Section A - Solicitation/Contract Form

MINIMUM/MAXIMUM

MIN/MAX DESCRIPTION

An Indefinite Delivery Indefinite Quantity (IDIQ) contract for supplies and incidental services over a five (5) year ordering period to include a one (1) year option for a total of six year ordering periods. The Government may issue Delivery Orders on a Firm Fixed Price (FFP) or Cost Plus Fixed Fee (CPFF) basis. The minimum contract value is $2,500.00. There are NO orders guaranteed above the stated minimum.

Contract Minimum. The contract minimum amount is $2500.00.

Contract Maximum. The maximum (total) dollar value is $390M.

Dollar Values have been included for each basic contract CLIN for purposes of the Government procurement systems ONLY. There are no minimum or maximum dollar values established at the CLIN level for this contract.

To facilitate Delivery Order execution the items listed in the solicitation for Accessories/Spare Parts, Training, Repairs and Pre-Planned Improvements (P3I) outlined within Contract Line Item Numbers (CLINs, 0003, 0004, 0005 and 0006) have been structured within contract Exhibits A-D as Exhibit Line Item Numbers (ELINs).

Pricing listed at the CLINS and ELINs are for the following time frames:

Year 1 Ordering Period 1 Pricing –2015 to 2016

Year 2 Ordering Period 2 Pricing –2016 to 2017

Year 3 Ordering Period 3 Pricing - 2017 to 2018

Year 4 Ordering Period 4 Pricing –2018 to 2019

Year 5 Ordering Period 5 Pricing –2019 to 2020

Option Year Ordering Period 6 Pricing – 2020 to 2021

All hardware CLINs shall be ordered by using the ordering range unit prices on a per order basis and are not cumulative unless the hardware CLINs are ordered within a 30 day period (window). Identical CLINs ordered may be priced at the cumulative quantity price for the appropriate range ordered within a 30-day period. As an example, if the Government ordered 40 STC NGHH Radio Systems (CLIN 0001) on April 1st, and then ordered an additional 20 STC NGHH Radio Systems on April 25th, the price per unit would be based on the cumulative quantity of 60 radios ordered from that price range. If there is a price break at quantity 50, then the entire 60 would receive the 50 quantity price. The Government may apply the credit due for the reduction of the 1st order price as 1) a delivery order modification to the first order or 2) as a one-time reduction to the second order pricing. Please note that if a third order is placed on May 15th, it would not qualify for the cumulative quantity pricing because the 30-day window started on April 1st (even though the third order was less than 30 days after the second order). In this case, the third order starts a new 30-day window. The arrangement applies to pricing only and not to the delivery schedule requirements. Each order's delivery dates will be calculated on a stand-alone basis.

1.0 Scope. United States Special Operations Command (USSOCOM) requires a next generation handheld (NGHH) radio system capable of simultaneous two channel operation with one channel supporting narrowband waveforms and the other supporting a wideband Mobile Ad Hoc Networking Waveform (MANET). In addition the NGHH shall be capable of receiving Intelligence, Surveillance and Reconnaissance (ISR) data in the form of full motion video (FMV) either as an embedded capability or via an attached mission module. The NGHH will be of supporting any two of the aforementioned waveforms simultaneously. The NGHH shall be capable of crossbanding the received video over the MANET channel. The requirement is derived from the Special Operations Forces (SOF) Tactical Communications (STC) Capabilities Production Document (CPD). The STC next generation handheld radio shall also include an embedded Selective Availability Anti-Spoofing Module (SAASM) Global Positioning System (GPS) receiver and be capable of attaching to various Mission Modules (MM) in addition to the ISR MM such as, Signals Intelligence (SIGINT) for force protection, 4G/LTE, Netted Iridium, other MANET waveforms and other Pre-Planned Product Improvements (P3I) as identified in the Governments STC NGHH Performance Specification. The STC NGHH will replace legacy single channel handheld radios such as the AN/PRC-148(V)1/2/5/6, AN/PRC-152, AN/PRC-152A and the two channel AN/PRC-148B.
