1.2
This Section includes administrative and procedural requirements governing allowances.
Selected services, materials and equipment are specified in the Contract Documents by allowances. In some cases, these allowances include installation. Allowances have been established in lieu of additional requirements and to defer selection of actual materials and equipment to a later date when additional information is available for evaluation.
Types of allowances include the following:
Inspection and testing allowances.
2. Dewatering allowance.
Related Sections:
Construction Contract Clauses specify procedures for submitting and handling Change Orders.
Section 01450 "Quality Control Services" specifies procedures governing the use of allowances for inspection and testing.
1.3 seq level2 \h \r0
SELECTION AND PURCHASE
Advise the Contracting Officer of the date when the final selection and purchase of each product or system described by an allowance must be completed to avoid delaying the Work. Ensure this notification activity is included in the project schedule and occurs 60 days prior.
At the Contracting Officer's request, obtain proposals for each allowance for use in making final selections. Include recommendations that are relevant to performing the Work.
Purchase products and systems selected by the Contracting Officer from the designated supplier.
1.4
Submit proposals for purchase of products or systems included in allowances, in the form specified for Change Orders.

The allowance does not include incidental labor required to assist the testing agency or costs for retesting upon failure of previous tests and inspections.
Costs of services not required by the Contract Documents are not included in the allowance.
At Project closeout unused amounts remaining in the inspection and testing allowance are returned to the Government. Deobligation of excess funding will be evidenced by contract modification.
1.6
DEWATERING ALLOWANCE
The Dewatering system will be designed by the dewatering contractor based on the test wells installed by the dewatering contractor, and not any information provided by GSA. The system should be designed to achieve and maintain water levels needed to perform the construction activity as sequenced and within the durations identified on the approved CMP schedule.
1.7 seq level2 \h \r0
UNUSED MATERIALS

COORDINATION
Coordinate construction operations included in various Sections of these Specifications to assure efficient and orderly installation of each part of the Work. Coordinate construction operations included under different Sections that depend on each other for proper installation, connection, and operation.
Schedule construction operations in the sequence required to obtain the best results where installation of one part of the Work depends on installation of other components, before or after its own installation.
Coordinate installation of different components to assure maximum accessibility for required maintenance, service, and repair.
Make provisions to accommodate items scheduled for later installation.
Inspection of Conditions: Require the Installer of each major component to inspect both the substrate and conditions under which Work is to be performed. Do not proceed until unsatisfactory conditions have been corrected in an acceptable manner.
Coordinate temporary enclosures with required inspections and tests to minimize the necessity of uncovering completed construction for that purpose.
Where necessary, prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and attendance at meetings.
Prepare similar memoranda for the Government and separate contractors where coordination of their work is required.
Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities to avoid…
