GSA NCR
Washington DC, VA, an MD
BACKGROUND
The U.S. General Services Administration (GSA), Safety, Environment & Fire Protection Branch requires that Safety, Environment and Fire Protection Branch (SEM) Surveys, Occupational Safety and Health (OSH) Survey, OSH Program Reviews/Audits and Child Development Surveys be conducted on a recurring basis as described in this scope of work.
CHILD DEVELOPMENT CENTERS
The contractor will conduct an indoor air quality, safety and radon screening in twenty-nine (29) GSA Child Development Centers located in Washington DC, Northern VA, and Southern MD. Specific addresses and points of contact (POC’s) will be supplied.
All work shall be performed by a Certified Safety Professional (CSP). Playgrounds must be inspected by a Certified Playground Safety Inspector (CPSI) as designated by the National Playground Safety Institute.
The work will be conducted in Child Development Centers in both GSA controlled and leased space. The purpose of the Child Development Center surveys is to identify potential hazardous conditions and procedures that may affect the safe operation of the center.
1) As part of the safety assessment the contractor shall perform a safety survey of each Child Development Center and the associated playground within the GSA NCR Inventory (list attached). These surveys will be performed on an annual basis. The survey shall be in accordance with the items below:
a. GSA's Child Development Center Design Guide, PBS-P100 (Most current edition):
b. CPSC's Handbook for Public Playground Safety(Most current edition):
c. The National Association for the Education of Young Children (NAEYC); Standard 9: NAEYC Accreditation Criteria for Physical Environment Standard
i. NRPA Playground Safety Audit Form
ii. Any other relevant and pertinent documentation.
2) The contractor may be required to meet with the Safety, Environment and Fire
Protection Branch prior to conducting the initial child development center survey
to discuss agency guidelines, the risk assessment methodology and any other
pertinent information.
3) All work shall be performed by a Certified Safety Professional. Playgrounds must be inspected by a Certified Playground Safety Inspector (CPSI) as designated by the National Playground Safety Institute.
4) The contractor shall:
1) Give the Center's Director an opportunity to address unsafe or unhealthful working conditions. Anonymity will be honored, if requested;
2) Identify risk conditions within the Center which must be corrected or reduced to provide the Center with an acceptable level of risk. Identification of risk conditions incorporates the identification and evaluation of the conditions, the potential consequences, the associated risk to occupants, property, and the mission. The report should also reflect those conditions whereby corrective action was accomplished while the survey was performed;
3) Record temperature, humidity and carbon dioxide readings as part of the survey. Where vehicle exhaust is indicated, CO measurements shall also be taken;
4) Provide recommendations for correcting the identified risk to an acceptable level. The potential impact shall be reported for all recommendations and alternatives;
5) Provide a status of previously submitted findings;
6) Immediately notify the COR when a serious (RAC 1 or RAC 2) safety hazard exists;
7) Pre-1978 facilities - Identify all deteriorating paint and/or finish materials that potentially contain lead. The assessment shall include friction surfaces and impact surfaces (e.g., operable windows and doors) that are suspected of being finished with lead-based pain.
5) IAQ SCREENING
The IAQ screening will include temperature, humidity, carbon monoxide and carbon dioxide. Additionally, Alpha Trak Radon test kits will be placed in a minimum of five (5) locations in each Child Care Center. The following testing protocol will be utilized.
6) RADON TESTING
a) Radon testing will be conducted during the weekdays after 12-hours of closed conditions with HVAC systems operating normally.
b) Do not place detectors near drafts resulting from heating, ventilating vents, air conditioning vents, fans, doors, and windows.
c) Place detectors where they are least likely to be disturbed or covered up.
d) Do not place detectors in direct sunlight or in areas of high humidity.
e) Place detectors at least approximately 50 centimeters (20 inches), from the floor and 10 centimeters (4 inches) from other objects and away from the exterior walls of the building.
f) Place detectors about every 2,000 square feet.
g) Kits will be collected after a minimum of 48 Hours
7) WATER SAMPLING AND ANALYSIS
a) Lead and Copper in water - Collect samples prior to the majority of staff arrival, or prior to use of the water sources (between 6:00 a.m. and 7:00 a.m., Tuesday-Friday).
b) The contractor shall ensure that each water source (point source) is flushed for 15-minutes on the afternoon prior to the test and signs posted.
c) Each sample shall consist of 250 milliliters of water collected in containers appropriate for lead in water tests.
d) Take both a first draw (taken before any use) and second draw (midstream or after a 30 second flush) sample for each designated water fountain or source.
e) Take both a first draw sample and a second draw sample of water at each food-prep. or kitchenette sink, and 1 sample from each child-accessible sink. For bathrooms and hand wash sinks, collect 1 representative sample for each room or area.
8) The final report shall indicate (as a minimum):
a. A review of the water delivery system for the CDC.
b. Sample date and time.
c. A floor plan or sketch marked to clearly identify sample locations by sample #.
d. The name of the person collecting sample.
e. A detailed description of sample location.
f. For water fountains: the manufacturer's name, model number, and serial number.
g. The sample result.
h. Recommendations for corrective actions if necessary.
9) Utilize appropriate evaluative materials and equipment including:
1. Digital thermometer(s) to check temperatures of water, refrigerators, freezers, etc.
2. Air monitor(s) capable of measuring temperature, relative humidity and carbon monoxide.
3. Playground safety test kit, which includes a large head probe, small torso probe, protrusion gauges, and a tape measure.
4. Playground Safety Checklist (attached or will be provided)
5. Any Checklist(s) provided must be completed as part of the document.
10) Pre-arrange appointments at each assigned Child Care Center with the
11) Director or other designated staff.
12) Furnish a calendar of set appointments to the CO's designate at least one
(1) week prior to scheduled visit(s).

The format and layout of all reports shall be logical and orderly. Previously accepted reports will be provided as samples. All reports shall be submitted in the Current Edition Microsoft Word Version (Drafts) and PDF (Finals) as required by the government. Photo documentation of Findings is required as part of the report.
14) Timeframes, Draft & Final Reports:
15) Draft reports of all surveys conducted shall be submitted within 10 calendar days of completion. The government requires up to 30 calendar days for review of the draft survey. Upon return of the draft, the contractor shall enter all applicable findings as well as any previously identified open items that have been abated and no longer open into the regional web-based Inventory Reporting Information System (IRIS) - Safety Module and submit a final report, within 15 calendar days.
16) It is anticipated that each center will require one senior IH one shift to complete. Additional time will be required for the sample report.
