PREPROPOSAL CONFERENCE Request for Proposal April 6, 2021 at 1:00pm Elevator Services
NOTICE: Any remarks or explanations provided during this conference or consequent building tour shall not qualify the terms and conditions of the solicitation. The terms and conditions remain unchanged unless the solicitation is amended in writing. In the event the discussion or questions raised during this conference indicate a need to modify the solicitation, an amendment will be issued. Same goes for the walk through tomorrow- please email questions to my attention at Rebecca.vaccari@gsa.gov.

GENERAL: This is a firm fixed-price contract and it has the possibility of lasting five years (a one year base period and a possible four option periods). The contract price may be adjusted yearly and at each option period per the FLSA (actual increase or decrease in wages and fringe benefits as a result of a revised wage determination or collective bargaining agreement). This is a negotiated procurement and not sealed-bid. Thus, there will be no public opening of the proposals and no “bid abstract” will be made available. Offerors should not call at the time of closing asking about results of the award. All offerors will be notified regarding the status of their proposal and any resulting award.
Offerors are cautioned to carefully read the entire request for proposal package in order to be fully aware of all requirements, provision and clauses. Offerors are encouraged to visit the building and become familiar with existing conditions, examine all quote documents relating to this work, and become fully informed as to the extent and character of the work required. Offerors shall determine any conditions that affect the work and make a thorough site investigation before submitting a quote. Submittal of a quote shall be evidence the offeror has complied with all of the foregoing. NO ALLOWANCES WILL BE MADE FOR FAILURE TO AVAIL ONESELF OF SUCH
INFORMATION.
BONDS & INSURANCE: A bid bond is not required and a performance bond will not be required after award. Proof of insurance will be required.
SCOPE OF WORK: The contractor shall provide the management, supervision, labor, materials, supplies, repair parts, tools, and equipment to perform the Elevator Services work in this contract, and shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified in this contract.
These specifications are a statement of the minimum level of work and services that are to be provided in certain areas under this contract. They are not intended to be, nor shall they be construed as, limiting specifications or requirements.
EQUIPMENT INVENTORY: The Equipment Inventory is an inventory of the principal equipment and systems covered by the terms of the contract. The inventory is for informational purposes only. The Contractor is responsible for operation, maintenance, and repair of equipment and systems related to Elevator Services in or on the building or exterior to the building named in this solicitation, unless otherwise specified as of the solicitation’s closing date, or of the offeror’s final proposal revision(if applicable), whichever is later. Offerors are cautioned to inspect the buildings, equipment and systems prior to submitting offers.

QUALITY CONTROL PLAN: A complete quality control plan must be submitted with your proposal and approved prior to award (see Section L, and Section M, M4.)
QUALITY ASSURANCE/EVALUATING CONTRACTOR PERFORMANCE: The Government will conduct inspections to assess the quality of the contractor’s performance and effectiveness of their quality control. All written inspections will be shared with the contractor. The Government will also use the Contractor Performance System to evaluate the contractor on all aspects of its performance (including subcontractors and certain personnel) on a semiannual basis. This information is made available to the entire Federal Government and may affect any future Government contracting opportunities.
EVALUATION FACTORS:
(1) Past Performance (complete Past Performance Reference for relevant contracts)
(2) Total Evaluated Price (see Section M, M3, total evaluated price)
Past performance will be considered relevant if it meets all of the following criteria:
•Full Elevator Maintenance Service of similar scope in a commercial or government owned facility of similar type and use?
• Full Elevator Maintenance Service for equipment of comparable type and complexity
• For a completed contract, within five years from the closing date of this solicitation
• For a current contract, the contract has been in place for at least 2 consecutive years
• Contractor must have been/be Prime Contractor
• At least one reference should be for a contract covering multiple (two or more) locations

SUBMISSION OF Proposals: Complete proposal documents shall be submitted in the following order:
1. One originally signed SF33 with completed Section B.
2. Past performance reference form for no less than 3 but no more than 5 references. 1 copy for each reference.
3. Acknowledgement of Amendment(s) (if any).
4. Quality Control Plan.
5. REVIEW OFFERORS CHECKLIST (SECTION L.7) BEFORE SUBMITTING
Proposals will be due April 26, 2021 by 12:00pm (EST)

Walk through tomorrow morning at 10:30am, please wear face masks as in Ohio they are mandatory. Please bring government issued picture ID to enter the buildings. Jena Richter will lead the walk through, beginning in the John Weld
Peck Federal Building Lobby, 550 Main Street, Cincinnati OH 45202. After the walk through at the Peck and Potter Stewart, contractors can meet in the lobby at the FDA Chemistry Center, 6751 Steger Drive, Cincinnati, OH 45237.
