It is the recommendation of Iron Horse that the contractor perform photo documentation of all equipment to be relocated/stored prior to relocation/storing of equipment. Photos should be handed over to GSA/EPA Project manager on flash drive or disc. Items deemed to be damaged due to contractor activities (relocation, storage, etc) are to be repaired or replaced at contractors expense. Items stored shall be protected from construction activities (including adequate dust cover). Insurance coverage is to be provided upon owner request if stored off-site. Owner is responsible for insuring all equipment to be relocated/stored is properly prepared (shut down, cleaned, all accessories are account for, etc) prior to contractor relocation. (IHA)
22) If the Contractor is to relocate the equipment, is the contractor responsible for uninstalling, re-installing, turning on and commissioning the equipment once it is relocated?
Yes, (IHA)
23) If the Contractor is to relocate the equipment, is the contractor responsible for delivering the Region 8 equipment from Golden to the NEIC facility or will it be moved to the NEIC facility and the contractor takes it from there?
Contractor is responsible for relocating Region 8 equipment from Golden to the NEIC Facility. (IHA)
24) Sheet A-000 of the Phasing documents identifies Block B, C, D, E, F, G, H etc. I was unable to locate a description for these Blocks. Can the GSA please identify where these Blocks are located?
Refer to answer number 2 from Round 1 of questions.
25) The graphical/drawing representation of the phasing plan is a little bit confusing. Can the GSA provide a detailed written narrative identifying their intent/understanding of the phasing plan?
Refer to previous comment response in Round 1 of questions. The intent of the phasing plan is to first build out the new lab block in Area A, which will subsequently be used as lab swing space as the balance of the existing lab are renovated. The grouping of rooms/labs in each phase of the renovation and more or less tied to the mechanical zones of the building to best provide containment and allow for shutdowns, while maintaining required means of egress from all occupied spaces. A post-award phasing meeting will be held with the successful bidder to further discuss the current phasing strategy and validate or amend as deemed necessary by all parties.
26) During the site visit, the GSA states that the building was free of abatement and abatement inside the building was not expected. Can the GSA please provide a clean letter stating that the building is free of Asbestos Containing Building Materials?
No letter will be provided. Please propose based on GSA’s belief that there is no asbestos.
27) Please confirm that there are no LEED requirements for this project and that LEED certification is not required for this project.
LEED is not a requirement of the project.
28) Please confirm that the contractor is not responsible to correct any unseen, noncompliant code or P-100 requirements that are discovered during construction.
To Be Answered next week.
29) Please confirm that the contractor is not responsible to provide 3rd party commissioning of the system.
The CxA will either be under separate contract with the owner, or under management by the design team.

In reference to spec section 012200 and 012300, Please provide alternate unit prices for the control system on a supplemental pricing sheet.
32) Please clarify badge processing time for both Short-Term and Long Term Contractor Clearance.
Badge processing time varies. There are multiple scenarios for issuing badges and since the issuance is not done by GSA, but by OPM, it is an unknown variable. GSA intends to work with the Awardee to badge necessary employees as quickly as possible.
33) Specification 01 10 00 - 1.10-H states "No parking will be available to the Contractor on site…. Make their own arrangements for vehicle parking off site." Spec 01 50 00 - E, indicates temporary parking areas for construction related vehicles. Please confirm whether or not onsite parking areas will be available for construction related vehicles?
Spec 01 50 00 - E, indicates temporary parking areas for construction related vehicles. There is not unlimited parking for construction employees to park next to building 25.
34) Section 1.02.B.1 - references Section 05 73 00 "Decorative Metal Railings". This spec section is not currently included in the Project Manual. Please clarify.
There are no Decorative Metal Railings in project
35) Please confirm Sign Type A; located in the Shared Garage Bay (1A-375) is the only sign required to be furnished and installed by the contractor.
Correct.
36) In the suggested phasing schedule renovation of Hallway 1C-145 is shown taking place during Phase 1b, please confirm we can schedule this work for Phase 2 when the adjacent lab rooms are being renovated.
No - 1C-145 is being constructed as a chemical control area that will store chemicals from chemicals currently housed in 1C-540A which needs to be completed before work in 1C-540 begins.
37) In the suggested phasing schedule renovation of Acid Neutralization 1C-535 is shown taking place during Phase 1b, please confirm we can schedule rooms Shared Organic Storage 1C-540-A and Shared Gas Cylinder Storage 1C-540B renovations during this phase as well.
No - Work in 1C-145 needs to be completed before work in 1C-540 begins (see question 37 for clarification)
38) Please confirm if the following rooms will remain occupied during Phase 1 construction: 1A-080, 1A-085, 1A-090, 1A-095, 1A-110, 1A-115.
Yes, all rooms listed will be occupied.
39) Please confirm if room 1D-525 will remain occupied during Phase 2 construction.
Yes, 1D-525 to remain occupied.
40) To ensure that we understand the intent of the Phasing Documents as indicated in the Enlarged Lab Plans, please confirm/comment on the following:
- Detail "1" on the Enlarged Lab Plans represents the work necessary to prepare the Lab to be temporarily occupied by Blocks D, E and H (this work occurs during Phase 1 to allow Blocks D, E and H to occupy the Labs during Phase 2 construction)
- Detail "2" represents the work necessary to prepare the Lab to be temporarily occupied by Blocks F and G (this work occurs at the end of Phase 2 construction to allow Blocks F and G to occupy the Labs during Phase 3 construction)
- Detail "3" shows a third configuration which appears to be different than the final build-out configuration contained elsewhere in the plans. What is the intent of Detail "3" on the Enlarged Lab Plans (i.e. which Blocks will occupy the Lab spaces in this configuration and how does this configuration relate to the Phasing Schedule provided)?
- Detail "1" on the Enlarged Lab Plans represents the extent of work necessary to prepare the lab to be temporarily occupied during Phases 2 & 3. Reference corresponding enlarged lab plan LF sheets for drawing details.
- Detail "2" (and corresponding "Phase 2" equipment schedule below) on the Enlarged Lab Plans represents the proposed layout of equipment to be operational during Phase 2.
- Detail "3" (and corresponding "Phase 3" equipment schedule below) on the Enlarged Lab Plans represents the proposed layout of equipment to be operational during Phase 3. Note: some instances of equipment may be running for the duration of Phases 2 & 3.
NOTE: If utilities for phase 3 wish to be installed subsequent to Phase 2, they may be done so at the contractors discretion for time and construction restraints.
(IHA)
41) Please provide existing heights from finished floor for ceiling grid and floor/roof deck.
Heights of new ceilings match existing conditions.
42) Please confirm if any or all of this project will be tax exempt?
The Government is tax exempt. Although the work is for the Government, it is the contractor’s and subcontractor’s responsibility to check with their suppliers if the Government Tax Exempt certificate will be honored.
43) 1.03, Scope - Specification is calling for the above-ceiling plenum for return air to be cleaned. Is this necessary for this project? The sensitive areas (labs) are makeup air and exhaust and wouldn’t have any plenum return. Please confirm.
Construction debris should be removed from all plenums, but thorough cleaning may be limited to those plenums that are being utilized as a return plenum, e.g. area A office spaces and level 2 offices.
44) 3.04, Cleaning H. 3 - Specification is calling to replace unremediable fibrous glass material at no additional cost to the owner. As we don’t know the current site conditions and have no way to assess what is encompassed in this scope of work this would have to be priced on a contingency basis. Pricing for this could be as high or higher than the cost to clean all the ducts. In the interest of the competitive bidding process and to offer the government “apples to apples” pricing, can the design team establish a contingency amount that all bidding subcontractors can carry in their bid for this scope of work? Or can the verbiage be such that, if fibrous materials need to be replaced, that a cost could be evaluated at that time?
A contingency amount of $5,000 will be allocated for this purpose.
45) General Note #4 - states “existing services and insulation that is not plenum rated that have plenum return to existing AHU-1201 shall be removed and replaced with plenum rated materials or shall be encapsulated with fire wrap, similar to 3M Fire Barrier Plenum Wrap 5A+, to exclude them from the plenum.” As we don’t know the current site conditions and have no way to assess what is encompassed in this scope of work, this would have to be priced on a contingency basis. In the interest of the competitive bidding process and to offer the government “apples to apples” pricing, can the design team establish a contingency amount that all bidding subcontractors can carry in their bid for this scope of work?
A contingency amount of $10,000 will be allocated for this purpose.
46) It appears that the air valve quantity differs from the schedules to the mechanical floor plans. Will the exact quantity of new air valves be identified?
PHX-1305-03 is missing its tag on plan. It is serving room 1C-225A and is located in the hallway just outside the room, plan west. For clarification, the blacked out spaces in the Phoenix Valve Schedule indicate valves that do not have/require a hot water coil.
47) Given the complexity of the project, and in order to ensure competitive pricing from our extremely busy local subcontractor community, we respectfully request a bid date extension of (1) week.
Yes, the due date for proposals is extended to 12pm, Noon, Friday, October 21, 2016.
