STATEMENT OF OBJECTIVES

FOR

CAREER MANAGEMENT AND TRANSITION SEMINARS

1.0 PURPOSE

Naval Special Warfare Command (CNSWC) requires contractor support in the area of career transition for their senior military service members transitioning from a military career to a civilian career. This support shall involve seminar development that is designed to take an individual through every aspect of career transition with the focus being on re-employment.

2.0 BACKGROUND

The CNSWC Career Management and Transition Seminar is designed for senior military service members, and provides information on transition benefits, job assistance workshops, and automated employment tools in a comfortable learning environment.

3.0 ANTICIPATED ANNUAL REQUIREMENTS

CNSWC anticipates requiring career management seminars at least four (4) times per year, in the following locations and timeframes:

4.0 OBJECTIVES

4.1 DEVELOP COURSE AND COURSE RELATED MATERIALS

The contractor shall develop the course and all course related materials such as a student guide.

The student guide shall provide the military service member with sufficient skills to enable them for success in a career search. Course topics should include, but are not limited to:

4.1.1 Evaluating new career or field opportunities

4.1.2 Resume Building

4.1.3 Developing and retaining contacts

4.1.4 Effective Networking

4.1.5 Skills for marketing oneself

4.1.6 Managing with the stress of career transition

4.1.7 Effective communication

4.1.8 Job interview techniques

4.1.9 Research and preparation

4.1.10 Negotiating Compensation and salary

4.1.11 Business world challenges

4.1.12 Coping with Retirement stress

4.1.13 Using social media tactics

4.1 HOST THE CAREER TRANSITION SEMINAR WITH HIGHLY QUALIFIED

INSTRUCTORS

4.1.1 Each seminar should include both intensive “participatory” group discussions on the course topics, and one-on-one job interview practice and resume screening.

4.1.2 Each seminar shall accommodate at least fourteen service members, plus their spouses, at the members’ discretion. Spouses, if in attendance, will not participate in the interview practice.

4.1.3 Seminars shall permit members to “make-up” a day or session or attend a “review” session, without traveling to a different locality.

4.1.4 The Seminar Instructors should specialize in Military to Civilian Career Transition consulting/counseling and shall:

4.1.4.1 Be retired US military officers with a minimum of ten years’ experience in providing the same type of seminar to members of the Naval Service;

4.1.4.2 Have recent experience, defined as conducting at least one the same type of seminars within the past six months; and

4.1.4.3 Be intimately familiar with all current means of negotiating/searching and applying for a job, to include both traditional and non-traditional and utilization of social media.

5.0 SEMINAR SET-UP

5.1 The Government shall normally be responsible for providing an adequate training facility aboard Government facilities, unless otherwise negotiated at the task order level.

5.2 The Contractor shall be responsible for:

5.2.1 Physical set-up of the Contractor’s desired seating configuration

5.2.2 Providing and laying out all participant materials

5.2.3 Providing and preparing all necessary equipment and instructor aids

5.2.4 All travel and lodging arrangements/expenses for any presenters.

6.0 QUALITY CONTROL

The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this SOO and Contractor Statement of Work (CSOW). The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service;

addressing customer complaints, and improving the quality of services over the life of the contract.

7.0 QUALITY ASSURANCE

The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the SOO and CSOW. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner

8.0 PERIOD OF PERFORMANCE

The period of performance shall commence on the date of award and shall include five one-year ordering periods during which task orders may be placed by the Government

Base: Date of Award – Day 365 Ordering Year One: Day 366 – Day 731 Ordering Year Two: Day 732 – Day 1,097 Ordering Year Three: Day 1,098 – Day 1,463 Ordering Year Four: Day 1,464 – Day 1,829

** Ordering Year Dates to be established upon award.

9.0 PLACE OF PERFORMANCE

Performance will normally occur aboard Government facilities at these NSW locations, unless otherwise negotiated at the task order level:

9.1 Little Creek, VA

9.2 Dam Neck, VA

9.3 San Diego, CA
