Updated & Compiled Q&A 8/12/2015

Pre-proposal Conference Q&A / Amendment 02 - 7-22-2015

PWS Ref Page Questions Q1. In reviewing the solicitation, we have found that several of the links in the solicitation are inoperable. Specifically, the inventory links on page 188 and the PM guide on page 189 don’t work. Can the Government either fix the links or post the documents to the FBO site? That way contractors will have adequate information with which to develop their proposals.

A1. The PM guide and other documents will be posted via Fedbizopps.

Q2. In addition, would the Government consider a one week proposal due date extension to allow Offerors additional time to view the information once the links are fixed?

A2. The proposal due date cannot be extended because of the time constraint involved to award the new contract.

Q3. General various Table of Contents indicates H.15 GOVERNMENT FURNISHED MATERIALS – page 92 Through the solicitation, H.15 is referenced as (H.15. Personnel Qualifications) Will the Government please provide H.15. Personnel Qualifications?

A3. H.15. Personnel Qualifications are found in section H.14, and was corrected to reflect as such through-out the solicitation.

Q4. M.2 213 In the Technical Evaluation Factors, it states "In order to efficiently review the proposal and reduce the amount of time it takes to evaluate them, the number of pages for the technical proposal should be no more than twenty-five (25), to include the minimum of three projects from the Offeror's completed Experience/Past Performance Data Sheet (Attachment 4)."

Will the Government please publish Attachment 4?

A4. Attachment 4 will be posted to Fedbizopps.

Q5. M.2 213 Will the government clarify if the 25 page limit for Technical will include cover letter, title page, table of contents, and glossary within the 25 page limit?

A5. No, the 25 page limit does not include cover letter, title page, content etc.

Q6 L.3 210 The government has not indicated a font size or margin requirement. Will the government please clarify what font size and margin use is required?

A6. 12pt Standard font should be used.

Q7. B.3 9 B.3 Service Contract Act Assumptions:

Please provide the incorporated SCA wage determination as it is not included in the solicitation.

A7. Currently the SCA WD 05-2055 and a Collective Bargaining Agreement (CBA) with the International Union of Operating Engineers, Stationary Engineers, Local 39 AFL-CIO dated March 1, 2012 through February 29, 2016.

Q8. B.7 12 B.7 Price Schedule 0006D Monthly Amount, 30 Miscellaneous work hours per Section C.35.10:

Are these hours to be proposed in the FFP CLIN’s 0001 through 0004 or kept separate in B.7 Price Schedule?

If it is separate from the FFP why is there only one year to provide a price?

Please confirm that if they are not included in the FFP CLIN’s 0001 through 0004 that the price will not be included in the schedule within SF1449.

A8.

Price should be included with your FFP.

Q9. B.7 12 B.7 Price Schedule Note 3:

Note 3 states the standard coefficient is the markup to be applied to the base year of the contract. Does GSA expect that the coefficient is already applied into the FFP CLIN’s 0001 through 0004 price?

A9.

Yes, it is applied to the total of 0001-0004

Q10. B.7 11 B.7 Price Schedule Unit Column:

Is it GSA’s intent to have one monthly price for each year of the contract to be included in the Unit Column as well as in the unit price in the schedule within SF1449?

A10.

Offerors should submit a SF 1449 with their price proposal to include the monthly and annual price.

Q11. F.2 78 Paragraph states the current expected commencement date is July 21, 2015. As this proposal is not due until August 7th please provide a revised expected commencement date.

A11. The current expected commencement date is September 15, 2015.

Q12. C.35.6 & H.14.2

53 & 87 H.14.2 Re-Tuning Training and C.35.6 Ongoing Commissioning / Re-Tuning:

C.35.6 requires training semiannually and after two Re-Tuning cycles the CO or their designee will determine the appropriate frequency of the Re-Tuning effort but in H.14.2 states a 5-6 hour training and a refresher training every two years. The training requirements are conflicting. Please provide how often the employees would require Re-Tuning training and/or refresher training.

A12.

C.35.6 is the requirement, not a description of the training; those performing the requirement must be trained using the link listed in 35.6, but 35.6 states the requirement that the buildings be re-tuned and lists the frequency of the actual re-

RFP-RFI Response 7-28-2015

Q1. B.5 Minor Inventory Changes – The formula for calculating up/down changes only makes consideration for the labor and materials consumed to provide Preventive tuning. The link provides the training and the re-tuning procedure.

Q13. C.2 25 Onsite Supervisors:

Is the contractor required to have an onsite supervisor at each building or just one onsite supervisor for the contract as a whole?

A13.

The Contractor is required to have a project manager

Q14. C.17 42 Paragraph states “the contractor will be compensated for the actual additional time required to escort the GSA personnel or visiting Contractors ONLY if additional personnel are needed for the escorting”. While the contractor may not need to call in additional personnel they still may need to have the individual providing the escorting to work additional hours that day to complete their scheduled work. If this is the case would the contractor be able to bill the hours required to perform the escorting?

A14.

Yes

Q15. C.40.1.1 60 Indent (1) States “where such employees perform the repair during their regular shifts and the Contractor does not incur additional labor costs to make the repair, the value of the labor for this purpose is $0”. While the contractor may have an employee perform the repair during their normal working hours the employee may need to work additional hours that day to complete their scheduled work. If this is the case would the contractor be able to provide labor costs for the repair?

A15.

Yes, although the CO or Designee must be notified that this will be required.

Q16. M.2: First paragraph identifies Management and Staffing Plan as an evaluation factor component but this is not mentioned in Section L.5 which only requires Past Performance, Experience, and Cost. Will the Government clarify instructions for the Management and Staffing Plan if such is required with the proposal?

A16.

c. Management & Staffing Plan This factor considers the Offeror’s management and staffing plan. The Offeror must describe methods and positions which will be used to staff the contract requirements, including major sub-contractors, and corporate support contract to include resumes of the Chief Engineer and Project Manager.

Maintenance to a particular piece of equipment. How does the contractor assign monetary value to the risk assumed under the C.40.2 Non-reimbursable repairs?

A1. Region 9 FMSPD currently recognizes no method of assigning a dollar value to “risk”. Some new items may be prone to repairs within the relatively short time of this contract (five years), whereas for other items, it is unlikely they will have to be repaired after the warranty period.

The method listed in the contract uses a well-known, independent reference (R.S.

Means) to list the preventative maintenance as well as the material cost of each component; the material cost covers potential repairs.

Q2. C.8.5 Service Request and Administrative Support – Is there a DOL SCA Classification for which GSA is specifying. What would be a comparable GSA WG for this position?

A2. SCA Wage Determinations (2005-2055 Rev 17) for Administrative Support and

Clerical functions.

Q3. C.40.3.1 Repair Shared Liability Example – This is an unrelated example t6 the contract non-reimbursed repair threshold.

A3. Correct, this is an unrelated example.

Q4. C.41.5 Fuel Storage Tanks – Are there USTs on government property; which property(ies); when was the last recorded internal inspection and/or tank tightness test A4. No UST’s at the buildings

Q5. C.41.21 Roof Anchorage – Which properties have roof anchorage systems; when was the last time inspected A5. 650 has the only active roof anchoring system for the window washing equipment and they were inspected in June 2015. 501 has an anchoring system but the window washing equipment is broken and the anchoring system has ne been inspected recently.

Q6. J.11.6.0 Alternatives to Chemical Water Treatment – What buildings is this being utilized; type and manufacturer; date installed; any existing warranty and when does it expire

A6. 501 and 2800 have the eH2O system installed. It was installed as an ARRA project about 2yrs ago. There is no warranty that I know of left.

Q7. What are the Business Operating Hours for each of the four facilities A7. Building operating hours for all buildings is M-F 7 am to 5 pm. The service desk is manned M-F 8 am to 4:30pm.

Q8. Cover Page: Will the Government provide the attendance list for the Pre-Proposal

Conference/Site Visit held on July 21, 2015?

Q9. C.8.6 (pg 34): It is unclear if the CMMS is government or contractor provided.

a. Is the CMMS provided by the government or contractor?

A9. a. Government

b. Will the Government identify the current CMMS in use (e.g., N-CMMS, Maxweb, Maximo)?

b. Maxweb

c. If the CMMS is to be contractor-provided, will the government provide data from incumbent CMMS or other source for electronic transfer to the awardee’s CMMS or will the awardee have to manually populate its CMMS?

c. N/A - there are no Contractor-provided CMMS systems in Region 9.

Q10. C.8.6.1 (pg 34): Contractor will be responsible for delivering all contractor-furnished

CMMS data to GSA in an electronic format compatible with GSA's N-CMMS:

a. What type of system is N-CMMS (e.g., Maximo) so offerors can ensure compatibility of their provided system?

A10. a. Maximo

b. Is the CMMS currently in use compatible with N-CMMS?

b. Yes

c. When is the implementation of N-CMMS for this contract scheduled to take place?

c. Within the next two years

Q11. C.35.10 (pg 55): Miscellaneous Work is limited to 20 hours (Amend 3) per month but no limit is set for parts and supplies. Is there is a limit on parts and supplies to be provided by the contractor each month?

A11. No limit is stated

Q12. C.36.5 (pg 55): Are coupon racks or equivalent system currently installed and in use for all water loops in each building? If not, how many loops in each building require they be installed?

A12. All installed, but...boiler systems?

Q13. C.42.9 (pg 72): Will the Government provide the year(s) that the 6 and 12-year maintenance for the fire extinguishers at these buildings was completed?

A13. Need FO to verify

Q14. C.42.12.1 (pg 73): Is the annual emergency power systems testing at the Robert Matsui Courthouse (510 “I” St) allowed during normal working hours?

A14. No

Q15. H.15 (pg 92): Is the government providing the phone lines/internet service as applicable for the fire alarm dialers, elevators, advanced metering, and BAS/EMS? If not, how many lines will be required and for which items?

A15. Government provides these.

Q16. H.15 (pg 92): Is the government providing any lifts to reach high areas and, if so, at which buildings?

A16. No.

Q17. H.15 (pg 92): Which buildings provide onsite parking for company and/or employee vehicles or is this at contractor expense offsite?

A17. Contractor expense offsite, with the exception of 2800 Cottage Way.

Q18. H.15.e (pg 93): At which buildings will the government provide telephones and phone service for official contract business for use by contractor employees?

A18. All buildings.

Q19. H.15.2 (pg 93): Will the government furnish all necessary computers/printers for use with systems such BAS and/or other systems?

A19. Yes

Q20. 13. J.7 (pg 123): The Building Information Sheets is Reserved. Will the Government provide the gross square footage and number of stories for each building?

A20. The gross square footage and number of stories for each building are as follows:

650 Capitol Mall - 8 Stories – 361,129 gsf approx.

501 'I" street - 16 Stories – 773,986 gsf approx.

801 "I" St - 4 Stories - 189,904 gsf approx 2800 Cottage Way - 2 Stories – 334,319 gsf approx.

Q21. L.6 (pg 211): Are items “a. Past Performance,” “b. Experience,” “c. Management & Staffing Plan,” and “d. Cost” all to be included in a single consolidated Technical/Price Proposal or is “d. Cost” to be in a separate Price Proposal?

A21. Past Performance, Experience, Management and Staffing Plan should be made part of your Technical Proposal and separate from your Price Proposal.

Q22. L.6 (pg 211): Where in the proposal should we put the completed SF 33, SF 30s, and any clauses requiring fill-in? Are these exempt from page limit?

A22. You may include the SF30s with your SF 1449. Yes.

Q23. M.2 (pg 215): “Attachment 4 shall be used to submit Experience information.” This form does not seem consistent with L.6.b (Experience) which requires a listing of key personnel with their length of service and certs, degrees, and training. Is Attachment 4 instead to be used to submit Past Performance?

A23. Yes

Q24. I have another question regarding Amendment 03. Sorry I didn’t ask it in my original email. There were numerous changes identified in the amendment. Will the Government be modifying/updating the various contract documents reflecting the requirements that were changed in the amendment?

A24. Yes

Q25. Amendment 03 to the subject solicitation indicated that a line item would be added for electrical testing. Is the Government going to revise the Price Schedule to reflect the addition of the testing?

A25. This is included in the amended document

Q26. The government provided equipment list for buildings 2800 Cottage Way, 801 I Street and 650 Capitol Mall do not include/identify all equipment covered under the existing equipment guide lists and therefore is not a representation of all equipment. Furthermore, the government equipment lists for these buildings did not completely include/identify total quantities of items, for example; HVAC Sensors/Controllers & Valve Actuators, VFD's, Fire & Smoke Dampers, Electrical Distribution Equipment, Fire Alarm Devices, etc. Will the government please provide offerors updated equipment lists for all buildings that completely include/identify the equipment covered in the equipment guide lists and that completely include/identify total quantities of items?

A26. The equipment lists provided are the only ones that exist, so no. The existing equipment guide list (I am assuming they are referring to the PM Guide) is a National document that covers all equipment that may, or may not be, in the buildings covered by the contract; it is not specific to individual buildings.

This is to clarify the response to this question, there is no “equipment guide list” and do not refer to any inventory that way. There is a Preventative Maintenance guide.

There are Maxweb equipment inventories that may or may not be completely accurate, there is a separate Equipment inventory that was done recently for 501 'I" street and included on Amendment 02. An updated equipment list for 2800 Cottage Way is included with this Amendment 06.

Q27. The solicitation does not identify what the required hours of operation that require onsite staffing at each building location. Will the government please provide the hours of operations, by building locations, for which the contractor is required to provide onsite staffing?

A27. Normal hours of building operation for all buildings is 7 -5, with the Service Desk position being staffed.

This is to clarify the response, that the building operating hours as stated in the scope of work is 7-5pm for all 4 buildings. Engineering staffing hours may start an hour earlier and an end hour later, 6am to 6pm.

Q28. Amendment 0003 indicates there will be a line item added to the Price Schedule to include price for the electrical testing (per job). Will the government please clarify if pricing that is to be provided is a per building price, or a comprehensive price inclusive of all buildings?

A28. This price is per job for the entire contract, i.e. inclusive of all buildings

Q29. The CBA applicable to the subject solicitation was posted on FBO. The attached H&W increase is currently applicable to the CBA. For bidding purposes, should we use the H&W amounts in the attached document or should we use the amount in the CBA posted on FBO?

A29. Yes, the current CBA H&W rate should be used. (Update rate is attached to Amendment 06)

Q30. Solicitation Section H.14.4.1 states: “All offers must include documentation and proof of any required certifications (e.g., including certification number and expiration date) and qualifications for each employee.” It would appear that this is a contract requirement rather than a proposal requirement. But, since the sentence uses the word “offers”, we are taking it as a proposal requirement. It is impossible to meet the requirement (as currently presented in the solicitation) to provide documentation of training/certification/qualifications for proposed staff.

A30. No, this information is required after contract award and should be included with the contractor submittals.

Inadvertently

Currently the SCA WD 05-2055 and a Collective Bargaining Agreement (CBA) with the International Union of Operating Engineers, Stationary Engineers, Local 39 AFL-CIO dated March 1, 2012 through February 29, 2016.
