Welcome to the pre-proposal conference for the multiple-award IndefiniteDelivery/Indefinite Quantity (IDIQ) Construction Contract that will serve various locations in the State of Michigan, specifically the following counties: Macomb, Oakland, St. Clair, Wayne, Calhoun, Jackson, Washtenaw, Bay, Chippewa, Genesee, Ingham, Kalamazoo, Kent and Saginaw counties.

Please be sure to sign the sign-in sheet at the conclusion of this conference, if you haven't done so already.

My name is Jerrud Parker, and I am the Contract Specialist for this acquisition. At this time I ask that all Government personnel introduce themselves and briefly explain your role in this procurement.

This contract is for a Multiple Award IDIQ contract for repair and alteration construction services. The ensuing contracts will be for the continued servicing of Government owned and leased facilities throughout the entire State of Michigan

2) CONFERENCE PURPOSE

The purpose of this conference is to provide potential offerors with general information about the solicitation. It is not intended to be a comprehensive description of all requirements of the solicitation and subsequent contract, but to describe the requirement, highlight some specific sections of the solicitation, review the source selection procedures, and discuss the security requirements that will be required of the successful awardee. Please be advised that anything discussed at this conference shall not be interpreted as binding, as only the contents of the Request For Proposal (RFP), and all subsequent amendments, posted to FedBizOpps are binding. To the extent there are any inconsistencies between this briefing and the contract solicitation, the contract solicitation governs.

At the end of the meeting, we will open the meeting to record any questions you may have, and we will provide oral responses to those questions to the best of our ability.

Any oral responses to oral questions during this conference shall not be construed as an official answer. All questions presented prior to, and during, this meeting, as well as the official answers, will be documented in writing via an official amendment to the solicitation that will be posted on fedbizopps (fbo.gov) on or about Friday, October 28, 2011. The minutes and sign-in sheet of this meeting will also be posted to FBO.gov.

Any questions following the conclusion of this meeting must be submitted in writing to the Contract Specialist, Jerrud Parker, at jerrud.parker@gsa.gov. The deadline for submitting questions is Noon EST on Tuesday, November 1, 2011. Should any additional questions be submitted, one final amendment listing all submitted questions and official answers will be issued no later than Monday, November 7, 2011. This will allow all interested parties sufficient time to review the information in order to submit a proposal by the solicitation closing date of 11:00 AM EST on Monday, November 14, 2011.

3) SOLICITATION OVERVIEW

● It is the offeror's responsibility to monitor the FedBizOpps website for updates to the RFP that have been issued through an amendment. To date, no amendments have been issued to the original solicitation. All proposals submitted must acknowledge all amendments to the solicitation in Block 19 of the SF1442 or by signing each amendment in Blocks 15a - 15c and returning with your proposal. Failure to do so may result in the disqualification of the offer as being non-responsive.

● This is a negotiated procurement, therefore, there will not be a public opening of the offers received. Also, contractors cannot obtain the number of offers received or pricing associated with any offers received.

● This will be an IDIQ contract. The delivery orders issued against this contract will be Firm-

Fixed Price. Unit pricing for all years of this contract will be in effect as awarded per each successful offeror's final proposal. No economic price adjustments are available for this contract, so all offerors must account for anticipated cost of labor and materials for all years covered by the contract in their price proposal.

● What is anIDIQ contract? An IDIQ contract allows the government to acquire an indefinite quantity, within stated limits, of supplies or services during a fixed period, with deliveries or performance to be scheduled by placing orders with the contractor.

● How is it used? Ordering Officials/Contracting Officer's issue a Request For Quote

(RFQ)/RFP against the IDIQ contract. Based on the government's requirements, the firm submits their quote/proposal using the line item prices and/or lump sum pricing.

● The period of performance is one year, with four one-year options, for a potential total period of five years

● Performance and Payment Bonds –C101, page 23, 100% of maximum ordering limitation, $500,000.

● Liquidated damages – as stipulated in the C101 – The Agreement.

● Insurance Coverage –C101, Page 13 - Paragraph III.A.12

● The contract is divided into three zones: Zone 1, Zone 2 and Zone 3.

Estimated unit price for standard and non-standard hours and the estimated quantity of each Line Item to be ordered for standard and non-standard hours for the base year.

● Technical Proposal:

Past Performance: Past performance is relevant information regarding an offeror’s actions under previously awarded contracts. Offeror shall submit references (a person or persons who may be contacted regarding the quality of the Offeror’s past performance) for comparable projects substantially completed within the last five (5) years. The Offeror must provide a Past Performance Reference Sheet for each reference.

The criteria which relevant past performance will be rated on includes the offeror’s compliance with the terms and conditions of the contract; overall quality of performance, record of conforming to contract requirements and to standards of good workmanship;

the offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness of management; the offeror’s history of reasonable and cooperative behavior and commitment to customer satisfaction, including the offeror’s business-like concern for the interest of the customer; and the offeror’s overall performance on their contracts. This information will be obtained through feedback from the offeror’s customers. To be relevant, past performance information must be provided for contracts that are similar (or greater) in terms of the relevant past performance criteria listed below. The contracts submitted may have been governmental (federal, state, or local) or private sector contracts.

Past performance will be considered relevant if it meets all of the following criteria:

1) If this is a completed contract, the contract was completed no more than five years from the closing date of this solicitation.

2) If this is a current contract, it is at least 90% complete from the closing date of this solicitation.

3) The contract was for Space Alterations, Repair and Construction that demonstrates multiple disciplines of work.

4) The offeror performed the project as the prime contractor.

The Offeror must demonstrate successful experience as a General Construction Contractor responsible for handling simultaneous projects of various price ranges, trades and geographical locations in occupied and functioning office buildings or similar spaces. 6) EVALUATION AND METHOD OF AWARD

○ This is a source selection procurement with three evaluation factors: (1) Past Performance, (2) Experience and 3) Total Evaluated Price. Past performance and experience are significantly more important than total evaluated price.

○ The Government intends to award 4-6 contracts, 1-2 of which will be set aside for 8(a) business concerns, resulting from this solicitation.

○ Offers received from 8(a) business concerns will only be evaluated against other offers from 8(a) business concerns.

○ All awards made under this solicitation will be made to companies who qualify as a small business under NAICS code 236220, Commercial and Institutional Building Construction. The small business size standard under this NAICS code is $33.5 million.

○ Offerors may submit a proposal for any single zone or any combination of zones. Offerors who submit an offer for Zone 1, Zone 2, and Zone 3 will have each zone evaluated independently of each other.

○ The Government intends to award a contract or contracts resulting from this solicitation to the responsible offeror(s) whose proposal(s) represents the best value after evaluation in accordance with the factors and subfactors in the solicitation.

○ The Government anticipates awarding a multiple award contract under this solicitation.

However, the Government may reject any or all proposals if such action is in the Government’s interest.

○ The Government intends to evaluate proposals and award a contract(s) without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Should discussions be deemed necessary, the Contracting Officer may establish a competitive range of the most highly rated proposals.

○ The percentage factors submitted by the Offeror shall be applied to the Base Year Price Schedule Totals for each applicable zone shown on the Solicitation Price Schedule.

Proposed Prices shall be calculated for the Base and each Option Year as described in the C201, Section V.E. The 5-year total will be the total evaluated price. We will walk through the example in the C201, Section V.E. later in this meeting.
