About this file

This is a labor categories and qualifications attachment for a task order contract. The document specifies required staffing levels, personnel qualifications, and work location parameters for contract performance.

The task order establishes estimated annual hours across 16 labor categories over a base year plus four option years, with total contract hours of 643,968. Key personnel positions include Program Manager, Senior Financial Analyst, Senior Program Analyst, and Senior Systems Administrator, each allocated 1,920 hours annually (9,600 total). Non-key positions such as Configuration Management Specialist (128,640 total hours), Financial Analyst (132,480 total hours), and Operations Support Specialist (53,760 total hours) comprise the majority of the staffing mix. Each year includes a 20% surge labor option to accommodate unexpected technical requirement increases. Work will be performed at Naval Surface Warfare Center Dahlgren Division (NSWCDD) and the offeror's primary facility, except for shipboard support tasking. The Program Manager must be a prime contractor employee. Non-key personnel require written certification from the contractor confirming they meet or exceed minimum qualifications prior to charging labor to the order. Contractors may autonomously add additional non-key labor categories without task order modification, subject to Contracting Officer Representative approval. Management and support labor (960 hours annually) may be proposed as direct charge or overhead depending on the contractor's DCAA-approved accounting practices. Key personnel qualifications range from seven to ten years of specialized professional experience, with specific technical requirements including DoD IA training certifications for systems administrators and forklift/crane certifications for Facilities Operations Specialists.

2) Option for Additional Services (Surge): Offers shall note that each Task Order year has been structured to include one 20% Surge Labor option for each year of performance. The purpose of this is to ensure adequate Task (LOE) is available to accommodate an unexpected significant increase in technical requirements. Offers shall propose surge at 20% of the above LOE.

3) The total Task Order hours identified above includes a Labor Category for Management and Support, which includes other corporate and local-level management as well as general and administrative support to include administrative/financial/clerical, program control, and Task Order business management/administration (to include progress report preparation) except for those oversight or administrative functions performed by the Prime Contractor’s proposed Program Manager. For offerors who’s standard DCAA approved practice is to include Administrative Program Management Support as an overhead function, the hours identified above shall still be proposed, but with a $0 rate. Additionally, the cost narrative shall specify that all Administrative Program Management Support costs are already included in the applicable indirect rate and already incorporate in the overall proposed Cost-Plus-Fixed-Fee. If no Administrative Program Management Support costs are proposed as a direct charge, the costs will NOT be allowed as a direct charge under the resulting Task Order. The requirement applies equally to the Prime and any Sub-Contractor(s), if applicable.
