South Garage Repairs Solicitation GS-11-P-17-YM-C-0021, Amendment 0008 Attach 2
Questions & Responses
South Garage Concrete Repairs
At
Department of Labor
July 21, 2017
Q1. Under “Factor 1 – Technical Qualifications” (page 18 of 21), it states: “The contractor will be required to provide generator switchgear replacement in accordance with the Statement of Work”. We assume that this sentence is not applicable to this solicitation – please confirm.
R1. It does not apply. Also, see response R63 from the Questions and Responses provided in Amendment 0007.
Q2. Please clarify the difference between “Factor 1 – Technical Qualifications” and “Factor 3 – Past Performance”. From the information provided, it appears that both of these criteria are requesting 3 similar project performed by the offeror in the past 5 years. Are you wanting the offerors to provide the same projects for each criteria, or is there information that you would like to see differently between the two evaluation criteria?
R2. Further clarification regarding the intent of each section is provided in the Revised Section VI Method of Award of The Solicitation document. They do not have to be the same projects, but must meet the requirements set forth in the evaluation criteria.
Q3. Because the work is being performed in DC, do all workers have to be union members?
R3. No. However, you must comply with the Wage Determinations and Labor Laws. Contact the Wage and Hour Division at 1-866-4USWAGE (1-866-487-9243) and refer to applicable FAR 52.222-XX clauses in the solicitation.
