H92240-19-Q-1012 Career Transition Seminar

NOTE: A revised Statement of Objectives is provided to correct numbering of paragraphs. For ease, the renumbering is executed via changes in red font.

Questions:

1) Is the contractor required to perform four (4) times per year at each location, equating to sixteen (16) times for the fiscal year, four (4) times during the indicated month? Or is the contractor required to perform a minimum of four (4) times per year, once at each specified location during the indicated months?

Answer: As stated in the Government's request for quote, the proposed combined solicitation synopsis will result in a five year, firm-fixed price, indefinite delivery, indefinite quantity type contract (IDIQ). IDIQ contracts provide the flexibility of the Government to issue orders for services over the life of the contract. The RFQ documents; specifically, the Statement of Objectives (SOO) (attachment 01), indicates the Government anticipates four courses a year at the locations identified under the SOO. The anticipated or estimated courses are solely estimates, are non-binding, and solely reflect the Governments current anticipation of number of seminars by year. Limitations in terms of ordering of seminars are governed by the Order Limitations clause of the RFQ listed under FAR 52.216-19.

2) Please clarify the intended duration of each Career Transition Seminar.

Answer: RFQ involves a statement of objectives (SOO) and the contractor shall develop a Contractor Performance Work Statement (CSOW). CSOW shall meet the objectives stated under the SOO and the length/number of days for training is left to the determination of the contractor. The previous contract, H92240-16-P-0105, involved courses lasting three (3) full days.

3) Attachment 2, ELIN Table. Should the proposed fixed unit price for each ELIN be inclusive of other direct costs and travel? Or will the government provide a NTE amount for ODCs and Travel?

Answer: Pricing on a per course basis under Attachment 2 shall be an ‘all inclusive’ price per course.

Offerors are permitted to submit additional price information, as the offeror deems necessary, to explain pricing under Volume IV – Factor 3 – Price.

4) Statement of Objectives, page 1, section 4.1 and page 2, section 5.3.3: Do participant materials need to be prepared and provided for spouses or just for the military members?

Answer: Please note the Statement of Objectives does not contain a Section 5.3.3; Revised SOW Section

4.2.2 is the only area where spouses are referenced. Material shall be provided for all attendees, both military and spouses.

5) Statement of Objectives, page 1, section 4.1: Does the government have a desired course length (3 days, 4 days, etc.) for the seminar?

Answer: Please see the answer for question 2.

6) Statement of Objectives, page 2, section 4.1.3: Can a “make up session” be provided one-on-one via a phone call or virtually via Skype or Zoom if participants miss one day of a seminar?

Answer: Offerors are able to propose ‘make up sessions’ via any format provided that the make-up session will be able to meet objectives set forth in the Government requirement documents. Please note, not all members may have access to specific technology, please accommodate this possibility in submitted response to the RFQ.

7) Is there an incumbent for this effort?

Answer: Ruehlin Associates of Coronado, California is the incumbent under H92240-16-P-0105.
