PBS National Measures Last Updated: 02/04/2011
Welcome to PBS National Measures. The measures dashboard on this page shows how well we are meeting our FY 2011 Linking Budget to Performance (LB2P) goals. Each green dot indicates where we are succeeding. The status is updated monthly, quarterly or yearly depending on the specific LB2P goal.
Please click on a measure or region below for more performance details.
ARRA Outlays
Measure of the timely execution of American Recovery and Reinvestment Act projects. Keys for success:
Advance purchases of goods and materials when economically advantageous.
Utilize Outreach Call Center to call recipients who should have accomplished work already, but who have not yet submitted an invoice Provide access to better real-time data so response time on issues is shorter.
Report ARRA invoices older than 15 days
Lease Replacement by Dollars
Measure of the percent of expiring leases replaced with succeeding or superseding leases, or terminated. Keys for success:
Timely processing of lease transactions - this is a "easy win".
As soon as possible, review all expiring leases for the upcoming years, including the current year, and develop a work plan to meet either the dollar or transaction goals (or both goals) for the measure, while taking into consideration customer and other priorities, as well as what the region can realistically accomplish.
Use the National Brokers contract to fully leverage in-house staff to meet or exceed the national targets for the Productivity Measure.
Lease Replacement by Count
Measure of the percent of expiring leases replaced with succeeding or superseding leases, or terminated. Keys for success:

Project Delivery
Measures timely project delivery of prospectus-level capital projects, prospectus-level recovery projects and under-prospectus small projects by project teams. Assessment of the timeliness of project delivery by measuring the percentage of projects substantially completed within an acceptable range around substantial completion date or estimated rent start date.
Adherence to the Small Projects Delivery System model that define the six phases of successful project management
Adoption of the ten gPM principles for Project Management Increased customer engagement throughout the project Punctual project delivery is a Project Team measure. It is critical that project manager, contracting, budget, operations, and customer team members work together as mutual stakeholders towards timely project completion
Energy Reduction
Measure of GSA’s reduced energy consumption. By law, GSA must reduce energy consumption by three percent annually as measured by British Thermal Units (BTU) per gross square feet from the 2003 baseline. Keys to success:
Identify strategy to purchase electricity from a renewable source.
Regions integrate Energy Usage and Analysis System reporting capabilities into its property management decision making.
Maximize operations of combined heat and power plants Actions to install advanced energy meters and plans to integrate these meters into
Energy Division centralized software (ION EEM) Use advanced metering information for more efficient building operations and energy procurements.
Funds from Operations (Owned)
Measures PBS’ revenue less expenses (excluding depreciation) for owned buildings for all fund 192 transactions. Keys to success:
Completing projects on schedule and within budget Backfilling vacant space Outleasing space if appropriate Making disposal projections Managing asset expenses throughout the year Increased customer engagement throughout the project Collecting on all RWAs for above standard services
Funds from Operations (Leased)
Measures PBS’ revenue less expenses (excluding depreciation) for owned buildings for all fund 192 transactions. Keys to success:
Completing projects on schedule and within budget Backfilling vacant space Outleasing space if appropriate Managing asset expenses throughout the year
Increased customer engagement throughout the project Collecting on all RWAs for above standard services
Customer Satisfaction Survey (RTS)
Measure of customer satisfaction with fundamental components of a realty transaction or project. Satisfaction is defined and measured by the average percentage of top two box scores, ie: scores of 4’s and 5’s from a scale of 1-5, for all questions in the survey with the exception of the Overall Satisfaction question. Keys to success:
Review results and verbatim comments carefully from previous year survey.
Implement policies and procedures that will address specific complaints from customers.
Water Reduction
Measures water reduction for Federal Buildings as mandated in the Executive Order 13423 and expanded in EO 13514. Energy and water legislation requires GSA to reduce water consumption by two percentage points (2%) annually as measured in Gallons per Gross Square Feet over the 2007 baseline achieving a total 26% reduction by 2020. Keys to success:
Achievement of milestones in Section 432 of the Energy Independence and Security Act of 2007 for covered facilities previously identified by the Energy Division for your region by June 2010 which includes completing energy and water evaluations in 25% of covered facilities and submit for funding previous year evaluation findings.
Make use of Energy Usage and Analysis System reporting capabilities to re-view water usage to find potential anomalies and focus areas.
Use advanced meters to assist in verifying water billings from Water Company.
Tenant Satisfaction Survey
Measure of PBS’ tenants that are highly satisfaction. Each year PBS surveys the tenants in one third of the GSA owned and leased buildings. The TSS ranks tenant satisfaction from 1 to 5.
Four and 5 values are summed and divided by all values from 1 to 5 to gage the percent of highly satisfied tenants. Keys to success:
Collaboration across the regions and the sharing of Best Practices Strategic planning to specifically address the results of prior surveys
Waste Diversion
Measure of the diversion of solid waste from landfills as outlined Executive Order 13514. Keys to success:
Requesting waste generation and recycling data from waste haulers or custodial contractors
Maintaining accurate records in an accessible manner Educating tenants about building recycling programs
