Performance Work Statement Naval Special Warfare Center Range Enterprise

Rubber Flip-lock Edge Tiles

REVISED 06 MAY 2021

1 BACKGROUND: Currently the bullet containment system Close Combat Training Facility at the Joint Expeditionary Base Fort Story requires maintenance. Rubber belting is required to maintain and sustain the AR500 ½” ballistic steel plates. NSW Range Enterprise is standardizing all Close Quarter Combat training facilities with flip-lock rubber tile, 2’ x 2” x 2” flip-lock rubber tiles as part of the containment system.

2 OBJECTIVE: Establish a contract to provide installation serviced for rubber tile flip-lock rubber tiles for two east coast range sites. The award of a contracting vehicle will include the base award for the Single-Story Close Quarter Combat training facility followed by an option for the Multi-Story Close Quarter Combat Training Facility (OPTION ONLY). Both facilities are located at Fort Story, Virginia.

3 GENERAL REQUIREMENTS: The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to install the Flip-Lock rubber tiles to the bullet containment system to the single and multi-story close quarter combat facilities. Layout of the facilities are included in appendix #1 & #2. The Government will remove the legacy 3mm belted rubber currently present in both facilities.

3.1 The Government will provide scheduled events for vendors to complete measurements of both facilities, site maps, and layouts of both facilities. All rubber tile panels must interlock to each other, from top of AR-500 panel to the floor and connect throughout the ballistic rooms and up to each multiple door entries. No live fire ricochets or fragments for expended rounds can be returned inside the rooms or to the shooters.

The Rubber Tile panels must capture all fragments behind the rubber tiles only and down to the lower level of the panels attached to the floors. The major safety concerns are paramount with this installation of interlocking rubber flip lock panels and composite wood to support the operators from ricochets passing through the rubber panels, hitting the AR-500 ballistic steel panels causing the bullet to return or bounce off the steel.

Ample Laydown area for vendor materials and support equipment will be provided for at the site location.

3.2 Work Stoppage: Certain training exercises cannot be delayed or postponed. The contractor shall accommodate up to a five-business day work stoppage in the installation schedule. Appendix 3 provides estimated dates where contractor performance must be suspended. Dates are estimates and the contractor shall coordinate with the technical point of contact, identified upon award, for firm dates. The vendor will stop or alter existing work in such a manner as to prevent injury or safety related damage to any portion or this existing work which remain. During work stoppage, the vendor will depart the Joint Expeditionary Base Fort Story Close Quarter Combat facility until military training is completed. The military training will not be authorized to use the area where the vendor is installing the new rubber flip lock panels. At the completion of training, the vendor will start at the interrupted debarkation break line and continue on with the installation process. This detailed scope of work will be broken down into four separate zones inside the Close Quarter Combat Facility, to allow installation of panels and training interruption to continue.

3.2.1 Prior to start of work stoppage, the bulletin board, signs, barricades, stacked materials, and all other temporary products from the site. After removal of trailers, materials, and equipment from within the fenced area, remove the fence. Restore areas used during the performance of the contract to the original condition.

3.3: Clean-up: Contractor shall remove construction debris, waste materials, packaging material and the like from the work site daily. Any dirt or mud which is tracked onto paved or surfaced roadways must be cleaned away. Store all salvageable materials resulting from installation activities within the fenced area or at the supplemental storage area. Neatly stack stored materials not in trailers, whether new or salvaged. The Government will HEPA vacuum all zones before and after the vendor departs and returns back to this government facility ensuring all residue has been removed and collected correctly.

3.4 Dumpsters: Keep dumpster closed, except when being loaded with trash and debris. Locate dumpster on west or east side of Single-Story Close Quarter Combat facility for ease of access. Empty dumpster at least once a week, or as needed, to keep the site free of debris and trash. If necessary, provide 55-gallon trash containers to collect debris in the installation site area. Contractor is responsible for on-site dumpster, emptying/disposal of dumpster material and removal of dumpster when tasking is complete.
