1. Question: Is the solicitation 8(a) competitive or open small business?

Answer: This is a competitive small business set-aside.

2. Question: Is there an 8(a) set aside?

Answer: This is a competitive small business set-aside.

3. Question: How many firms will be selected for award?

Answer: The Government anticipates awarding a Multiple Award IDIQ Contract to three (3) selected Offerors.

4. Question: Who are the incumbent companies?

Answer: The incumbent companies are listed in question 11.

5. Question: Will more information be released before the solicitation?

Answer: The questions and answers posted in this amendment is the last planned release of information for this solicitation.

6. Question: The level of effort for completing an SEM survey for a leased building and a federal building are not the same. The federal building requires completing the spreadsheets and the lease buildings do not. From experience, completing the spreadsheets take a lot more time than one would think. There would be a significant savings to GSA if GSA solicited different prices for completing SEM of federal buildings and leased buildings because the leased building could be completed with less expense. Otherwise, bidders will charge the same unit price for a federal building and a leased building, which is not advantageous to GSA.

Answer: Even though our Central Office only requires the consolidated risk survey spreadsheet to be completed for federal owned facilities we are anticipating that requirement will eventually be extended to leased facilities and we would like the vendor to complete the spreadsheet for both leased and federally owned facilities.

7. Question: Also, water samples have never been done as part of the occupational safety and health (OSH) survey because the surveys are limited in scope. Does GSA really want water samples taken as part of the OSH survey.

Answer: We will not require the vendor to take water samples for the OSH portion of the survey.

8. Question: Could you please let me know if the 8(a) designation for this Solicitation is the only group that can apply & secondly, if that is the case, will there be an additional solicitation for other groups to bid on performing the NCR’s SEM surveys?

Answer: Initially, the synopsis erroneously stated that this would be a competitive 8(a) set aside. The synopsis was amended to state that this is a competitive small business set aside.

9. Question: Would you please define “Child Development Surveys” and provide the requirements of this particular type of survey.

Answer: I have attached the SOW for 2016 Child Care Development Center Surveys

10. Question: The above referenced solicitation indicates that pricing is to be prepared on the attachment to the SF 1449 for line items however, it does not appear that either SF 1449 or the attachment to SF 1449 is included in the solicitation package. Could you please provide the location for the form SF 1449 and its attachments to be used to provide pricing?

Answer: The 1449 was attached in an amendment to the solicitation. The line items are attached to this amendment.

11. Question: I was wondering if the below listed contracts are incumbent contracts for this effort. If yes, have they been extended and would you be able to provide current expiration date of the contracts or did they expire in September 2016? If not, is there an incumbent contract for this requirement?

Aerosol Monitoring & Analysis, Inc.; Contract #GS-11P-11-YA-C-0019AERO Atrium Environmental Health & Safety Services, Inc.; Contract #GS-11P-11-YA-C-0019ATR HCC & Associates, Inc.; Contract #GS-11P-11-YA-C-0019HCC Neilson Associates, Inc.; Contract #GS-11P-11-YA-C-0019NEIL Inspection Experts, Inc.; Contract #GS-11P-11-YA-C-0019IET Answer: Yes, those are the incumbent contracts. Currently, our office has task orders that expire June 30, 2017.

12. Question: Attachments A & B are not posted on the FBO website. They contain the SF1449 and Pricing Schedule. When will they be available?

Answer: The solicitation has been amended to include the 1449. A document containing the line items is attached to this amendment.

13. Question: On RFP Page 103, E, Factor 2 - Building Assessment Experience, #2 states that “The offeror’s will be evaluated on the quality of the survey documentation. The offer shall submit copies of past survey reports and experiences is uploading those reports into various database.” .To evaluate survey report quality, should offerors submit 1 example survey report for each Project provided in Technical/ Factor 2, or will one report demonstrating our overall approach be sufficient? In addition, will GSA accept reports that have been redacted to protect client information?

Answer: GSA is looking for 3 reports that were completed in the last 5 years that show experience with conducting Safety and occupational health, environment and fire protection surveys. Protection of client information is very important and GSA will accept reports with sensitive information removed or blacked out.

14. Queston: CLIN 0014 - Description notes "facilities with estimated 2,260,000 sq foot space to be surveyed." Did the Government mean to say, "facilities with estimated 50,001 - 150,000 sq foot of space to be surveyed during the pre-lease portion of the survey. 2,260,000 is the estimated areas..."

Answer: The figure 2,260,000 is the total square footage of facilities that fall with in the 50,001 - 150,000 sq foot area.

15. Question: The Government has not provided a CLIN for OSH Program Review scope area. Could the Government provide clarification on how this service will be procure?

Answer: Attached is the SOW for the last OSH Survey task order that we did.

16. Question: Can the Government specify whether any of the water samples have specific turn-around times less than 5 days?

Answer: GSA would not require water sample results less than 5 days.

17. Question: CLIN 0020 - Could the Government explain the type of analysis required by the direct reading instrumentation category 1? Our pricing may vary based on the type of analysis, length of sampling, sensitivity, medium, etc.

Answer: Direct read instrumentation for collecting near instantaneous results. Instrumentation such as TSI Q-Trak (or similar equipment) for atmospheric monitoring and Rae systems PID (or similar equipment) for VOC screening

18. Question: For the Technical Volume, Factor 1 (Past Performance), the Government has requested references for 4 projects. In Factor 2, the number of projects required is a minimum of 3. Can GSA please clarify whether the Government expects a different number of projects to be represented in each section?

Answer: GSA will accept 3 references.

19. Question: Line items 0009, 1009, 2009, 3009 and 4009 states “Water samples for the SEM portion of the survey …” however, what the water samples are to be analyzed for is not stated. Could you please detail what contaminants are to be analyzed for these five line items?

Answer: Water samples for SEM surveys will be tested for lead.

20. Question: Alpha Track Radon test kits are for radon in air longer term testing however, items 0017, 1017, 2017, 3017 and 4017 calls for using Alpha Track samples for Child Development Center surveys and that water samples analyzed for radon content are to be performed. Is GSA asking for longer term Alpha Track radon sampling and radon in water sampling which are two different types of sampling? If this is the case, could you please state how many samples of each type of radon sampling is to be priced?

Answer: Water samples for Radon and long term samples are not required by our policies. Just air samples for radon will be required.

21. Question: Line items 0020, 1020, 2020, 3020 and 4020 state “Direct Reading Instrumentation Category 1 (with recorder less than $4,000). Is a physical tape from the direct reading instrumentation recorder to be supplied in the report for all of the Child Development Center surveys? Is a physical tape from the direct reading instrumentation recorder to be supplied in any of the other reports – OSH, Pre‐Lease, SEM, etc.?

Answer: Field logs/notes for direct read sampling is sufficient for all surveys.

23. Question: Section C, III Scope of Work, paragraph E, 1, a indicates that the GSA's Child Development Center Design Guide, PBS‐P100 (March 2003) can be found at http://www.gsa.gov/gsa/cm_attachments/GSA_DOCUMENT/de sign_guide_R2FD38_0Z5RDZ‐134K‐pR.pdf however, this link address produces an error and the design guide is not able to be obtained. Please supply a copy of this design guide or a working URL where the design guide can be obtained.
