| SSA E-Vault Questions GS-08-P-17-JA-C-0005 | ||
| QUESTION | RECOMMENDED ADDENDUM TERMINOLOGY | |
Factor 2, Past Experience, requires two or more similar contracts/task orders, substantially completed within the past seven years, to include whether initial construction or retrofit of an existing building, and further states that a more favorable evaluation may be provided for data center retrofit experience versus data center initial construction and for Tier III Data Center experience. Each of these prerequisites has the effect of limiting competition. This factor goes on to require similar Data Center building construction with both 10,000 GSF or more and a total project construction cost exceeding $10,000,000. Such limitations may further unduly restrict competition by excluding relevant past performance that does not meet these two thresholds. 1) When taken as a whole, the requirements appear to favor large businesses; please consider relaxing the 10,000 GSF and $10,000,000 minimums. 2) Please clarify how past performance for major subcontractors which are meaningfully involved in the planned project will be considered. 3) Please confirm that commercial projects may be used as Past Performance references. | Factor 2 - ADD: Summary) Data Center facilities are very complex; The goal is to ascertain the Data Center & construction knowledge of the bidders and select the most qualified for the most reasonable price. A project of this size and magnatude requires a Prime contractor that has experience managing all aspects of a multi-million dollar project. The main subcontractors (Electrical & Mechanical) shall be designated in the bid submittal.
The pricing excel sheet provided as part of the bid documents does not have a location for the Optional Extended Warranty line items identified in spec section 001200-4 3.5 Extended Warranty. Is the provision for pricing the extended warranty required and how should it be presented? | ADD: to the SF 1442 the 5 year warranty for all major electrical equipment: generators, ATS' + UPS', and switchboards
Spec section 001200 section 3.6.C requires a Factory Witness Test (FWT) of the complete power system. This is very costly and will have a significant impact on the overall construction duration. | Specification section 001200 section 3.6.C. ADD: Contractors will provide provisions for "Factory Witness Testing" (FWT) as stated in the specifications.
Specification section 013200 Section 1.1.C references Division 1 Section “Network Analysis Schedules”. This division 1 specification is not included in the current specification set. Please provide this specification section. | "Network Analysis Schedules" is as stated in section 013200, Part 1.2 and is entitled "CONSTRUCTION PROGRESS SCHEDULING".
Specification Section 001200 Part 3.4 Unit prices requires the submission of two unit prices, in accordance with 3.4.B and 3.4.C. Please add both of these unit prices to the SF1442 Pricing sheet. | These items (General Conditions Costs & Excavation of "unsuitable soil excavation" as stated in section 001200 / 3.11 - Geo-Tech Requirements) will be ADDED to the "Supplemental Pricing Sheet". Additionally, bidders may provide "DEDUCT" if "Office / Storage" trailer function is IN south end of building 94 in lieu of exterior / rented trailers. Subdivision of the space (approximately 5,600 SF) is at the GCs expense.
There is no requirement for unit prices for the cast in place drilled pile in the contract. This work is typically performed on a unit price basis so over runs and under runs are easily accounted for. Will a unit price for piling be added to the pricing sheet? If not will over runs in piling operations be addressed through the Differing Site Conditions Clause? | ADD Section 001200 part 3.4 / D: LUMP Sum price based on drawings and specifications - considering the "Geo-Technical" Report- AND - Provide a "Unit Price" per lineal foot of cast-in-place "DRILLED PIERS" over the dimensions indicated on the drawings. As stated in section 316326 / 1.3 AND this will be added to the GSA "Supplemental Pricing Sheet".
Specification Section 001200 Part 3.2 Identifies the basis of award as lowest price for the base bid under “Contract award – Sealed Bidding”. This contradicts section VI. Method of Award which identifies the use of best value to determine award. Please verify that the evaluation for award will be based on best value in accordance with section VI. Method of Award. | Specification section 001200 part 3.2.A ADD: "Contract Award shall be based on "Overall Best Value"".
Please clarify the extent of the High Voltage electrical work to be completed under this contract? | The DFC distribution voltage operator (Sturgeon) is the onsite Dever Federal Center coordinator of the high voltage portion of the project.
