South Garage Repairs Solicitation GS-11-P-17-YM-C-0021, Amendment 0007

Questions & Responses

South Garage Concrete Repairs

At

Department of Labor

July 14, 2017

Q1. Since the Corrosion Inhibitor treatment is a pre-treatment to the cementitious coating, wouldn’t it be best to have the maximum compatibility with the cementitious coating? Crossfield Products, the manufacturer of the Cementitious coating makes a corrosion inhibitor called MiraPrime AquaBlok CM which does not leave a residue that must be removed like most of the specified products and It was tested successfully to the new Corrosion Mitigation standard, the U.S. Bureau of Reclamation M-82 Standard

Protocol to Evaluate the Mitigation of Corrosion Technologies in Concrete Repair

And was proven to substantially reduce corrosion at a 95% Confidence Limit. Also since it is made by the same manufacturer as the cementitious coating, it could be covered by the same warranty as part of the system.

Since the MiraPrime AquaBlok CM has proven to not only mitigate corrosion but also purge chlorides and other contaminants while also permanently enhance physical properties, waterproofing performance, recommend or Allow the MiraPrime AquaBlok as the corrosion inhibiting treatment as part of this system.

R1 We would consider this, especially as it relates to 099726, 3.2.B. For this and other substitution requests, the proposal should be based on products meeting the minimum specification requirements. Q2.

Since the areas around where the sealants will be used will be coated and coatings are not compatible over silicones, wouldn’t it be better to use good polyurethane sealants? If must use Silicone Sealants, apply all caulking after the coatings are completely finished. Or Switch to Polyurethane Sealants which have less compatibility problems.

R2 Provide urethane sealants per attached revised specification 079200.

Q3. Will other ventilation/heating be required for the garage while the work is being performed or will the existing exhaust system in place be sufficient?

R3 See Phasing and Protection Notes on Sheet S110 and the Project Specifications.

Q4. Could you specify the exact number of 220 V and 110 V outlets available and their locations on each level of the garage? We saw a few outlets, but want to ensure we did not miss any.

R4 See R23.

Q5. Are there minimum and maximum area sizes that will be available for work areas in a “phased” approach to accomplishing the work? i.e. “cannot totally block more than 6 car parking spots during a single phase”?

R5 See Note 2 of Phasing and Protection Notes on Sheet S110.

Q6. Unit price #1 Please clarify the average depth of the repairs and if there will be consideration for areas that are deeper.

R6 Minimum removal depths are noted in the details on S501. The contractor is responsible for typical additional removal necessary to achieve this minimum. Should unusual additional removal depth be necessary for a specific cause then the procedures in 030130 3.1.F should be used.

Q7. Unit price #2 Full Depth Concrete Patch Repairs Please note the areas poured with not be able to sustain traffic until fully cured. On an elevated slabs this is usually determined by the test results. How large of an area will we have to work on at one time? Typically this will be stated in number of spaces. We may have missed this somewhere in the specs. Please clarify.

R7 See Phasing and Protection Notes on Sheet S110.

Q8. Does the contractor include the cost of Testing in the unit pricing?

R8 Per 012200, 1.2.B: Unit prices include all necessary material and labor costs, overhead, profit, taxes, shipping and other related expenses for the added or deducted work.

Q9. Unit price #3 Overhead Partial Depth Concrete Patch Repairs Please clarify the average depth of the repairs and if there will be consideration for areas that are deeper.

R9 See R6.

Q10. Unit price #4 Beam Concrete Patch Repairs Please clarify the average depth of the repairs and if there will be consideration for areas that are deeper.

R10 See R6.

Q11. Unit Price #5 Vertical Partial Depth Concrete Patch Repairs at walls and columns. Please clarify the average depth of the repairs and if there will be consideration for areas that are deeper.

R11 See R6.

Q12. Unit price #6 Supplemental Reinforcing Steel Please take some pictures of any steel that you may see. Any steel reinforcing that is 20% deteriorated need to be replaced. They state this in lbs. so as an example a 20 stick of #4 (1/2”) rebar is about 13 lbs.

R12 GSA doesn’t fully understand the question, although see details 8 & 9/S501 and concrete repair quantity schedule on S001 for supplemental steel requirements.

Q13. Unit price #7 Crack Injection The specifications state in section 030140 a Hydrophobic

Polyurethane Grout which is a NON structural injection resin. This is typically used to repair leaking cracks and will not structurally repair the concrete. My opinion is they are looking for a structural repair on this which would be using Epoxy Injection Resin. Please clarify

R13 This is generally for walls. There is no epoxy crack injection.

Q14. Unit Price #8 Route and Seal New and Existing Cracks and Construction Joints. They specify a silicone which we don’t usually see, we usually see a urethane caulk on this.

R14 See R2

Q15. Unit price #9 Replace Missing and Damaged Wheel Stops We are assuming these are precast, is this something you would like us to include?

R15 See detail 3/S502

Q16. Unit Price #10 Replace Missing and Damaged Speed Bumps. We don’t see a spec for this are they concrete?

R16 See detail 4/S502

Q17. We see that there are phases to this project and based on the scheduled unit prices are we just bidding on phase one or are we bidding on all phases?

R17 The requirement is for the South Garage only. See phasing plan on S110. See R61 for revised

Unit Rate spec.

Q18. Please confirm that the unit quantities shown in the specifications do not match the quantities listed on the South garage drawings.

R18 See R61

Q19. If the quantities in the specifications do not match the quantities in the south garage drawings, will the government enter an adjustment to the quantities shown in the specifications?

R19 See R61

Q20. Although it was discussed that per specifications, that the work would be evenings and weekend, there was an issue as to those actual hours: Will the government clarify the start and stop hours for work.

R20 After hours for the garages should be considered between the time frame of 7:00 p.m. and 6:00 a.m., on weekends the hours are open. The south garage is the only garage where there will be parking activity during the after-hours.

Q21. We understand that dumpsters for debris are limited to placement outside due to the 6'-4" clearance heights etc., and that the contractor is responsible for coordinating with D.C. Metro for permit to place dumpsters and that those dumpsters are to be removed daily of a morning before a certain time so as not to impede access to the garage. Please confirm the above statements or deviation from that information.

R21 That statement is correct in that dumpsters will not be placed in the garages and the entrances to garages cannot be blocked or inhibited in any way during the day, and in the case of the south garage, at any time.

Q22. Please confirm that prior to the pre-bid conference that questions had already been raised as to the suitability of the micro topping and further discussed during the walk-through. Is an alternate topping being considered and if so will those be considered for inclusion in the bid. Issues affecting micro topping: Long standing and deep oil stains that will resurface even after thorough shotblasting (leads to micro-topping failing to bond or leading to debond). Every existing crack will be bridged by the micro-topping fiberglass tape and that those cracks especially routed and caulked cracks will fail (re-crack). Aesthetically every treated crack will show aesthetically as micro-topping is only 1/16th to

3/32nd inch thick per product specifications. Finally any new cracks which form will also crack the micro-topping and the HDWB acrylic sealer is not breathable in the same way that a Silane penetrating sealer is.

R22 A coating to improve the appearance of the garage was one of the design requirements for this project, so a silane sealer will not meet this requirement.

Q23. Water points were pointed out during the walkthrough and should be sufficient as long as water remains on, however, electrical points were not pointed out. Please confirm whether the government will ensure power is supplied or the contractor will need their own.

R23 Per 015000, Temporary Facilities and Controls, 1.3.C, electric power from Owner’s existing system is not available.

Q24. SOW and other parts of specifications frequently reference sandblasting. Sandblasting presents numerous issues. Alternative abrasive methods are available depending upon activity. Will the following be allowed in lieu of "sandblasting"? : Needle scaling, shotblasting (steel shot), wet-blasting, wire wheel

R24 Shotblast would certainly be an equivalent method. Other methods will be allowed if they provide the same or better level of quality. Widespread use of wire wheel will not be allowed.

Q25. The Solicitation states: “The Offeror must provide a GC Reference Form for each reference”. Does the Gvt have a specific form for this information – or is the contractor permitted to provide an internal form which contains the name, title, company name, current address, and current phone number, for each reference?

R25 The government does not have a specific form. The contractor should provide an internal form with references detailed information

Q26. Need to confirm that this is just an electronic proposal submission and no hard copies not to follow.

R26 Electronic Submission only.

Q27. Spec section 012200.3.1. Schedule of unit prices. This section outlines base bid quantities and limits of variation from the base bid quantities. We find that neither one of the numbers makes sense in regard to the South garage. We assume that these quantities were for the South, North, and East garages combined.

Please revise schedule to reflect correct units of South garage only.

R27 See R61

Q28. Spec section 030130.2.5.A Corrosion inhibitor admixture. It is our understanding that all horizontal surfaces will receive a corrosion inhibitor. Please confirm that no corrosion inhibitor is necessary in the ready-mixed concrete that will be placed.

R28 This is correct.

Q29. Spec section 030130 Please clarify surface prep requirements prior to placing corrosion inhibitor.

R29 See 030130, 3.2.I.

Q30. Spec section 030130 Please clarify what kind of surface preparation you expect after the application of the corrosion inhibitor and before the installation of the cementitious coating?

R30 See 099726, 3.2. B & C requiring compatible surface repair materials (this includes the corrosion inhibitor treatment) and a shot blast preparation. Note that in discussion with the coating manufacturer, some of the corrosion inhibitor treatments listed in 030130 may be compatible and not require shot blast, such as the CIT corrosion inhibitor or as discussed in Q1.

Q31. Spec section 079299 Joint sealants: The specified products are all silicone caulking. This is typically not done when a coating is applied. Please confirm the use of the specified caulking or let us know if polyurethane based caulking such as SIKA 2cNS are acceptable.

R31 See R2.

Q32. Painting: please confirm that no doors need to be painted.

R32 Doors that are within the walls that are to be painted will also need to be painted.

Q33. Most of the horizontal repairs will be done with Ready-mix concrete per spec section 033000. When pouring we will have to run power buggies in and out of the garage for a prolonged time. Will there be any additional safety measures (additional personnel) that we have to take into consideration during these pours?

R33 The contractor will need to provide flagmen or other personnel as needed to maintain safety of the public when traversing areas outside of the contractor controlled phase.

Q34. Please consider Strongcote SC-113 cementitious traffic bearing membrane as an “or equal” to the specified MiraCote products. (see attached data sheets)

R34 R1.The available data for Strongcote SC-113 lacks critical information. Products must meet the requirements of specification section 099726, 2.2 and 2.3.

Q35. Please consider ChemMaster products as “or equals” to the specified bagged concrete repair materials. (see attached data sheets).

R35 .Products must meet the minimum requirements listed in specification section 030130, 2.3.B&C for vertical/overhead patching or 30130 2.4.B for topside patching.

Q36. Is there any work in the space between the wall at the end of the parking spots and column lines J and D? (access through doors on column line 6)

R36 Generally no, however, if deterioration in a repair area from the open part of the garage continues into this area, it should be followed into this area.

Q37. Within the SOW, on page 3 of 6, Item 5.b it states: “The Environmental Contractor shall contact

GSA Environmental Group to find existing information on lead and asbestos content in the materials to be removed.” Please provide the referenced information.

R37 See Appendix A to Technical Specifications: Hazardous Materials Testing TFI Global Inc.

Q38. Within the SOW, on page 3 of 6, Item 7.b states: “The Contractor shall meet GSA Sustainability requirements as described in P100 and shall meet Green Purchasing mandated requirements. The

Contractor shall contact the GSA to get these specific requirements and meet them.” Please provide the referenced information.

R38 GSA P100 is available at www.gsa.gov/P100.

Q39. Within the SOW, on page 4 of 6, Item 8.a states: “Use all reasonable means to divert construction and demolition waste from landfills and incinerators, waste generated by the work unless additional rates are indicated. Practice efficient waste management in the use of materials in the course of the work. Use all reasonable means to divert construction and demolition waste from landfills and incinerators. While

GSA's minimum waste diversion requirement is (50) percent, the agency has a higher goal of (70) percent waste diversion for this project if required by specific regional targets.” Please advise if this is required by specific regional targets.

R39 Use 50% diversion rate for C& D waste.

Q40. Please advise who has the current Fire Alarm contract for the area. Also, please provide a point of contact for then.

R40 While Singleton Electric Company (SECO) is the general contractor for the Fire Alarm upgrade contract, any contact in regard to that work is to be made through PROCON who is overseeing that project, and the person representing in that capacity is Alison Stilwell astilwell@proconconsulting.com.

Q41. Please advise who maintains the Mechanical Controls. Also, please provide a point of contact for then.

R41 By mechanical controls if it is meant anything dealing with the infrastructure of the DOL-FPB facility, that would be the Department of Labor Engineering Division, 202-693-7138; Paul Flick, Chief

Engineer: flick.paul@dol.gov or Doug Harper, Lead Building Specialist: harper.douglas@dol.gov

Q42. Please provide contact information for the Fire Marshall for the parking garage.

R42 DOL does not have a fire marshall for the parking garages per se, but if this is in regard to possible issuance of burning permits, etc., see question 41

Q43. Please advise if any communications systems will be affected by the work. If they will be affected, please advise who maintains them currently.

R43 The only communication systems GSA is aware of is the fire alarm and possibly a CCTV. The contact information may be provided after award.

Q44. Please advise if an independent engineer will be required on site at all times or just for random inspections.

R44 GSAassume this refers to the independent testing agency for doing the delamination survey, checking removal extents, etc. This is not necessarily a full time task, but is more than random. See requirements in project specs and design notes.

Q45. Please advise if the Site Superintendent and the Safety Officer can be the same person.

R45 Site Superintendent and Safety Officer may be the same person provided he/she has OSHA and other applicable agency required training and certifications. Provide current certificates.

Q46. Please advise if the Independent Engineer and the Quality Control Manager can be the same person, or are two separate persons required for this?

R46 There is an independent testing agency required, which should be under the direction of a licensed engineer. This is referenced in several places in the documents and should not be the same as the

QC Manager. The contractor needs an engineer to design shoring and formwork, again would not be the same as the QC Manager. The Quality Control Manager must not be unduly influenced by other on site personnel and must not be subordinate to the site superintendent. .

Q47. Please identify specific areas to be abated.

R47. See response to Q37.

Q48. The solicitation states that parking is not available. Since all the work is performed at night can we park in the south garage where we are performing the work?

R48 For any work done at night it would be acceptable and appropriate to park in the particular garage that is being worked in that particular night.

Q49. On the average how long does it take a person to get a DOL badge if they already have a

GSA/HSPD-12 badge?

R49 DOL’s usual practice for ID’s for contract workers to issue one, maybe two to the superintendent(s) while a complete and always updated list of employees submitted to the security. The

DOL contractor badges take only a few minutes to issue.

Q50. Without the HSPD-12 badge what is the average time frame to get a DOL badge?

R50 1 year

Q51. Are the “Proposals” to be submitted in electronic format only?

R51 Electronic Format Only.

Q52. In the Solicitation Section 001200 – Supplemental Instructions to Bidders, has the pricing structure called out. Additionally, a price form is included with two prices to be listed only. This conflicts with the instructions in the Pre-Proposal Conference Agenda. Paragraph 5 of the Agenda calls out for pricing breakdown, subcontractor pricing, prime contractor pricing, markups, and supporting documentation.

What pricing format is to be used?

R52 The solicitation document takes precedence over the specification section. The contractor is required to provide the overall lump sum pricing as requested on the SF1442. In support of the lump sum pricing, the contractors are asked to provide their backup documentation. Additionally, any unit prices called for in the specification section is still required. FAR 52.211-18 is incorporated into the solicitation and resultant contract and should replace the referenced FAR clause 52.212-11 from specification section

008000 1.6 D.

Q53. What is the typical lead time on obtaining the necessary badges or security requirements for personnel working on the project? Will the GSA consider this lead time prior to issuing the NTP?

R53 See R49. NTP will not be contingent upon personnel being badged.

Q54. The contract indicates that three parking spaces will be provided for a storage / laydown area outside of the current Phase of the project. However, it may not be possible to mobilize a dumpster into the garage. Will a dumpster be able to be placed at or near the entrance of the south parking garage? At what interval does the dumpster need to be hauled away from the site (i.e. at the end of every shift, at the end of every week, etc.)?

R54 See R21.

Q55. Please confirm that the liquidated damages for this contract are $0.00 as specified.

R55 Liquidated damages for this contract are confirmed at 0.00.

Q56. Please confirm the parameters of the after-hours work schedule (i.e. 6:00pm to 6:00am).

R56 Please see R20

Q57. Does work performed on Saturday and Sunday need to conform to the after-hours work schedule?

R57 See R20

Q58. Are all hazardous materials identified in the hazardous materials report to be abated, or, is abatement limited to any areas in which demolition will occur, leaving the undisturbed hazardous materials in the existing condition outside of the repairs?

R58 See R37.

Q59. Traffic Coating

Specification Section 099726 - CEMENTITIOUS COATINGS, section 1.1.A states, "Provide all labor, materials, equipment and supervision as necessary to install an architectural, decorative, two-component, polymer-modified, cementitious microtopping system over (new and/or existing) horizontal, interior or exterior, concrete slab surfaces, as shown on the project drawings and as outlined in this specification."

Drawing S 0 01, General Notes, V., U., states, "A cementious traffic membrane shall be applied to the slab topside after repairs are completed."

Is a requirement of the contract to furnish and install a traffic coating on the entire topside of all horizontal slabs throughout the entire garage? The drawings do not indicate any area's to receive the traffic coating other than the above referenced General Note V., U on Sheet S 0 01.

R59 Per plan notes on S111, S112, S113, note number 4: Following all other work, apply the following finishes: A) Slab Topside: Cementitious Coating. B) Traffic Striping: Paint to match existing.

C) Curbs, Sidewalks, ramps: Cementitious coating colored to match existing. D) Walls and columns:

Paint, color to match existing. E) Ceilings: Paint color to match existing.

Q60. The scope of work overview indicates that the scope of work incorporates paint on walls, ceilings, and columns. However, the drawings do not indicate any specific areas in which the painting is to occur.

Is the scope of work to paint all exposed walls, ceilings, and columns, or, is the scope of work to paint any repaired/disturbed areas to match the existing paint on walls, ceilings, and columns?

R60 Per plan notes on S111, S112, S113, note number 4: Following all other work, apply the following finishes: A) Slab Topside: Cementitious Coating. B) Traffic Striping: Paint to match existing.

C) Curbs, Sidewalks, ramps: Cementitious coating colored to match existing. D) Walls and columns:

Paint, color to match existing. E) Ceilings: Paint color to match existing.

Q61. Specification Section 012200 - UNIT PRICES, Section 3.1, A. thru J., provides Base Bid Quantities and Limits of Variation for several types of repairs. The Base Bid quantities listed are different than the quantities listed in the "CONCRETE REPAIR QUANTITIES SCHEDULE" found on drawing S 0 01.

Please confirm which Base Bid Quantities are applicable to the contract or please clarify further.

R61 See attached revision to 012200, Unit Prices to reflect South Garage quantities only.

Q62. Please confirm that this contract is for repairs and improvements to the South Garage only. The specifications reference North and East Garages in Section 010100, 1.2, F. Additionally, the Base Bid

Quantities in Section 012200, 3.1, appear to be the sum of the base bid quantities for the South, North, and East Garages.

R62 The repairs are for the South Garage only. See R61.

Q63. Section VI.B., (3), (a), states, "The contractor will be required to provide generator switchgear replacement in accordance with the Statement of Work". Please clarify or confirm that this is not part of the contract.

R63 This should have read, “The contractor will be required to provide concrete repair, patching, crack injection, shoring, bracing and traffic coating application in accordance with the Statement of Work and contract documents.”

Q64. Due to the fact that the quantities will change when work is under way, does the GSA plan on having an engineer on site to approve quantity changes as work is performed? If not, will the contractor provided engineer be able to approve quantity changes? Quantity surveys will be done prior to the start of work, but some of it such as the reinforcing steel will not be able to be quantified until the work is in progress. It will be very costly to us if we have to mobilize a crew and then have them wait while the

GSA approves quantity changes if it is not being done immediately on site.

R64 GSA recommends that the awardee and GSA develop a communication plan regarding this concern immediately after award. Only the Contracting Officer is authorized to approve any changes outside of the scope of work.

Q65 While working on the technical package – we came across a small problem. We perform multiple projects at the Joint Base Andrews MD – on the flight/landing strip. We perform a lot of work there – and the type of work we are doing is right in line with the type defined in the SOW for this project. The problem is, because it is an active landing strip, and surrounding areas, for the POTUS – we are not permitted to have photos.

R65 Photographs can be replaced with a narrative of the project and a detailed technical explanation.

File details come from the government source that posted it. Updated .
