M. EVALUATION FACTORS FOR AWARD

M.1. METHOD OF AWARD

The Government will make award to the responsible Offeror whose offer conforms to the solicitation and offers the greatest value to the Government, price and technical factors combined. The combined weight of the technical factors is greater in importance than price in determining the greatest value to the Government. Accordingly, as technical scores become more divergent among those considered for award, price differences become of less significance.

The Government will pay more for a firm of greater technical competence as long as the price is fair and reasonable, and as long as the price difference is not significant and technical superiority insignificant. Once a range of prices has been determined where anyone in that range may be considered fair and reasonable, the Government may, though is not obligated to, choose from among those firms, the one with the highest technical score.

M.2. EVALUATION OF OFFERS

Proposal will be evaluated based upon the following technical factors, (1) Experience; (2) Past Performance (3) Management & Staffing Plan. These factors are described in further details herein.

The combined weight of the above technical evaluation factors is more important than price, and the “best value concept” will be used for selecting the contractors. The objective is to select the proposal which offers the most value for the money, not necessarily the lowest price.

M.3. TECHNICAL EVALUATION FACTORS

The evaluation factor consists of three components; Experience, Past Performance, and Management & Staffing Plan. Offerors will be evaluated based on relevant experience and past performance on Similar Work. Therefore, each Offeror is required to submit a completed Experience/Past Performance Data Sheet for a minimum of 3 projects within the past three (3) years in their technical proposal.

Attachment 4 shall be used to submit Experience information. The period of performance for each project MUST be clearly denoted on the sheet. If more than 3 projects are provided, the Offeror must denote which 3 projects is to be considered for evaluation. Otherwise, the government reserves the right to select the first 3 submission, or if multiple projects are denoted on a single sheet, i.e. a Reference List, the first 3 projects from this list.

Offerors should be cautioned to verify the accuracy of the contact information (the "references") for the past performance evaluation. If the SSEB is unable to contact a submitted reference, then that Offeror will be given a neutral past performance rating for that reference. In addition to those references provided directly by the Offeror, the Government may identify and analyze such relevant past performance or experience of the Offeror on any other contract that the Offeror currently has or had of which the Government has knowledge or obtains knowledge, including but not limited to projects listed in the Past Performance Retrieval Systems (PPIRS).

M.3.1. Similar Work Similar Work means Operations and Mechanical maintenance and related services detailed in the Basic Services of the solicitation, in a building consisting of commercial office, executive, and public meeting spaces of 400,000 gross square feet or above and a minimum of 10 stories.

M.3.2. Evaluation Factor 1 – Experience This factor considers the Offeror’s experience in carrying out Similar Work. The standard is met when the Offeror demonstrates that it has performed Similar Work on 3 projects within the past three (3) years. A more favorable evaluation may be given to those offers that demonstrate having experience with courthouses/secured facilities, building automation systems (BAS), Controls programming expertise, Energy-savings and Building efficiency performance, and chemical-free water treatment systems.

M.3.3. Evaluation Factor 2 – Past Performance This factor considers the quality of the Offeror’s past performance in carrying out Similar Work.

The Government reserves the right to check the past performance on 3 of the projects submitted by the Offeror. If the Offeror submits more than 3 projects, the SSEB will contact only 3 references for evaluation purposes. The standard is met when the Offeror submits at least 3 projects within the past three (3) years demonstrating Similar Work and the past performance was rated as "Meets Requirement" or better.

Those firms receiving a rating higher than "Meets Requirement" in Customer Satisfaction, and whose response came from a property manager or an actual on-site representative, may be given a more favorable evaluation. Offerors without any past performance on Similar Work or whose references cannot be contacted will be given a neutral rating.

M.3.4. Evaluation Factor 3 - Management & Staffing Plan This factor considers the Offeror’s management & staffing plan. The Offeror must describe methods and positions which will be used to staff the contract requirements, including major sub-contractors, and corporate support. The standard is met when the Offeror demonstrates a complete management and staffing plan that will address all requirements of the contract to include resumes of the Chief Engineer and Project Manager. An additional point will be given to those offers that demonstrate management of Federal building, courthouse, etc.

M.4. PROPOSAL FORMAT REQUIREMENTS

In order to efficiently review the proposal and reduce the amount of time it takes to evaluate them, the number of pages for the technical proposal should be no more than twenty-five (25), to include the minimum of three projects from the Offeror's completed Experience/Past Performance Data sheet (Attachment 4). An Offeror may include a narrative or any other document it deems necessary to demonstrate its experience in meeting Similar Work but MUST include the completed Attachment 4 and/or a document that contains the same information that is on Attachment 4 in the technical proposal.

M.5. EVALUATION OF OPTIONS

Except when it is determined in accordance with FAR 17.206(b) not to be in the government’s best interests, the government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of these options will not obligate the government to exercise the option(s). (End of provision)

M.6. DISCUSSIONS

Pursuant to FAR 52.215-1 contained in this solicitation, the government may evaluate proposal and award without discussions with offerors, except for clarifications as described in FAR

15.206. As such, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price technical standpoint. The government reserves the right to conduct discussions if the contracting officer later determines it is necessary.
