PRE-PROPOSAL MEETING AND SITE VISIT
MEETING MINUTES
South Garage Repairs
At
Department of Labor Building
May 18, 2017
SOLICITATION #GS-11-P-17-YM-C-0021
1. Pre-proposal Meeting and Site Visit was held at the Department of Labor Frances Perkins
Building, 200 Constitution Avenue, NW, Washington, DC at 1000 AM. The Sign-in sheet from this site visit is attached.
2. Mr. Haynes Thompson, Contracting Officer (CO), introduced key General Service
Administration representatives. The Contract Specialist (CS), Ms. Michelle Lowe and the
Project Manager (PM) & Contracting Officer Representative (COR), Mr. Harish Kapur.
The CO & CS are the primary points of contact during the acquisition process. Other
Department of Labor and facility managers personnel were also present and are representatives of the government organizations occupying the building.
3. The CO covered the agenda items to include:
a. Purpose of the pre-proposal and site visit meeting is to afford offerors the opportunity to view the site and develop questions.
b. All questions must be submitted in writing to the CO & CS by May 24, 2017 by
10:00AM local. No question or response, by any party during or after the site visit, other than through the means of written submission and a formal solicitation amendment, is considered binding.
c. Procurement is set-aside for Service Disabled Veteran Owned Small Businesses
(SDVOSB).
d. Effort falls under specialty NAICS code 238110. As a result, the prime contractor must perform 25% of the labor effort as required in FAR 52.219-27. Contractors are encouraged to review the clause and limitations on subcontracting requirements. The price proposal must clearly demonstrate the level of effort to be self-performed and is considered a matter of contractor responsibility.
e. Proposal submission documents were briefly covered, with an emphasis on providing a clear and concise technical package. The CO stressed the importance of a genuine submission to warrant a meaningful review, and that generic statements will not be sufficient to meet the intent of the minimum technical requirements.
f. This procurement is subject to availability of funds, as this is a GSA BA-54 funded project.
g. Construction Wage requirements apply. The contracting activity will visit the site during construction to ensure compliance with DoL’s wage requirements.
h. Period of Performance is 365 days from Notice to Proceed (NTP).
i. Insurance and bonds must be provided by the awardee within 10 days of contract award.
j. Operating hours, as per the specification, are after-hours and begin at 6:00PM.
There may be a change forthcoming to adjust the after-hours schedule to 8:00PM.
Any change will be identified in an Amendment.
k. Contractors must be HSPD-12 badged, and DoL may issue badges for individuals that will be onsite for an extended period of time. Such occurrences will be identified upon contract award, although contractors should be cognizant of the
HSPD-12 approval process and timelines.
l. Price Proposal must be itemized with division breakdown and detailed cost elements. Emphasis on the limitation on subcontracting. Also refer to the solicitation document for additional details.
m. The proposal due date is June 5, 2017 by 2:00PM EST. Submit early, as GSA will not accept a late proposal. The burden is on the contractor to ensure receipt of the submitted documents.
n. Proposals are to be submitted electronically via email to both the CO & CS.
4. The CO turned it over to the PM and DoL representatives for the physical tour. GSA representatives and interested parties saw the different levels of the parking garage. The walk through concluded in the parking garage.
5. Several questions were posed, either during the preproposal meeting or the site visit.
These are outlined below, but must be submitted in writing to receive a response.
a. Staging area, where, and what, if any restrictions?
b. Will parking be available for contractors (day or night)?
c. Request for water and electrical receptacles to be pointed out during the walk through.
d. Will the government require contractors to provide heat during the winter months
(assumed to be talking about concrete)? The garage is heated, but additional means and methods will be upon the contractor.
e. Quantities in the specifications differ from those on the drawings. The CO requested that the firm identify the specification section. If other specifications differ from the drawings, bring those to the attention of the CO.
f. It was asked if the independent inspector or the engineer would mark out areas.
The inspector would be a third party inspector, and the engineer is responsible for layout.
g. Lead abatement is required. However, a question will be submitted if the areas only being worked on need to be abated, or if the south garage needs to be abated.
h. There is a requirement in the specification for switchgear replacement. Was this in error?
i. Striping is required.
j. Debris will need to be cleaned up as to not infiltrate the drainage and waste collection systems.
