Various Locations State of Michigan

The following is a list of the Questions and Answers from the Pre-proposal conference for GS-05P-11- SV-D-0042 on 10/24/2011.

1. On the Solicitation Price Schedule document, why is the Non-Schedule Hours Price Schedule Total less for than the Standard Hous Price Schedule Total considering Non-Standard Hours are usually priced at a premium?

ANSWER: It is anticipated that 70% of the work will be performed during standard building hours and 30% will be performed during other than standard building hours.

2. Any dollar amounts to be submitted with proposal?? -

ANSWER: No. Offerors are not to submit any proposals with dollar figures in it. Offerors are to submit the Attachment to the SF1442 - Proposed Percentage Factors form which the Government will use calculate the offeror’s total evaluated price and subsequent Award Line Item Prices upon Award.

3. Does the line item price awarded stay the same regardless of number of units ordered on any individual task order? ie, whether 1 or 100 units is ordered.

ANSWER: That is correct. The negotiated line item unit price at award are not adjusted on an order to order basis based on quantity ordered. Contractors can always provide a price reduction in line item unit pricing.

4. Is there an incumbent? Yes (incumbent contractor information will be shared in a separate document)

5. How were quantities determined on the Solicitation Price Schedule?

ANSWER: Quantities were estimated using past data regarding units ordered and estimated quantities based on potential future needs. These quantities are only estimates and may vary by any amount. Under this contract, there is no guarantee that the estimated or any quantity of a particular item will be ordered.

6. How were actual line item unit costs determined?

ANSWER: These unit costs were determined using various data inputs including but not limited to material, labor, and geographic location.

7. The estimated range of the contract is $5,000,000-$10,000,000 Million. What does this number indicate?

ANSWER: The estimated range was calculated by multiplying the estimated quantity for standard hours for each line item by the standard hour line item cost estimate (per unit), adding that to the result of multiplying the estimated quantity for non-standard hours for each line item by non-standard hour line item cost estimate (per unit). The resulting total estimate amount for each line item is then summed together to produce the Price Schedule Total for the base year for each zone. Then, the Price Schedule Total for the base is added to the total for each option year and the result produces the estimated range of $5,000,000 to $10,000,000 per zone. However, there is no guarantee of any work under this contract with the exception of the minimum guarantee.

8. After contract award, how do you determine which firm receives an order?

ANSWER: Generally, a scope of work and or drawings and other task order contract documents are sent to each contractor awarded a contract for the zone in which the work is to occur. The contract document stipulate various methods that the Government may use to actually determine which contractor may received a task order (see pages 24-25 of the C101).

9. How many contracts will be awarded per zone?

ANSWER: It is anticipated that 4-6 contracts overall will be awarded, with 1-2 contracts being set-aside for 8(a). The actual number of contracts per zone will vary greatly depending on the number of proposals submitted for each zone and whether the proposals submitted are deemed to be best value to the Government based up on the evaluation criteria specified in the C201. Per page 12 of the C201, the Government may reject any or all proposals if such action is in the Government’s interest.

10. With respect to the reference numbers in front of the line item descriptions in the Solicitation Price Schedule, line item 1001 has no reference in appendix B of the Technical Specifications. Can you clarify this?

ANSWER: The process discussed earlier in this meeting discussed the process for ensuring all aspects of the line item requirements are understood. This is accomplished first by reading the line item description on the Solicitation Price Schedule, then referencing Appendix B - Supplementary Conditions of the Technical Specifications, ensuring the proper measurement technique is used to price the line item and also utilizing the description for the type of work in the other applicable divisions in the Technical Specifications.

There may not be supplementary conditions for all line items located within Appendix B, but it is important to verify if any supplementary conditions apply. The answer to the question is that it simply does not appear that there are any supplementary conditions located in Appendix B for this line item.

11. Is the maximum limitation for the one year contract term per zone or per contract?

ANSWER: Per page 19 of the C101, the answer is per contract.

12. Can you provide Attachment A in word format?

ANSWER: Yes.

13. If I was/am part of a Joint Venture on a previous project, can I submit past performance for that project?

ANSWER: Offerors may submit past performance on a Joint Venture project as long as they were acting as the prime contractor for the project.

14. Are task orders issued as lump sum or line item?

ANSWER: This depends on each individual task order. The pricing methodology will be included in the task order RFQ/RFP.

15. How is access to the buildings and the use of multiple dumpsters handled given the potential for multiple contractors to be working in the same building at the same time?

ANSWER: Each building can have circumstances which can dictate what is and what is not allowed during any particular time. For example, this could depend on any high profile court cases, security requirements, agency requests etc Currently, there is only one building where dumpster access is provided, the Patrick V. McNamara Federal Building. However, this may not always be the case and is most likely subject to change. Therefore, for the purposes of this solicitation, everyone is on equal footing with respect to the fact that there are no guarantees of dumpster access or any certainty of location for temporary dumpsters.

16. Can foreign customers be used as a past performance reference?

ANSWER: Yes.

17. The solicitation states that the Bid bond at award is for 20% of maximum ordering limit of $500,000? So should be $100,000?

ANSWER: Correct. Additionally, payment and performance bonds are required after award. Please refer to the C201 for these bond requirements.

18. It is stated that the Government can use information for past performance from multiple databases (PPIRS etc). Is this going to be done?

ANSWER: Yes.

19. Will there be additional bonding required all task orders if a contractor already has orders outstanding totaling more than the $500,000 threshold?

ANSWER: Additional bonding may be required and would be specified in the task order.

20. If we have experience that is more than 5 years old, can we use it?

ANSWER: Yes. There are no time restrictions on experience. However, Past Performance references, in order to be considered relevant, must be for projects completed no more than 5 years from the closing date of the solicitation.

General Statements Made During Conference

1. Attendees were informed not to use award of an IDIQ contract as a customer reference for past performance since the basic IDIQ contract is not a specific project. This information can be used as experience information, but not as a past performance reference. The Government is looking for a specific project with contact information for a single person.

2. Please note that the waste form located in Section 01 74 19 of the Technical Specifications is to be submitted with each payment request for all task orders issued underneath the contract.
