns arise with proposed contractor personnel, the individuals will be placed in the system and eligible to pick up access badges. CNMRA requires at least 2 weeks to process submissions.

Temporary access to installation will not be granted. No limitation on number of personnel or vehicles for base access is established. Vehicles accessing the base shall have inspection stickers and insurance packages/coverage present with supporting documents to be made available to Government personnel upon request. Personnel requiring base access shall be presented to the appointed Contracting Officer Representative prior to commencement of work.

Q2: The Performance Work Statement (PWS) notes under the General Conditions that ‘the government will remove the legacy 3mm belted rubber currently present in both facilities.’

Please confirm if that removal includes the legacy rubber facing and any/all associated furring, or not? Also please confirm if the rubber facing will be removed in stages, ahead of the contractor’s installation crews (to enable continued use of portions of the SST & MST per the work stoppage schedule) or if it will all be removed prior to contractor mobilization.

R2: All rubber belted covering, wooden furring, and clamps will be removed by the government.

The SST CQC will be interrupted for training. Only two zones at a time will be ready for installation of Rubber Tile panels. The GOV will remove all belted rubber, furring’s, and HEPA vacuum two zones for the contractors to install the Rubber Flip Lock tiles. The others two zones will be for training purposes until the first two zones have been completed by the contractor.

Q3: Per General Conditions 3.2.1 Contractors must remove all equipment and materials from the site during the work stoppage periods, but paragraph 3.3 references a ‘ fenced area’ and also a’ supplemental storage area’ please confirm if there are separate storage and laydown areas for each trainer (SST and MST), and that contractor’s materials and equipment can be stored at the supplemental storage area during the 5 day work stoppage periods. Or must all contractor materials and equipment be removed from Ft Story completely during the work-stoppage periods?

R3: The contractor equipment, storage trailers, and hand tools can be stored at the MST CQC Parking area, while installation is underway at the SST CQC. The MST is gated and locked w/camera security. The contractors hand tools should be stored either inside a storage trailer or locked toolboxes. The government will support any needed storage area while the vendors are interrupted due to training.

Q4: Please confirm if the dumpsters noted in paragraph 3.4 will be supplied by the government or if they must be supplied by the contractor?

R4: All dumpsters will be supplied by the contractor, not the government. All disposed items will be the responsibility or the contractor, not the installation or government personnel.

Q5: Please confirm if there is a maximum allowable thickness of the composite lumber furring (FARCO or similar) – i.e., is there a limitation on the space between the face of the AR500 plate wall steel and the face of the 2” thick ballistic rubber tile facings?

R5: Per COMNAVSPECWARCOMINST 3130.1A. For 2.00-inch-thick rubber, that air gap shall be at least 0.500-inch, but no more than 1.50 inches.

Q6: Please confirm that the government requires the composite lumber furring in both the SST and the MST to be anchored to the top of the AR500 steel plate, and to the concrete floor deck at the bottom.

R6: Yes, the government requires the FARCO composite lumber furring in both Close Quarter Combat facilities to be anchored to the top of the AR500 ballistic steel panels and concrete floor with zero clearance issues between the rubber flip lock rubber to the rubber floor covering. This will allow no dust or fragments to be released into the range or safety concerns to the shooters training.

Q7: Please confirm that the periods of performance noted in paragraph 12, are working days (i.e., SST is 9 weeks duration and MST is 6 weeks duration), not calendar day durations. Also, can the government confirm if there is a maximum lag between the completion of the SST installation and the start of the MST installation?

R7: The SST CQC will be the first facility on this contract. The MST will be an option on this contract. The duration times are correct especially with the lag times during training interruptions. The total timeline between the SST and MST again, will determine on timelines and option to this contract. Reference to days are business days.

Q8: Please confirm that removal of the legacy 3mm belted rubber (wall facings) includes clean-up and removal of any associated lead residue, hence the references to ‘Hepa Vac’ and that the work area (interior of the SST and MST) will be free of the hazards of lead dust, or if contractors need to allow for HAZMAT PPE for workers (in addition to typical construction PPE and COVID 19 PPE per local and DOD requirements). Also, if there is lead hazard, are there existing decontamination facilities for work crews, or will the contractor need to make arrangements for those?

R8: The government will HEPA vacuum and clean the zones inside the SST CQC prior to the contractor’s arrival. After each training interruption, the government will HEPA vacuum again prior the contractor returning to work. The contractor firm can determine if the contractor workers required HAZMAT PPE. The ammunitions used inside the SST CQC are frangible rounds and sim rounds only. However, the primers of these rounds have a small amount of lead powder. Again, the contractor should work with their safety representatives on this question to identify if they require these types of precautions.
