INITIAL PRODUCTION SAMPLE DEMONSTRATION PLAN

(IPSD)

1. PURPOSE. The purpose of the Special Operations Forces (SOF) Tactical Communications (STC) Handheld (HH) Radio Initial Production Sample (IPS) Demonstration (IPSD) is to provide the Government an opportunity to assess the maturity of the offeror’s proposed material solution against the operational and performance requirements as outlined in the STC HH Performance Specification (PS) and Capability Production Document (CPD). The IPS’s narrowband transceiver performance characteristics will be evaluated for consistency with the offeror’s proposed performance specification, against accepted Military and Commercial radio performance standards such as the Telecommunications Industry Association/Electronics Industries Association - 603-D (TIA/EIA-603-D) and the user's expected performance as compared to legacy systems. Any disparities between the specification and the performance of the IPS must be addressed by the offeror in sufficient detail identifying corrective actions and schedule.

2. BACKGROUND. The STC HH program will field a Non-Developmental Item (NDI) STC HH radios to SOF units to reduce the overall combat load of the SOF team. The Government intends to obtain a radio that meets all the required performance parameters as stated in the PS and CPD, offers the best balance of multiband performance characteristics and provides the best technical performance that includes additional capabilities that meet objective requirements or that provide clear operational benefit to SOF forces, cost and price considered.

3. SCOPE. The IPS demonstration will be conducted at a Government facility/laboratory beginning the week after technical proposals are due. However, all offeror's equipment required for the IPS demonstration must be delivered to the Government at the same time as the written technical proposal. Offeror's must provide a minimum of six IPS radios for the demonstration plus all necessary ancillaries, e.g., Communications Security (COMSEC) cables, adapter cables, battery eliminators, rechargeable batteries, battery chargers, antennas, handsets and etc. to support the tests described herein. Offeror's will be notified when and where to report for the demonstration of their IPS.

4. TEST CONCEPT. The STC HH IPSD will include three types of evaluations, Transceiver Performance Tests (TPT) (Appendix A), Networking Performance Tests (Appendix B) and Over-the-Air Demonstrations (OAD) (Appendix C). The offeror's representative(s), no more than two, will participate in the IPS demonstration , at the offeror’s expense, by witnessing all tests, assisting Government test personnel in the preparation and conduct of all tests, conduct the over-the-air demonstrations and verify/authenticate all test results by signing the data collection sheets. Disparities between the offeror's performance specification and the results from the TPT's must be properly addressed in the offeror's written proposal. The OAD, however, will only be given a GO or NO GO rating and like the TPT, any OAD that cannot be demonstrated or does not perform as indicated by the offeror will be given a NO GO rating and must be properly addressed in the offeror's written technical proposal. The size and weight of the IPS transceiver, including battery box, will be measured and evaluated against the requirements cited in the HH PS as well as the offeror's performance specification for compliance.

4.1. Transceiver Performance Tests. This portion of the IPS demonstration will evaluate selected transceiver performance requirements from the STC HH PS and CPD as well as the adherence of the IPS to the offeror’s proposed performance specification. The transceiver performance tests embody those multiband performance characteristics that address the quality of voice, data and video communications. The narrowband multiband performance parameters that will be measured and evaluated during the IPS demonstration include:

4.1.1 FM Receiver Sensitivity. Test frequencies will be chosen within the conventional bands as outlined in the STC HH PS and CPD applicable to FM communications. The measured sensitivities at each frequency will be recorded for assessment and to ensure accuracy against the offeror’s provided ATE sensitivity data covering all tunable frequencies.

4.1.2. AM Receiver Sensitivity. Test frequencies will be chosen within the conventional bands as outlined in the STC HH PS and CPD applicable to AM communications. The measured sensitivities at each frequency will be recorded for assessment and to ensure accuracy against the offeror’s provided ATE sensitivity data covering all tunable frequencies.

4.1.3. AM Adjacent Channel Rejection. Test frequencies will be chosen from the AM bands as outlined in the STC HH PS and CPD applicable to AM communications.

4.1.4. AM Intermodulation Rejection. Test frequencies will be chosen from each band as outlined in the STC HH PS and CPD applicable to AM communications.

4.1.5. AM Modulation and Residual Hum. Test frequencies will be chosen from each band as outlined in the STC HH PS and CPD applicable to AM communications.

4.1.6. AM Transmit Hum and Noise Ratio. Test frequencies will be chosen from each band as outlined in the STC HH PS and CPD applicable to AM communications.

4.1.7. FM Receive Hum and Noise. Test frequencies will be chosen from each band as outlined in the STC HH PS and CPD applicable to FM communications.

4.1.8. FM Transmit Hum and Noise. Test frequencies will be chosen from each band as outlined in the STC HH PS and CPD applicable to FM communications.

4.1.9. FM Adjacent Channel rejection. Test frequencies will be chosen from each band as outlined in the STC HH PS and CPD applicable to FM communications. Assume a 25 kHz Channel spacing.

4.1.10. FM Intermodulation Rejection. Test frequencies will be chosen from each band as outlined in the STC HH PS and CPD applicable to FM communications. Assume a 25 kHz Channel spacing.

4.1.11. Receive Conducted Spurious Emissions. Spurious emissions will be evaluated between 0.1 MHz and 2 GHz.

4.1.12. Current Drain. Approximate battery life will be calculated using measured values of standby, receive, and transmit current drain. An averaged transmit current drain of 10 test frequencies will be used in the calculation to account for variances at frequency.

4.1.13. Transmit Conducted Spurious Emissions. Spurious emissions will be evaluated between 0.1 MHz and 2 GHz.

4.2. Mobile Ad-Hoc Networking (MANET). Contractor IPS’ must be able to self-form and self-heal an ad-hoc network and to join existing networks. These networks will include the Soldier Radio Waveform (SRW) and a commercially available MANET that can support multiple video streams, voice and data per paragraph 3.7.4.1 of the STC HH PS. . Measurements will be taken on how long it takes to discover a radio node and calculate a new path. It will also be measured how long it takes for the network to discover a disconnected node and reroute. The wideband (networking) performance parameters that will be measured and evaluated during the IPS demonstration include:

4.2.1 Latency. The test will measure the round-trip latency which is a measure of the total time required for data packets to reach their destination and return to the source. Latency will be measured in the aforementioned MANET implementations. Each of these networks will be performed with three (3) different setups. The first being with two (2) nodes (radios), the second will be with four (4) nodes, the third will be with six (6) nodes. Measurements will be made with both the source and destination radios within the MANET using Laptops installed with iPerf v2.0.5 network test utility.

4.2.2. Network Bandwidth. The test will measure the maximum upload and download data rates achievable when each of the MANET implementations are used in the varying topologies listed above. These measurements will allow the MANET implementations to be compared in terms of their capacity for voice, video, and file transfers. Network Bandwidth will be tested using both the Transfer Control Protocol (TCP) needed to transfer messages or other file data that require error correction, and using the User Datagram Protocol (UDP) used for efficient audio and video streaming, location updates, etc.

4.2.3. Jitter (Packet Delay Variation). The test will measure the variation in time required for packet delivery from a source computer to a destination computer in the varying topologies listed above.

4.2.4. Maximum Transfer Unit (MTU). The test will determine the largest packet that can be transferred over the various network topologies.

4.3. Over-the-Air Demonstrations (OAD). This portion of the IPS demonstration will evaluate HH Critical Performance Capabilities (CPC) identified in the Governments’ PS and Sections L&M. The procedures for the OAD are not as rigid as those for the TPT and thus will be left to the discretion of the offeror within the general guidelines provided by the Government. These tests embody selected CPC's that address requirements for the implementation of embedded COMSEC, Electronic Counter- Countermeasures (ECCM) technologies and Ultra High Frequency (UHF) Satellite Communications (SATCOM) operation in the single channel and Integrated Waveform (IW) modes of operation. In the event that the IPS has already received MIL-STD or waveform compliance certification from an independent Government or Government Sponsored test facility then a copy of the subject certification letter or memorandum will suffice and no over the air testing will be required for that particular waveform. Examples of such certifications include a Joint Interoperability Test Command (JITC) for MIL-STD compliance for IW, Certification for implementation of eCOBRA, JITC Single Channel Ground & Airborne Radio System (SINCGARS) Interoperability Certification, and etc. The complexity or ease of setup and operation will be compared to legacy radio systems that are capable of the same mode of operation. For example, if the IPS is more complex to program, operate and change channels/modes than the AN/PRC-152 or AN/PRC-148 in its single channel and/or ECCM modes of operation then the results will be so noted in the test report for the over the air test. The over-the-air tests to be demonstrated by the offeror include:

4.3.1. Scan and Beacon. The offeror will demonstrate the IPS's SCAN function over 10 frequencies within each of the bands as prescribed in the STC PS and CPD. The offeror will demonstrate a user programmable swept tone beacon and verify beacon functionality at the international distress frequencies of 121.5 MHz and 243.0 MHz in the IPS.

4.3.2. Half Duplex/Split Frequency Operation. The offeror will demonstrate using two IPS radios separate transmit and receive frequency communication within each of the bands as outlined in the STC PS and CPD.

4.3.3.. Embedded COMSEC. The offeror will demonstrate narrowband (MELP) and wideband (16 KB/S VINSON and 12 KB/S FASCINATOR) interoperability between the IPS and legacy radios on selected frequencies from 30-512 MHz band. The offeror will also demonstrate OTAR and OTAT capabilities between IPS radios, with legacy radio systems and the KYK-15

4.3.4. UHF SATCOM Single Channel and DAMA Operation. The offeror will demonstrate secure and clear voice and data interoperability between the IPS radio and a Government provided AN/PRC-148 or AN/PRC-152 in both the 5 and 25 kHz single channel and Demand Assigned Multiple Access (DAMA) modes of operation. A satellite simulator may be used if the Satellite Access Request (SAR) is not approved.

4.3.5. SINCGARS. The offeror will demonstrate secure and clear voice and data interoperability between the IPS radio and a Government provided AN/PRC-148 or AN/PRC-152 in both the single channel (SC) and frequency hopping (FH) modes of operation.

4.3.6. Have Quick II. The offeror will demonstrate secure and clear voice interoperability between the IPS radio and a Government provided AN/PRC-148 or AN/PRC-152 in both the SC and FH modes of operation.

5. DATA COLLECTION/REPORTING. The results of each test will be recorded in the Data Table found at the end of each test procedure. Once all of the tests for an offeror's IPS radio are complete Appendices A and B will be compiled into a single test result packet. The test packet and each page therein will then be annotated (stamped) as follows:

"SOURCE SELECTION INFORMATION - SEE FAR 3.104"

5.1. The original copies of the test reports will be provided to USSOCOM Contracting Officer. No copies of the test reports will be made except by the Contracting Officer.

5.2. The IPS Demonstration test cadre will consist of a Test Director, Test Technician, and Data Collectors comprised of Government and Government contractor personnel. All of the test cadre will be required to sign "Non-Disclosure Statements" prohibiting them from engaging in any discussions regarding the IPS Demonstration and the resulting tests. The Test Director will provide verbal reports to the SSEB Chairman on a daily basis regarding any problems encountered during the conduct of IPS testing such as equipment failure, lack of resources (including test personnel), IPS radio failures, offeror's not arriving on time or without the necessary interface/testing cables that impede the conduct of the test or prevent test events from occurring. The Test Director is responsible for assembling the test packets and preparing a one page summary of the test results. The Summary shall identify any transceiver performance or over-the-air test results that either exceed or fall short of established commercial and/or military standards. The summary will be attached to the top of the test packet and properly annotated.

6. INSTRUMENTATION. The instrumentation required for the IPS demonstration, both Transceiver Performance and Over-the-Air Tests are identified in Appendices A, B and C.

APPENDIX C

OVER-THE-AIR TEST PROCEDURES

1. Introduction. The Over-the Air Demonstration (OAD) is intended to demonstrate the offeror's IPS radio implementation of selected STC Critical Performance Capabilities (CPC), identified in the STC HHR PS and CPD. As outlined in section ‘L’, these tests embody selected CPC's described in Subfactor 1B that address requirements for the implementation of embedded COMSEC, UHF SATCOM operation in the single channel and DAMA modes of operation and ECCM technologies. Additionally the offeror will be required to demonstrate selected multiband performance capabilities described in Subfactor 1A that are best demonstrated over-the-air. These requirements include scan, beacon, preset, half duplex and split frequency operation. During the OAD the offeror will be required to describe the MMI set up procedures for each capability demonstrated.

2. Applicable Documents.

a. Operators Manuals for GFE Equipment

b. Offeror’s Performance Specification

c. Offeror’s Operation Manual

3. Standard Test Conditions. The over-the-air demonstration may be conducted at ambient room temperature ( 21oC + 5oC) and standard laboratory humidity and pressure or operated outdoors weather permitting.

4. Equipment and Instrumentation. The Government Furnished Equipment and instrumentation required for the demonstration are identified in the following table. Calibration of test equipment and test fixtures, if required, shall be verified prior to the beginning of the over-the-air demonstration.

5. Special Instructions. During the over-the-air demonstration the offeror will be required to describe the MMI set up procedures for each capability demonstrated. The complexity or ease of setup/operation will be compared to legacy radio systems that are capable of the same mode of operation. For example, if the IPS is more complex or easier to program, operate and change channels/modes than the AN/PRC-113 in its single channel and/or ECCM mode of operation then the observation will be recorded along with the Go or No Go rating that is recorded for the Have Quick II demonstration.

The prescribed tests will be performed on each offeror’s IPS. When a test cannot be conducted due to the limitations of the offeror’s IPS then the offeror must describe how the IPS radio will be brought into compliance as prescribed in Section L.

6. Test Procedures and Results. The OAD procedures are not as rigid as those for the Transceiver Performance Tests and thus will be left to the discretion of the offeror within the general guidelines provided by the Government for each test. The Test Director will ensure that the GO or NO GO results are recorded in the Results Box. The personnel information of the Test Director, Technician, Data Collector and Offeror's Representative will be recorded in the following matrix.
