Additional Questions for GS05P15SID0009 - Elevator Maintenance Services
5. Under B5. Note to Offerors
a. Include all costs for emergency call-back service during normal working hours, overtime services, and maintenance and testing work specifically identified in the solicitation to be performed outside normal working hours, in the price per month for basic services.
Our question is that is the intent of the verbiage to provide only call-back service during normal hours.
Overtime services, maintenance and testing work is intended to be performed outside the normal working hours of the buildings (which would be outside 6AM-6PM)?
i.e: If the elevator contractor had a car shut down and a maintenance repair was needed, such as replacing a soft start on a hydraulic elevator which took 4 hours total to complete. Is it the expectation of the GSA that 4 hours of maintenance would be performed after hours to make up for time spent on a maintenance repair which was completed during the 8 hours onsite.
The same question would apply for any and all maintenance, as the section reads. Is maintenance only to be performed outside the normal working hours?
Answer: The intent of the above reference verbiage is to provide all items (emergency call back during normal working hours, overtime services, etc.), as stated, as being included in the price for the monthly basic service. Normal working hours would be between 6:00 A.M. to 6:00 P.M.
In the example stated, please remember the contactor is responsible for maintenance irregardless of the time performed because it’s part of the monthly service; therefore, this means there’s no additional cost to the government.
6. In regard to Page 3, the current pricing for the locations. Can you please specify the current number of required hours for each location? i.e. Metcalfe 8 hrs Mon-Fri
Does your answer mean that the referenced current pricing on page 3 that the GSA is paying for Location 1 and 2 and Locations 3 and 4 are the same number of hours included in this bid ….meaning the bid requires 8 hrs minimum for Locations 1 and 2 daily and 8 hrs is what the current referenced price is for.
Answer: The 8 hours listed is a minimum requirement which includes on-site presence and service calls.
7. We have noticed that the Metcalfe escalators have been added to this solicitation. Please be advised the escalators are 100% proprietary equipment by Kone Elevator.
Additional Questions for GS05P15SID0009 - Elevator Maintenance Services
ANSWER: The escalators are not proprietary equipment; however, GSA will provide a manuals and the software tool. All other items are provided by the vendor.
Also, please note that page 3 lists Location 5 billing at $23,193.43. We would like to ask for clarification noted that this current monthly price excludes the escalators and includes only the elevators.
ANSWER: Yes, the current price is for the elevators only. Escalators are currently under warranty.
Also please see Page 144 of the Solicitation wherein the escalators are incorrectly described in Location 5 are listed as “Otis” when they are actually “Kone” and are not A/C Geared Machines.
ANSWER: Amendment 02 will address this issue.
