SSA E-Vault Questions GS-08-P-17-JA-C-0005
QUESTIONRECOMMENDED ADDENDUM TERMINOLOGY
1Factor 2, Past Experience, requires two or more similar contracts/task orders, substantially completed within the past seven years, to include whether initial construction or retrofit of an existing building, and further states that a more favorable evaluation may be provided for data center retrofit experience versus data center initial construction and for Tier III Data Center experience. Each of these prerequisites has the effect of limiting competition. This factor goes on to require similar Data Center building construction with both 10,000 GSF or more and a total project construction cost exceeding $10,000,000. Such limitations may further unduly restrict competition by excluding relevant past performance that does not meet these two thresholds. 1) When taken as a whole, the requirements appear to favor large businesses; please consider relaxing the 10,000 GSF and $10,000,000 minimums. 2) Please clarify how past performance for major subcontractors which are meaningfully involved in the planned project will be considered. 3) Please confirm that commercial projects may be used as Past Performance references.Factor 2 - ADD: Summary) Data Center facilities are very complex; The goal is to ascertain the Data Center & construction knowledge of the bidders and select the most qualified for the most reasonable price. A project of this size and magnatude requires a Prime contractor that has experience managing all aspects of a multi-million dollar project. The main subcontractors (Electrical & Mechanical) shall be designated in the bid submittal.
2The pricing excel sheet provided as part of the bid documents does not have a location for the Optional Extended Warranty line items identified in spec section 001200-4 3.5 Extended Warranty. Is the provision for pricing the extended warranty required and how should it be presented?ADD: to the SF 1442 the 5 year warranty for all major electrical equipment: generators, ATS' + UPS', and switchboards
3Spec section 001200 section 3.6.C requires a Factory Witness Test (FWT) of the complete power system. This is very costly and will have a significant impact on the overall construction duration.Specification section 001200 section 3.6.C. ADD: Contractors will provide provisions for "Factory Witness Testing" (FWT) as stated in the specifications.
4Specification section 013200 Section 1.1.C references Division 1 Section “Network Analysis Schedules”. This division 1 specification is not included in the current specification set. Please provide this specification section."Network Analysis Schedules" is as stated in section 013200, Part 1.2 and is entitled "CONSTRUCTION PROGRESS SCHEDULING".
5Specification Section 001200 Part 3.4 Unit prices requires the submission of two unit prices, in accordance with 3.4.B and 3.4.C. Please add both of these unit prices to the SF1442 Pricing sheet. These items (General Conditions Costs & Excavation of "unsuitable soil excavation" as stated in section 001200 / 3.11 - Geo-Tech Requirements) will be ADDED to the "Supplemental Pricing Sheet". Additionally, bidders may provide "DEDUCT" if "Office / Storage" trailer function is IN south end of building 94 in lieu of exterior / rented trailers. Subdivision of the space (approximately 5,600 SF) is at the GCs expense.
6There is no requirement for unit prices for the cast in place drilled pile in the contract. This work is typically performed on a unit price basis so over runs and under runs are easily accounted for. Will a unit price for piling be added to the pricing sheet? If not will over runs in piling operations be addressed through the Differing Site Conditions Clause?ADD Section 001200 part 3.4 / D: LUMP Sum price based on drawings and specifications - considering the "Geo-Technical" Report- AND - Provide a "Unit Price" per lineal foot of cast-in-place "DRILLED PIERS" over the dimensions indicated on the drawings. As stated in section 316326 / 1.3 AND this will be added to the GSA "Supplemental Pricing Sheet".
7Specification Section 001200 Part 3.2 Identifies the basis of award as lowest price for the base bid under “Contract award – Sealed Bidding”. This contradicts section VI. Method of Award which identifies the use of best value to determine award. Please verify that the evaluation for award will be based on best value in accordance with section VI. Method of Award.Specification section 001200 part 3.2.A ADD: "Contract Award shall be based on "Overall Best Value"".
8Please clarify the extent of the High Voltage electrical work to be completed under this contract? The DFC distribution voltage operator (Sturgeon) is the onsite Dever Federal Center coordinator of the high voltage portion of the project.

3rd Round

SSA E-Vault Questions GS-08-P-17-JA-C-0005
QUESTIONANSWER
27Can the contractor utilize 11X17 pages for submission of the project schedule?Yes
28Will 11X17 schedule pages be counted as a single page in the total proposal page count?Schedule pages will not count against total proposal page count
29The specifications or drawings do not provide a room finish schedule. Will a complete room finish schedule be provided to clarify finish types and colors in each individual space?(JFD) - Room Finish Schedule (dwg A-6.3) can be requested from Sarah Callies via email sarah.callies@gsa.gov. - Colors will be selected by GSA & the tenant
30There is no detail sheet or information contained in the specifications as it relates to partition types identified on drawing A1.3. Please provide information on partition types as they are referenced in drawing A1.3.(JFD) - Partition types are on the Room Finish Schedule (dwg A-6.3) can be requested from Sarah Callies via email sarah.callies@gsa.gov
31Specification section 09 91 00 High Performance Special Coatings section 3.10 provides a Schedule of Coating Systems. Section A provides a list if steel members that are not related to this project that are required to be covered under this section. Please clarify the locations/steel members on the project for which specification section 09 91 00 is applicable.(JFD) - Section 3.10 was inadvertantly included in this specification. Therefore, this section #3.10 (only) shall be removed from this specification. The main part of this section regarding the "STATIC CONTROL SEALER FOR CONCRETE SUBSTRATES" shall remain.
32Specification section 09 65 00 Resilient Wall Base does not identify locations within the project where the product is to be installed. Please provide a room finish schedule for Resilient Wall Base(JFD) - Room Finish Schedule (dwg A-6.3) can be requested from Sarah Callies via email sarah.callies@gsa.gov.

The "Glass Security Entry Cylinder" is specified in section #084233 "SECURITY DOORS"; and indicated / detailed on drawing #A-6.2.
36Will the successful bidder be required to utilize Sturgeon Electric for the High Voltage work on the project?Sturgeon Electric has an existing contract with the Denver Federal Center as the (insert their official title or role here). The use of Sturgeon Electric is not required. However, coordination with Sturgeon Electric is required, much like you would coordinate with any city’s utility provider if you were to connect to or work with their system as part of a construction project. In this scenario consider Sturgeon Electric as the “city” electrical utility company of the Denver Federal Center with whom notifications and coordination will be necessary.
37If the use of Sturgeon Electric is required, resulting in sole sourcing of work under this contract, can the GSA provide the cost for the High Voltage work from Sturgeon to each of the bidders?GSA?
38If the use of Sturgeon Electric for the High Voltage work is not required, and all the work indicated on the project plans is required under the performance of this contract, can the GSA provide complete plans, specifically including the full site electrical infrastructure layout, for the high voltage systems to allow other electrical contractors to perform take offs for the entire high voltage package.GSA?
39Can one Utility transformer carry the load for MDS-A and MDS-B (TX-A and TX-B)?Yes, TX-A or TX-B is capable of supporting entire building load.
40Why transfer both sides on a single Utility loss? Does this have to do with a single generator maintaining load for one side? This is a reliability issue. It is preferable to go to a stable, generator, source at the first failure event for both sides as it is not uncommon for a utility outage to one source adversely affecting the alternate utility source. Typically this can be changed with programming at a later stage if desired.
41There is no paralleling bus for these generators before connecting to the load. Is it possible to have a generator overload situation if only one of the three generators connects to the bus? How long after Utility voltage is lost do two generators have to be paralleled and connected to the bus?Paralleling is not required except in a limited number of scenarios. In the event it is desired to feed the entire load from one side via generator, MDS-A or MDS-B, the sequence would be to open the tie breakers, parallel the C generator to the selected generator and then close the ties to assume load of the opposite side.
422.11.E.2 shows load demand start/stop. We can't do this without an isolated Generator paralleling bus.Generator C can parallel to either side MDS-A or MDS-B as discussed above. There is no load demand start/stop needed other than to require 2 generators to run as a minimum.
432.11.G.5 indicates <100 ms transfers. The system before this only indicates paralleling with soft loading/ unloading of the generators. Where would this <100 ms transfers occur? This section is specifying the capabilities of the transfer controller. The design is for open transition transfers only but the controller needs to have the capability for fast transfer closed transition transfers. No soft loading or extended duration generator to utility paralleling is required.
442.17.B we cannot do this. We must take exception to it.Noted
45In Sec 28 20 00 -3 and 28 20 00-5 in the Spec sheets calls out for the (Qognify / NICE Systems) server equipment and storage upgrades on the new Video Surveillance System shall be provided by the owner. Will the owner be providing the software, licensing and programming?End-user will provide all software, licensing, and programming. The contractor will be responsible for programming IP address, aiming, and focusing cameras. Coordination between the end-user and contractor will be required during installation.
46The Spec calls out for HID PAM modules to provide for the authentication of the PIV badges. Lenel now has a panel with the PAM built-into the Mercury panel. This eliminates extra hardware and drastically reduces the physical foot print on the wall. Would the new panel be an acceptable replacement? The End-user currently does not have any of these in use, however if the new Lenel product is on the GSA approved products list and is compatible with the existing system these panels will be acceptable
47In the Design Narrative (Section 5) page 2 the request is for a Bosch IDS system. Would DMP be an acceptable manufacturer?DMP is acceptable
48Drawings do not show housekeeping pads for interior electrical and mechanical equipment. Are they required? All equipment is required to be on housekeeping pads.
49Other than in the Wet-Pipe Sprinkler Systems Section, we see no reference to permitting authorities. For standard building permits, who is the appropriate permitting authority?GSA?
50Is there any particular jurisdiction where a general contractor must be licensed in order to submit a qualifying bid for this project? No
51Are there any requirements for the Bonding of subcontractors or sub-subcontractors? Is there a preference for such Bonding? The General Contractor has the responsibility to obtain bonding.
