About this file

This Request for Information (RFI) document is issued by the Connecticut Department of Transportation (CTDOT) in conjunction with Hatch regarding dual-mode locomotive procurement support. CTDOT seeks input from locomotive manufacturers and suppliers on technical specifications for dual-mode locomotives (catenary AC/diesel) and alternative propulsion technologies. The RFI contains 36 questions addressing propulsion technologies, energy transition preparation, performance impacts, emissions compliance, safety innovations, regulatory adherence, manufacturing capabilities, and operational lessons learned. Responses must be submitted via email to dot.trains@ct.gov by 5:00 P.M. EST on Tuesday, June 30, 2026. All process-related inquiries should be directed to Marci.Petterson@ct.gov with cc to Ramzee.Beyah@ct.gov. No site visits or bidders' conferences are mentioned in the document.

Responding to this RFI does not constitute pre-qualification for future CTDOT contract bidding. Confidential information submitted will be protected as such. CTDOT reserves the right to revise the RFI at any time, with revisions issued by Addendum posted to CTSource. The document indicates that an RFP may be released in early 2027, with manufacturing potentially commencing thereafter. No pricing information, set-asides, incumbent data, or specific funding amounts are outlined in this preliminary information-gathering phase. The RFI focuses on evaluating manufacturer capabilities, technological readiness, regulatory compliance experience, and production timelines rather than soliciting formal proposals or pricing.
