8(a) Competitive Acquisition

Region 8 Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for the states of Colorado, Montana, Utah, North Dakota, South Dakota, and Wyoming (GSA, PBS Region 8)

QUESTIONS & ANSWERS

8(a) IDIQ MACC Solicitation

1Q. The SF1442 says no bid bond, performance and payment bond, but the RFP says that a bid bond, performance and payment bonds are required. Please advise.

The SF1442 refers to the IDIQ MACC overall. The Bid Bond is required for the Chavez EDA TI (Seed Project) only. Performance and/or payment bond(s) are only required after award based on the dollar threshold.

2Q. Section II.C. Price Proposal states that the contents should include Performance and Payment Bonds. Please clarify … payment and performance bonds are normally supplied after project award.

The “Performance and Payment Bonds “ is a clerical error and not required for the content submission. It should be the bid bond.

3Q. Would GSA extend the proposal due date one week to Tuesday, May 27, 2014 at 3 pm in order to allow sufficient time for our clients to complete new PPQ forms for past performance projects?

The solicitation proposal due date extended one day to Wednesday, May 21, 2014 by 3 PM

MST.

4Q. May a Construction Contractor Appraisal System (CCASS) and/or a Contractor Performance Assessment Rating System (CPARS) performance evaluation rating from the client be used in lieu of a completed PPQ form?

The CCASS and or CPARS evaluation rating can be used in place of the GSA Past Performance Questionnaire (PPQ).

5Q. If a CCASS or CPAR may be submitted instead of a completed PPQ form, will the CCASS or CPAR pages also be excluded from the 60-page proposal limit?

The CCASS or CPAR pages are also excluded from the 60-page proposal limit.

6Q. Can the Offer substitute previously completed NAVFAC/USACE PPQ forms (Form PPQ-0) instead of the GSA PBS Past Performance Questionnaire provided in the RFP?

Only submit the GSA Past Performance Questionnaire provide or CCASS and or CPARS evaluation rating.

7Q. Does the GSA want to see Volume I and II in separate binders? Or, does the GSA want both volumes in one binder, organized with tabs A through J?

Offeror shall submit one (1) binder with Volume 1 & 2 and tabs A through I. TAB J will be removed with the bonding surety letter already provided under TAB C.

8Q. Does the 60-page limit count pricing items, such as the SF 1442 (which is 2 pages), any amendments, Reps and Certs (which is 5 pages), bid bond (which is typically 3 pages), and pricing sheets?

The 60-page limit is only applicable to Volume 2. TAB J will be removed with the bonding surety letter already provided under TAB C.

9Q. For Volume I, Tab C – Bonding Documents (IDIQ & Seed Project), what is the GSA looking for? The bid bond is included in Tab E, and the bonding capability letter is requested in Tab J.

The offeror shall provide a letter of bonding capacity from their certified surety company under TAB C. TAB J will be removed with the bonding surety letter already provided under TAB C.

10Q. Is GSA requiring two bid bond, one for the seed task order and one for the MACC? The 1442 says it doesn’t require one, but the information for the seed task is pretty clear that GSA wants a bid bond on the seed task.

The SF1442 refers to the IDIQ MACC overall. The Bid Bond is only required for the Chavez EDA TI (Seed Project). Future task orders will require bid bonds also.

11Q. In the subject solicitation it states Volume I Tab C: Bonding documents (IDIQ & Seed Project), Tab E: Task Order Bid Bond (20% of bid price) - Standard Form 24, and Volume II Tab J Bonding Capacity of Offeror. The bonding capacity is also requested in the Technical Volume Factor 4. Can you please clarify what bonding documents are required in what volume and what tabs?

12Q. Also, the solicitation states in II.B. Volume I Tab A: SF1442 and then II. C. states Price Proposal shall consist of the signed 1442. Can you please clarify where the signed SF1442 should go? Are the items listed in II.B what make up II.C. Price Proposal?

The signed SF1442 will be in TAB A only. Section II.C. Price Proposal is an expanded explanation of what will be submitted under Volume 1 minus the Performance and Payment bonds.

13Q. Also, Representations and Certifications are listed in II.B Volume I Tab B, II.C. Price Proposal, and II.E Other Information to be Submitted with Proposal. Please clarify where the Representations and Certifications should be included.

The Representations and Certifications will be in TAB B only.

14Q. In II. D Technical Proposal Factor 4 it states a single project basis of $500,000 million and an aggregate total of at least $3 million but elsewhere in the proposal it states $500,000 and $3 million. Please clarify the bonding capacity requirement.

A single project basis of at least $500,000 thousand dollars and an aggregate total of at least $3 million dollars is the correct language.

15Q. Would you please clarify which documents should be included in the following section – “TAB C:Bonding Documents (IDIQ & Seed Project)?” Should this section just include copies of the bonding documents that are included in TABS E and J, or are there additional Bonding Documents required as part of TAB C?

The offeror shall provide a letter of bonding capacity from their certified surety company under TAB C for the IDIQ. TAB E will still have the Bid Bond for the Seed Project. TAB J will be removed with the bonding surety letter already provided under TAB C.

16Q. Throughout this IDIQ, will the drawings for the task orders be as complete as the drawings for the seed project?

Future task orders will generally have 100% drawings associated with the projects.

17Q. The solicitation states 1 original and 5 copies, plus 1 electronic copy on CD of the proposal package are required; Form 1442 reflects one original and 6 copies; which information is correct? Please clarify.

The SF1442 should state one (1) original and five (5) copies per the solicitation document.

18Q. The solicitation indicates offerors are to submit completed PBS Past Performance Questionnaires with their proposal packages. Typically, references/clients send completed past performance questionnaires directly to the POC for the proposal. Please confirm the references/clients are to send completed questionnaires directly to the offeror and not to you.

The references/clients are to send the completed GSA PPQ back to the offeror. The offeror will include the PPQ with the proposal package submission.

19Q. For future task orders, is it expected that all or most award decisions will be based on low price?

The basis for award on future task orders shall be one of the following; Low Price, Lowest Price Technically Acceptable (LPTA), or Best Value to the government depending on the size and complexity of each project.

20Q. Will every project be bid among the IDIQ contractors, or is there a possibility for sole-source projects?

Generally expect all projects to be bid among the IDIQ contract holders.

21Q. For future task orders, is it expected that the contractors will be required to use bid sheets similar to those provided for the Chavez EDA build-out?

The government provided bid sheet will be used for future task order proposals.

22Q. Can you provide more information about how price will be evaluated? For example, is the reasonable/unreasonable evaluation for the IDIQ dependent on the maximum forward pricing sheet, the seed project, or both? Can an offerror be deemed reasonable with the maximum forward pricing sheet, unreasonable with the seed project pricing, yet still be eligible for IDIQ award? Is there a certain variance from the mean that would render a price “unreasonable”?

All of the price proposals (IDIQ Forward Pricing & Seed Project) will be evaluated for price reasonableness. The price proposal will also be checked for unbalanced pricing.The offerors seed project pricing must be within the maximum forward pricing rates proposed for the IDIQ contract per the solicitation.

23Q. The bid sheet (base) for the Chavez EDA buildout asks for detailed General Conditions costs (top section, 9 items). At the bottom of the bid sheet, the subtotal is then multiplied by a General Requirements multiplier (line 76). Is this not redundant? For this task order, and those in the future, are we to account for General Conditions as direct costs or as part of the General Conditions multiplier?

The bid sheet will be filled out according to the format per the Chavez EDA project. The future task order bid sheet will have the same CSI division listing and the IDIQ contractors will be responsible for the itemized cost breakdown per the requirements of the scope. The General Conditions would be listed as a direct cost with the percentage fee applied under the sub-total construction cost.

24Q. Section II.B. Proposal Format, states “Proposals shall not exceed 60 pages”. Does the page limitation apply to both volumes combined?

The 60-page limit is only applicable to Volume 2.

25Q. Under II.C. Price Proposal, it indicates that performance and payments bonds are required to be submitted with the proposal. Performance and Payment bonds can only be submitted after award. I assume this to read bid bond?

26Q. Under Tab E – Do you only expect to find SF 24 Bid Bonding document for Task Order project, and no bid bond for the IDIQ.

Provide the SF 24 Bid Bond under TAB E only.

27Q. Tab H - Do you expect to see a certain format for discussion of Past Performance Projects, or a running narrative? Other than completed with three years, the only guidance provided is information submitted by the Offeror indicating completion of projects of similar size, complexity, and scope.

Offeror will provide a running narrative for each of the submitted past performance information.

28Q. The RFP requirement is for x projects completed within the last 3 years. In addition to providing completed projects, may the offer submit and receive credit for a project which is 90% constructed, longer than a calendar year in construction, and due for completion within the next 60 days, and a PPQ can be provided from the client.

Submit project completed within three (3) years prior to issuance of the solicitation.

29Q. Are all pages of Volume 1 (the Price Proposal) excluded from the 60-page limit?

The 60-page limit is only applicable to Volume 2.

30Q. In Volume 2, in addition to the PPQs being excluded from the 60-page limit, are the Proposal Cover Page, Table of Contents, List of Exhibits, List of Acronyms, tabs, and title pages excluded from the 60-page limit?

Only the cover page and project photos are excluded from the 60 page limit per the solicitation.

31Q. Would GSA consider extending the projects/past performance that can be included in this proposal to include projects which have been completed in the last 5 years rather than in the last 3 years to enable the Offeror’s to show greater scope?

Within three (3) years per the solicitation.

32Q. Can the Offeror include projects that are “substantially complete,” that is, 75 or more percent complete?

Submit projects completed within three (3) years prior to issuance of the solicitation.

33Q. How many amendments have been issued to date? Amendment 0010 is the only Amendment which was included with proposal materials.

Amendment 001 is the first issued against the IDIQ solicitation.

34Q. With the site visit conducted only last week, would GSA consider extending the due date for RFI and proposal questions until this Friday, May 11 COB to enable more review of drawings, specifications, and proposal documents?

All questions for the IDIQ MACC and Chavez EDA Seed project were due by Monday, May 5, 2014. The solicitation proposal due date extended one to Wednesday, May 21, 2014 by 3 PM

MST.

35Q. Factor 1 and 2 in the technical proposal submission requirements mentions past performance of the offeror as the general contractor. Will the government consider past performance of a teaming partner and key subcontractor in accordance with FAR 9.601 (b)?

Submit past performance of the Offeror as the General Contractor per the solicitation requirements.

36Q. For Factors 1 and 2, will projects and subsequent past performance of the successor and sister divisional/affiliated company be allowed and considered relevant?

Submit past performance of the Offeror as the General Contractor per the solicitation requirements.
