- Our NSW organization is not unique to other Navy Ech II commands as you can see by this slide. Our commander oversees 8 O6 Commands that provide SEALS, SWCCs, undersea and sea mobility platforms, enablers (the support personnel that allow us to do all we can), reserve component and the training command where it all begins. Next slide.
Mission Statement
NSW Mission: Provide maritime special operations forces to conduct full-spectrum operations, unilaterally or with partners, to support national objectives.
Imperatives for the Force Our people. Recruit, assess, select, develop, organize, employ, sustain, and transition our personnel—and care for our families.
Mission success. Provide a sustainable organization comprised of capabilities, capacity, and concepts that enable success in both the current and future operating environments, and across the full spectrum of competition.

Lines of Effort
LOE #1 –
Invest in the training, development, and wellness of the entire NSW team. We will develop and invest in career-spanning programs that ensure we recruit, assess, select, develop, organize, employ, sustain, and transition our personnel while supporting and caring for our families. The outcome we seek is an inclusive highperformance culture achieved by prioritizing the long-term health, readiness, and welfare of our people.
LOE #2 –
Innovate sustainable capabilities, capacity, and concepts for competitive advantage. We must balance and evolve the force to defeat VEOs and counter great-power competitors across all domains. We will ruthlessly innovate to increase our lethality, agility, and relevance across the full spectrum of competition. The outcomes we seek are rapid, sustained improvements designed to support our warfighters.
LOE #3 –
Drive culture and processes toward greater performance at speed and affordability. We must demonstrate the courage to assess and divest of sub-optimal capabilities and processes. The outcome we seek will allow us to leverage and implement emerging technologies and improve processes, while ensuring an environment of affordability and accountability.

M-SOFS Acquisition Overview
To achieve our mission, NSWC forces require a robust, reliable and consistent maritime-focused support structure augmented with contractor personnel NSWC must contract for services to provide maritime subject matter expertise through logistics support services, equipment related services and knowledge based services in support of NSWC’s enterprise requirements for M-SOF missions
M-SOFS Acquisition
The primary objectives of the M-SOFS framework is aligned to the NSWC specific lines of effort:
Strengthen. NSWC recruits & retains the most capable, skilled, and creative problem-solvers with an aptitude for thoughtful, relentless, opportunistic and decisive action. Contracted services, augmenting and supporting the NSWC enterprise must be capable of performing in this high-performance culture.
Compete. NSWC must innovate sustainable capabilities, capacity, & concepts for competitive advantage. The outcome must be rapid, sustained improvements designed to support the M-SOF warfighter. A flexible & responsive contract vehicle with the ability to constantly innovate is required. Bureaucratic processes & timelines can stifle a company’s ability to provide creative and relevant solutions.
Reform. NSWC must drive culture and processes toward greater performance at speed and affordability. It is imperative to leverage and implement emerging technologies and improve processes, while ensuring an environment of affordability and accountability. Having the courage to assess & divest of sub-optimal capabilities and processes was significantly considered in M-SOFS.

Acquisition Plan
Types of Services Specific requirements will be identified at the TO level Logistics Support Services: These services include logistics management, evaluating the impact of new and innovative maritime product support strategies for surface and submersible systems, and assisting with sustainment management activities in a maritime environment. Contractor shall be knowledgeable of not only logistics best commercial practices and DoD concepts and systems for supply chain management but also NSWC specific logistics management information systems such as Special Warfare Automated Logistics Information System (SWALIS) and Special Warfare Information Fast Tracker (SWIFT). Efforts may involve significant physical activity and heavy lifting, as well as use of material handling equipment.
Technical Representative Services: These services include providing FSR’s to perform minor equipment modification, installation of equipment & minor maintenance of maritime SOF equipment at the Echelon III level. The types of specialized equipment to be supported include but is not limited to: Combatant Craft variants (CCA, CCH, CCM), Special Operations Craft-Riverine (SOC-R), Rigid-hull Inflatable Boats (RIBs), Maritime Combatant Craft Aerial Delivery System, SEAL Delivery Vehicle and dry deck shelter, and ground mobility vehicles.
Program Management Services: These services include providing assistance to NSWC in planning, financial budgeting, financial management, tracking, reporting, and evaluating metrics, organizing and managing critical aspects of the acquisition cycle to include development, production, deployment, and sustainment of capabilities, systems, subsystems, and equipment.
Engineering and Technical Services: These services include engineering documentation support; technical documentation development; technical analysis/evaluation; T&E support in maritime environments; research & analysis; & SMEs in the SOF maritime domain.
Professional Services: These services include Intelligence support & coordination activities. The Contractor shall be knowledgeable using a variety of research tools. The services also include evaluating the impact of new and innovative intelligence support strategies, providing training, synchronizing with National Strategies, and assisting with continuous improvement and sustainment management activities.
Administrative and Other Services: These services include coordination and assisting with a multitude of tasks such as: preparing briefings, concept papers, and reports; providing expert knowledge and capability in the use of personal computers to produce visual aids, briefing charts, and reports using appropriate software applications; tracking preparations, data entry functions, integrating information into required reports, establishing and managing databases, and generation and maintenance of special training requirements, files, forms, and established file plans.
M-SOFS DRAFT RFP Review
Competitive, best value source selection, utilizing trade-off process, that will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3 Following mandatory DOD and USSOCOM source selection guidance from RFP development to award to include training and mandatory templates Evaluation criteria will be limited to factors that ensure the SSA’s ability to make a best value decision Technical Capability, Past Performance, and Task Order Price Focus on most important factor for providing quality services – Technical Capability (Factor 1) Intent to award to 3-5 offerors

Factor 1 - Technical Capability
NSWG-2 Logistics Support Unit (LOGSUPPU) plans, coordinates, integrates, synchronizes, and provides logistics support for the Commander, NSWG-2 and its subordinate units in order to directly support NSW operations and training in peace, crisis, and wartime; at home and forward deployed NSWG-2 LOGSUPPU requires contractor support in order to sustain adequate logistics support and maintain mission readiness Admin (Travel, IT) Weapons & Ordnance Support (PM, Asst Armorer, CSR, HAZMAT) Dive & Boat Support (Property Custodian, Techs) Medical Support (Asst, Supply) Transportation (Vehicle Dispatch, Mobility Mgr, Auto Tool Custodian) Supply (Gear Issue, CSR, SPEAR, Shipping & Receiving)
Task Order 1 – LOGSU2
NSWG-10 mission is to Organize, man, train, educate, equip, support, and deploy specialized capabilities to perform Intelligence, Surveillance, and Reconnaissance (ISR) and Preparation of the Environment (PE) activities in support of Combatant Commanders and other mission partners Growing Command requirements make it necessary for NSWG-10 to contract for additional manpower to ensure mission success Intelligence Analysis and Advanced Training ISR Technical Portfolio Manager Geospatial Analytical Training Support Special Security Officer Support Positions will be phased-in during first year
Task Order 2 – Group 10 Intel
Recent = 5 years from date of issuance of this solicitation Relevancy ONLY determined for Recent submissions Contracts that are most similar to this effort when compared to those of the Table The more an effort is similar in these areas, the more relevant that effort becomes The most important criterion for relevancy is the “Scope Required in PWS”. A submitted effort that has less than a “Relevant” rating assessed for “Scope Required in PWS” SHALL NOT be capable of receiving a “Relevant” or “Very Relevant” rating for the effort overall.
All other criterion are considered holistically in order to subjectively assess on overall relevancy rating per the definitions in Table L.2.
An effort does not have to be “Very Relevant” in all criterion in order to be determined “Very Relevant” overall. Additionally, an effort could hypothetically be “Not Relevant” in one or more criterion and still be determined “Somewhat Relevant” or higher for that effort overall.
Factor 2 – Past Performance
Total Evaluated Price = TO 1 + TO 2 MUST fill out entire ELIN spreadsheet for all labor categories with fully burdened rate; will be incorporated into any resultant contract & serve as max labor rate throughout life of contract TO 1 & TO 2 MUST utilize exact rate in ELIN spreadsheet; no discounts during source selection
