SSA/GSA E-Vault Addendum Listing Listed below are the addendums that have been added to the overall SSA/GSA E-Vault Design documentation.
These changes are results of the two site visits and three rounds of RFI (51 Total). Not all RFI’s resulted in changes to the deliverables.
In addition to the below changes to the Specifications E2 also had modifications to Architectural Drawing A-3.2 and added A-6.3 back into the drawing deliverable and those have been included. The Electrical Narrative has also been added back into the Narrative Deliverable and is attached. Also attached are the updated Structured Cabling Specifications and have also been added to the overall deliverable and attached. These changes were a result of discussion had with GSA and not specifying a specific manufacturer. CommScope is listed and E2 has added “or approved equivalent”.
RFI #3 - Spec section 001200 section 3.6.C requires a Factory Witness Test (FWT) of the complete power system.
This is very costly and will have a significant impact on the overall construction duration.
Response - Specification section 001200 section 3.6.C. ADD: Contractors will provide provisions for "Factory Witness Testing" (FWT) as stated in the specifications.
The modification to this section has been made to the deliverable and is below:
3.1 FACTORY WITNESS TESTING/FACTORY ACCEPTANCE TESTING
A. Contractor to provide provisions and costs in their bid proposal as a separate line item for Factory Witness Testing/Factory Acceptance Testing for the following equipment with all manufacturers required to supply test plan with their submittal and subject to Government approval:
1. See Mech. & Elec sections for specific equipment requirements.
B. Observation of Test: Give 14 days' advance notice of tests. Government’s representatives will observe tests. Contractor and manufacturer will support factory witness test.
C. The General Contractor shall provide a factory witnessed testing of the UPS System integrated as a whole that should include UPS, emergency generator, static automatic transfer switch, and power distribution unit as one representative unit. Contractors will provide provisions for "Factory Witness Testing" (FWT) as stated in the specifications.
RFI #5 - Specification Section 001200 Part 3.4 Unit prices requires the submission of two unit prices, in accordance with 3.4.B and 3.4.C. Please add both of these unit prices to the SF1442 Pricing sheet.
Response - These items (General Conditions Costs & Excavation of "unsuitable soil excavation" as stated in section 001200 / 3.11 - Geo-Tech Requirements) will be ADDED to the "Supplemental Pricing Sheet".
Additionally, bidders may provide "DEDUCT" if "Office / Storage" trailer function is IN south end of building 94 in lieu of exterior / rented trailers. Subdivision of the space (approximately 5,600 SF) is at the GCs expense.
Unit pricing is attached to this email.
RFI #7 - Specification Section 001200 Part 3.2 Identifies the basis of award as lowest price for the base bid under “Contract award – Sealed Bidding”. This contradicts section VI. Method of Award which identifies the use of best value to determine award. Please verify that the evaluation for award will be based on best value in accordance with section VI. Method of Award.
Response - Specification section 001200 part 3.2.A ADD: "Contract Award shall be based on "Overall Best Value"".
The modification to this section has been made to the deliverable and is below:
