Question and Answers

Question #1: I wanted to know if you would be able to forward me the details/information of the previous winning elevator maintenance bid.

Answer #1: Please be advised that the scope of work for the incumbent elevator contract is different than the scope of work for this contract. Elevator services at Erie is part of the O&M contract, and as such the pricing for elevator services will not be provided here. The overall price for the O&M contract is answered in another question. Pricing information for the incumbent elevator contract for Moorhead and Weis is as follows:

GS-P-03-11-CD-5022: $208,860.00 (current option year, annual price)

Question #2: Would it be possible to get a list of Vendors who are bidding on this so we may contact them and provide our number to them?

Answer #2: The sign-in sheet from the preproposal meeting was published in amendment number 01.

Question #3: Is this contract an AbilityOne contract?

Answer #3: No.

Question #4: Can a Non-profit entity like Goodwill Keystone Area apply for this contract?

Answer #4: Any entity can propose as long as it meets the small business and NAICS requirements.

Question #5: Any information on the solicitation package/process and the timeline for submitting proposal for the contract

Answer #5: Please read the solicitation found at FBO.

Question #6: Will there be a recorded information on the pre-proposal conference, or online document pertaining to the same?

Answer #6: No recorded information will be provided. The sign-in sheet from the preproposal meeting was published in amendment number 01.

Question #7: Please provide any other relevant details that our organization needs to be aware of in order to respond to the contract

Answer #7: All relevant details are included in the solicitation package, subsequent amendments, and posted the Federal Business Opportunities (FBO).

Question #8: On page 275 of the solicitation, as part of the Contractor's Responsibility Questionnaire, Paragraph G, Experience Data & References, asks the contractor to “provide the following data for all projects with similar (or higher) dollar values and scopes of work, either currently in progress or completed within the past 3 years. If you cannot provide at least 5 projects that meet this criteria, provide a list of all projects completed within the last 3 years.”

However, Under Technical Evaluation Factors, paragraph L.12.1.b on page 289, offerors are requested “to submit a detailed descriptive listing of three (3) projects at a minimum and five (5) projects at a maximum performed within the past seven (7) years that are similar in nature to the one described in this solicitation.” The first asks for contracts completed within the last three years and the second asks for contract performed (i.e., not necessarily completed), within the past seven years. Which standard will the Government be using? Please clarify.

Answer #8: The first statement asks for “in progress or completed” with the second statement asking for “performed”. Performed is understood to include either in progress and / or completed and so the two are considered consistent, with no requirement for the project to have been “completed.”

Question # 9: Is there a deadline for RFIs?

Answer #9: July 29, 2016

Question #10: Paragraph L.10.1 states "The technical proposal shall be separately bound from the price proposal and shall not contain any price information. Each part must be fastened or bound together. Proposals shall be submitted typed on non-reduced 8-1/2” x 11” pages using font size 12 with 1” margins on all four sides. Any forms and charts shall be clearly labeled and referenced and are not subject to the font size limitation. The Government encourages the Contractor to print the proposal double-sided so as to be environmentally friendly and save paper. Each side of paper with print is considered one page of text." We have several questions in connection with this paragraph:

a. L.10.1 clearly refers to hard copies> However. L.10.4, Number of Copies, states “Submit one electronic submission on a flash drive.” There is no mention of hard copies.

Does the Government want hard copies, electronic copies, or both? Please clarify.

b. Is organizational data in the headers and footers (e.g., page number, company name, solicitation number) exempt from the font size 12 requirement established in L.10.1?

Please clarify

c. Will an 11"X17" sheet be permitted for an organization chart? If so, will it count as one or two pages? Please clarify.

d. Will price proposal documentation (spreadsheets, etc.) will be excluded from the 12 point font requirement and/or the 8½x11 requirement?

Answer #10:

a. GSA will accept either hard or electronic copies. Please ensure electronic copies are separated out to two files. One file for price proposal and one for technical proposal.

b. No

c. 11X7 foldouts are acceptable only to be used for your organization chart in order to present that information in a more legible way. This will be counted as one page.

d. Yes

Question #11: Paragraph L.10.3 states "With respect to the Management Plan, there is a size limitation of one hundred (100) pages. This limitation is not intended to imply the Government is expecting proposals to be of a particular length. Instead, offerors are encouraged to make their proposals only as voluminous as is necessary to respond to the preparation instructions set forth in the solicitation."

a. Are the title/cover page, table of contents, listing of figures and tables, and like organizational elements, excluded from the 100-page page limitation? Please clarify

b. If a printed copy as well as an electronic copy of the proposal is required, are tab dividers excluded from the page limits?

Answer #11:

a. No, these items are considered to be part of your proposal package.

b. Yes, tab dividers will be excluded

Question #12: Will GSA provide the equipment lists for each location in excel format?

Answer # 12: Yes. Updated equipment inventories in excel format have been provided in the supplemental bidder’s library associated with this amendment.

Question #13: What is the current value of the contract?

Answer #13: Please be advised that the scopes of work for the incumbent contracts are different than the scope of work for this contract. Pricing information for the incumbent contracts is as follows:

Question #14: Can you provide a current seniority list for personnel?

Answer #14: No

Question #15: Please provide a list of current subcontractors being used?

Answer #15: GSA cannot provide this information.

Question #16: Are 11x17 foldouts allowed for the technical proposal?

Answer #16: 11X7 foldouts can only be used for your organization chart in order to present that information in a more legible way.

Question #17: How many copies of the Technical and Price Proposal should be submitted?

Answer #17: 1

Question# 18: Are there any on site staffing requirements for the buildings?

Answer #18: The Government is not prescribing staffing. Please refer to C.8.1 Minimum Staffing and Ability to Communicate

Question #19: Are electronic signatures acceptable?

Answer #19: Yes, electronic signatures are acceptable

Question #20: Has the scope of the new contract changed significantly over the existing one?

Question #21: Please provide the square footage for each building.

Answer #21: Square footage of buildings is included in the solicitation.

Question #22: Please provide Electronic Offer Sheet in an editable format.

Answer #22: A revised electronic offer sheet is provided in the supplemental bidder’s library associated with this amendment. Issues raised have been addressed. The electronic bid sheet is intended to be locked, with only the yellow blocks being editable. Please provide your proposed price in the structure of the bid sheet.

Question #23: Pages 166 – 241 are blank, is that intentional?

Answer #23: Pages 166-241 were provided in the amendment 0001.

Question #24: Will single line or one line drawings of the switchgear be available for all locations listed in the documents for the electrical testing and maintenance portions?

Answer #24: Government will not be providing single line drawings at this time. Any drawings available to the Government will be made available to the Contractor upon award.

However, the Bidder’s Library has been updated to include previous years electrical switchgear testing information (if available). See also answer number #53.

Question #25: Per information gained at the site visit, the Moorehead Building is maintained by Wilson 5; the Joseph F. Weis Building is maintained by Raven Services; and the Erie Complex is maintained by Crockett Services. Are there any other prime contractors for the other, smaller buildings, such as the Social Security Offices? If, so, please identify those prime contractors.

Question #30: Please provide the current contractor pricing for the basic services portion of the contract for the following buildings:

Question #33: How many roof anchors are located on the roof of the Joseph F. Weis, Jr.

U.S. Courthouse?

Answer #33: Roof anchors for each facility is as follows:

No anchors in Erie 29 anchors at Moorhead. Last inspected 8/2015 32 anchors at Weis. Yearly inspections have been performed on these anchors. They will be inspected again in September of 2016.

Question #34: Please identify whether the existing water treatment systems contain coupon racks or corrosion monitoring systems.

Answer #34: Corrosion monitoring equipment currently installed is as follows:

Moorhead: Moorhead has 5 coupon racks. Three for the chiller towers and two for the heat exchangers in 2B. All the cooling towers at Moorhead have dry treatment systems (conductivity) this includes the main cooling tower loop, the glycol loop and the refrigeration (cafeteria) loop.

Weis: Has coupon racks for Chilled water loop system, heating system, and the condensing water loop system

Erie: Coupon racks are in place for the cooling tower loop currently.

Question #35: Please confirm that there are no further collective bargaining agreements in place other than the elevator agreement provided in amendment 001.

Answer #35: There are no other CBA’s in place.

Question #36: Please confirm that the proposal due date is August 15th and not August 1, 2016 at 4pm as stated in block 9 SF33.

Answer #36: The proposal due date was August 15, 2016. A revised SF33 is included in this amendment to reflect the new proposal due date.

Question #37: Please provide the nameplate data for the emergency generator we saw while touring the Moorhead Federal Building, as it was not listed in the equipment inventory.

Answer #37: Updated equipment inventories have been provided in the supplemental bidder’s library associated with this amendment.

Question #38: Reference: RFP, L.12.1, COVER WORKSHEET FOR SUBMITTING

Discussion: Both versions of the Cover Worksheet in the RFP (Pages 230 and 246) have margins less than one inch and fonts less than 12. If submitted in either version as is, the Cover Worksheets would be noncompliant with the RFP instructions. Further, Section L.7.

INCONSISTENCIES IN SPECIFICATIONS prohibits offerors from modifying, in any way, shape, or form, any documents, printed or electronic, associated with this solicitation.

Question: Does the cover sheet count as a “form” per paragraph L.10.1 of the RFP so that the font size can be less than 12?.

Answer #38: If GSA furnishes you with a coversheet it is not necessary to change formatting. Please fill out the worksheet as provided.

Please fill about the GSA provided worksheet as is. Changing fonts and margins is not necessary or recommended.

Question #39: Reference: RFP, L.12.1, COVER WORKSHEET FOR SUBMITTING

INFORMATION ABOUT PRIOR EXPERIENCE

Discussion: Both versions of the Cover Worksheet in the RFP (Pages 230 and 246) have margins less than one inch and fonts less than 12. If submitted in either version as is, the Cover Worksheets would be noncompliant with the RFP instructions. Further, Section L.7.

Question: Can the Cover Worksheets be submitted as images embedded on margin compliant pages?

Answer #39: Offerors will not be penalized for using Government prescribed forms.

These standards are put in place so that packages are consistent and so offerors do not submit packages of very very small print and no margins in order to include more content. Please complete and submit the worksheet provided in the solicitation as it is provided.

INFORMATION ABOUT PRIOR EXPERIENCE

Answer #40: The cover worksheet is an item provided by GSA. The formatting of items GSA has provided to you should not be altered.

Question #41: Reference: RFP, L.12.1, COVER WORKSHEET FOR SUBMITTING

INFORMATION ABOUT PRIOR EXPERIENCE

Discussion: The Cover Worksheets provided in the RFP are shown to be one page. In order to provide all the information requested we may need more space.

Question: Is it acceptable for the Cover Worksheets to be more than one page in length?

Answer #41: The cover worksheets are one page in order for you to provide a summary of your projects. If an attachment is required to provide all of the buildings and the square footage of those buildings, please do. However, no other information besides building names and square footage should be included in that attachment page . The cover worksheet is intended to show a summary of projects. More information about projects can be provided in your technical proposal.

Question #42: Reference: RFP, L.12.1, COVER WORKSHEET FOR SUBMITTING

INFORMATION ABOUT PRIOR EXPERIENCE

Discussion: On one of our contracts, we provide Facilities Engineering, Operations & Maintenance Services in support of over 200 structures. The Cover Worksheet asks offers to provide individual building and cumulative square footage. Including the square footage for all structures would cause the worksheet for that contract to be several pages long.

Question: For contracts with 10 or more buildings, can offerors provide cumulative square footage as well as square footage for the 10 largest Buildings?

Answer #42: Please follow the instructions provided on the cover worksheets. This sheet is meant to be an overview of projects. If it is absolutely necessary to attach an additional page to include all buildings and square footage, please do. No other information should be included on the attachment page.

Question #43: Reference: RFP, L.1 INSTRUCTION TO OFFERORS and L.10

FORMAT OF PROPOSALS AND SUBMISSION REQUIREMENTS

Discussion: Both sections L.1 and L.10 list the files to be submitted. L.10 indicates that a technical and price proposal are to be submitted. Neither section provides guidance on file types, format or the number of files to be submitted.

Question: Will the Government please specify the file type/format for:

Answer #43: PDF files for all the above. Technical and price proposals must be two separate files or bound separately. Please provide these in standard format (PDF or Excel for the Offeror sheet).

Question #44: Reference: RFP, L.1 INSTRUCTION TO OFFERORS and L.10

FORMAT OF PROPOSALS AND SUBMISSION REQUIREMENTS

Discussion: Both sections L.1 and L.10 list the files to be submitted. L.10 indicates that a technical and price proposal are to be submitted. Neither section provides guidance on file types, format or the number of files to be submitted.

Question: Does the Government desire that all Pricing forms be submitted in a single file and that all Prior Experience documents be submitted in a single file?

Answer # 44: Please see section L 10 of the solicitation. Technical and price proposals should be bound separately. If you plan on submitting an electronic proposal, please submit in two separate electronic files or documents. If you would like, you can label on folder or document “Price Proposal” and one folder or document “Technical Proposal.” GSA advises if you are submitting an electronic document to submit it as a PDF, which is usually standard for professional documents.

Question #45: Solicitation provides GSA Form 527 (Rev 3-99) that expired 1/31/2005.

The current GSA Form 527 is Rev 10/2015 that expires on 9/30/2018.

Question: Can offerors use the current version to submit the requested information or should they use the expired version?

Answer #45: Please use a GSA Form 527 provided as an attachment to this amendment.

Question #46: Are there any CBA’s that apply to employees at these properties?

Answer # 46: Please see Amendment 0001 which includes the CBA for Elevator Maintenance Services.

Question #47: Ref: Bidders’ Library Equipment Inventories Discussion: The Equipment Inventories (Exhibit 01) for each location should provide offerors sufficient information to estimate the Preventive and Corrective Maintenance requirement for

11 | P a g e A m e n d m e n t # 0 0 3 each location. While the Inventories for Weis and Erie are similar and provide sufficient detail, the inventories for the other locations do not.

Question: Will the Government provide updated inventories for all locations that at a minimum includes: GSA # or PM Guide #, Locations, Equipment nomenclature, Asset #, Manufacturer, MODEL #, SERIAL #, EQUIP TYPE, EQUIP SIZE, Capability (HP, VOLTAGE, AMPS, etc.)?

Answer #47: Yes. Updated equipment inventories have been provided in the supplemental bidder’s library associated with this amendment.

Question #48: Ref: Bidders’ Library Equipment Inventories, Moorhead BOP, SOW Discussion: Verbiage in the SOW (3.36.5) and the Moorhead BOP (2.4) indicate that there is at least one emergency generator at that location. The Moorhead Equipment Inventory does not list a generator.

Question: Will the Government provide updated inventory for Moorhead that includes the emergency generator?

Answer # 48: Yes. Updated equipment inventories have been provided in the supplemental bidder’s library associated with this amendment.

Question #49: Ref: Bidders’ Library Discussion: Number and type of exhibits provided are not the same for each location. Examples of missing exhibits: No BOP for SSA Greensburg, no Service Calls to Date for Weis, Greensburg and Erie.

Question: Will the Government review the exhibits in the Bidder's’ Library and provide missing exhibits?

Answer #49: Currently, no BOP exists for Greensburg. Service calls for Greensburg are very minimal, maybe one or two calls per month. Service call histories for Erie and Weis are provided in the supplemental bidder’s library associated with this amendment.

Question #50: Ref: SOW C.31.4 Corrosion Monitoring Discussion: SOW requires the Contractor to install coupon racks, or an equivalent electronic monitoring system for corrosion, in condenser water loops, heating hot water loops, and the building main chilled water loop, if not already present. While the verbiage clearly states that the coupon racks become the property of the Government upon installation, it is not clear who bears the cost for the equipment and installation.

Question: Will the Government please confirm that the Government will bear the cost for coupon rack equipment and installation?

Answer #50: The Contractor is responsible for funding and installing coupon rack equipment or equivalent electronic monitoring systems installations.

Question #51: Ref: SOW C.31.4 Corrosion Monitoring Discussion: SOW requires the Contractor to install coupon racks, or an equivalent electronic monitoring system for corrosion, in condenser water loops, heating hot water loops, and the building main chilled water loop, if not already present. If the Contractor is going to bear the cost of coupon for or electronic monitoring equipment and installation, additional information is required in order to accurately price the requirement.

Question: Will the Government please provide a list of all equipment requiring coupon racks, or an equivalent electronic monitoring system for corrosion by location and indicate whether or not coupon racks or electronic monitoring systems have already been installed?

Answer #51: Refer to answer #34

Question #52: Ref: The first page of Section K references a Subsection K.5 SF 28 Affidavit of individual surety.

Discussion: There does not appear to be a section K.5 in the solicitation and the SF 28 form is not provided. Additionally, Section L does not require the submission of an SF 28.

Question: Are offerors require to submit an SF 28? If so, will the form be provided and will section L updated?

Answer #52: Section K5 is hereby deleted in this amendment.

Question #53: When was the last full load testing of switchgear performed?

Answer #53: Full load testing was performed as follows:

-Erie - testing last performed 7/2016 - report included in the supplemental bidder’s library associated with this amendment. Testing was performed by Millennium Facilities Group.

-Moorhead - testing last performed in 2011, report not available - full load testing to be performed by incoming vendor in the first year of performance.

-Weis - previous record unavailable. IR performed in the interim. Full load switchgear testing to be performed by incoming vendor in the 2nd year of performance.

Question #54: When were the last Eddy Current tests done on all chillers by building?

Answer #54: The latest Eddy Current Reports are provided in the supplemental bidder’s library associated with this amendment.

Weis - last performed 3/2013 - to be performed again later this year by incumbent vendor.

Erie - last performed 3/2013 - to be performed again later this year by incumbent vendor.

Moorhead - last performed 4/2011 - to be performed again later this year by incumbent vendor.

Question #55 Who pays for fuel used for generator testing and maintenance?

Answer #55: GSA will cover all fuel costs although the contractor will be responsible for providing Class C certified personnel for receipt.

Question #56: Please confirm if gates, key cards and bollards, if present are the responsibility of the contractor.

Answer #56:

● Rolling garage gates/doors are the responsibility of the O&M (applicable at Erie, Weis and Moorhead).

● Pop up bollards are the responsibility of O&M (applicable at Weis).

● Swinging arm inside the garage is responsibility of O&M (where applicable).

Question #57: Per the High Cleaning requirement, is there a government provided man lift available by location?

Answer #57: No government owned man lifts are available at any of the sites.

Question #58: Morehead and Weis: when were they (Roof Anchorage Points) last inspected and certified?

Answer #58:

Moorhead-8/31/2015

Weis-5/2015 - they will be inspected again this year.

Question #59: Is an Arc Flash Analysis required as part of this contract?

Answer #59; The Contractor shall comply with the contract requirements of Sections C.19 Labeling of Electrical Circuits and C.36.9 Electrical Safety; however, the contractor will not be required to fund Arc Flash Studies and/or actions necessary to come into compliance with the requirements of NFPA 70E.

Question #60: Fire Alarm System Central Station Monitoring:

Answer #74: Computer room UPS systems are the responsibility of the tenant agencies.

Potential offeror’s will be responsible for any UPS systems identified in the equipment inventories provided. Yes, maintaining batteries is considered part of maintenance and is not subject to the repair threshold. Current battery replace information is not available. Offerors should bid accordingly.

Answer #82: The Contractor will be expected to utilize communications equipment as proposed in the initial management plan; however, if new or additional equipment is required then the Government will allow for equitable adjustment to the contract.

Question #85: C.20.1 Section states “The Contracting Officer may, at their discretion, authorize the government’s use of alternate contracted services to investigate and correct an unjustified inability of the contractor to meet the governments’ federally mandated energy goals for a period of 3 or more consecutive quarters. Such action shall be considered corrective for a “failure to perform”, on the part of the contractor, and result in contract deduction for the resultant cost to the government.”

Please clarify what would be considered as “unjustified inability”, as used in the above paragraph.

Answer #85: An unjustified inability would be a situation wherein the Contractor is incapable of evidencing a good faith effort to operate the facilities in an effective and energy efficient manner.

Question #86: C.20.1 If the contractor will be responsible for meeting the federally mandated energy goals, please describe these goals in detail. How close do the facilities come to meeting these goals at the current time?

Answer #86: The current federally mandated energy goals are outlined in EO 13696, Planning for Federal Sustainability for the Next Decade, the primary line ( Sec (a)(1) )of which indicates a 2.5% annual reduction relative to a 2015 established baseline.

*Periods are calculated across the fiscal year.

Posted utility data for these facilities, current through June of FY ‘16, indicate:

● SSA Greensburg is 17% below the same period FY ‘15 and 14.5% below FY ‘03

● SSA Pittsburgh is 18% below the same period FY ‘15 and 28% below FY ‘03

● Weis Courthouse is 19.6% below the same period FY ‘15 and 26.2% below FY ‘03

● Morehead is 9.3% below the same period FY ‘15 and 42% below FY ‘03

Question #87: C.20.1 The statement “Such action shall be considered corrective for a “failure to perform”, on the part of the contractor, and result in contract deduction for the resultant cost to the government.” Please clarify how this deduction is computed. Is it to cover the cost of the alternate contracted services? Does it cover the government’s additional energy costs? Is it a punitive amount?

Answer #87: The resultant cost would be the cumulative cost to the government for labor, administrative overhead and third party services.

Question #88: C.30.3 Control Systems. States that the contractor is responsible for all hardware. Does this include the computer or is this meant for the devices?

Answer #88: The computer and devices should be considered control system hardware until such time as the BAS system is migrated behind the GSA Firewall. At that time, all computers and IP addresses routers and switches will be replaced with government furnished equipment. Such equipment will then remain government owned equipment.

Question #89: C.36.4 Are there any AQMD permits required for any of the facilities?

Answer #89: Please refer to C.36.4 - The Contractor must be familiar with the requirements of the local AQMD, and shall be responsible for obtaining operating permits for boilers, generators and other emissions-producing equipment regulated by the district and making copies available to the COR or designee. In the event of fines or penalties levied by an AQMD, the Contractor may be charged the cost as a performance deduction under the Adjusting Payments clause.

Question #90: C.37.12 Emergency and Standby Power Systems. Section requires the contractor to test, inspect and maintain in accordance with NFPA Standards. This section also requires the contractor to perform a 6 hour, “full load” test annually.

These units all have load banks installed on them that allow them to be tested monthly with a load greater than 30%. This 30% number derives from NFPA 110 Level 1 generator testing requirements.

Under the requirements you must run the generator 30 minutes under a certain operating temperature or at no less than 30% off the KW nameplate for a generator. If you perform this test monthly, NFPA 110 does not require an annual load bank test. It does still require the unit to have a (4) hour test every 3 years at or above 30% nameplate KW of the generator.

The Moorhead Federal Building would be extremely difficult and costly to load bank each year for 6 hours due to where it is located in town and where the generator is located within the building.

Also, typical industry practice and NFPA 110 only call for maximum 80% load during load banking. This section uses the term “Full Load.”

Please clarify if GSA will still require a 6 hour, “Full Load” test annually or if the contractor will be allowed to utilize the load banks that are on-site to do all load bank testing as this will meet the guidelines of NFPA 110.

Answer #90:

IAW NFPA 110 2016 Edition, Section 8, GSA allows the following meets NFPA requirements and will be accepted in lieu of the listed load testing: (1 or 2, AND 3)

1. Monthly testing > 30 minutes @ > 30% load and loading must be sufficient to have the generator meet the manufacturer's minimum exhaust gas temperature

OR

2. Annual testing with > 50% load for > 30 minutes leading into > 75% load for > 1 hour for a total period of not less than 1 1/2 hours consecutive and loading must be sufficient to have the generator meet the manufacturer's minimum exhaust gas temperature

AND

3. 36 month testing with > 30% load for > 3 hours leading into > 75% load for > 1 hour for a total period of not less than 4 hours consecutive and loading must be sufficient to have the generator meet the manufacturer's minimum exhaust gas temperature

*minimum exhaust gas temperature will be specific to the machine and manufacturer, "load" references nameplate KW rating.

Question #91: C.42 Sections mentions a Bobcat front loader in Scranton and fork lift in Allentown. Please clarify.

Answer #91: This section, C.42, is hereby deleted from the solicitation. It was applicable to a different procurement.

Question #92: Please confirm that the current contract price for the Moorhead Federal Building does not include cost of HVAC filters or lamps, GSA pays for these items separately.

Question #97: We understand that the cafeterias in the Moorhead Federal Building and Weis Courthouse are not in use. Is there any relaxation in maintenance frequencies for the cafeteria equipment and the kitchen range hoods and duct systems in these cafeterias, e.g., no requirement for hood and duct cleaning?

Answer #97: Cafeteria closure is temporary. Cafeteria will be in use when new contract begins. Equipment is to be maintained in a serviced and operable condition regardless until such time as it is retired by the government.

Question #98: At the Erie Federal Complex, is there any relaxation in the maintenance frequencies for the vacant Baker Building?

Answer # 98: The building should be maintained as though in an “unoccupied / afterhours” condition with equipment operated and maintained as appropriate.

Question #100: Pg. 49, para C.36.9. C.38.10. The requirement to use only NETA certified employees when working on switchgear is unnecessarily restrictive. NETA is only one of several national accreditation agencies and the GAO has determined that restricting work performance by requiring NETA certification limits competition. In fact, Millennium Facilities Group, the company performing switchgear test and maintenance for the Erie Complex for years, is not a NETA certified company and, therefore, has no NETA certified employees. Request this requirement be revised to require nationally-recognized certifications such as NETA or other credentialing organizations acceptable to the COR.

Answer #100: NETA and or NICET certification standards, where referenced, are to be considered a minimal standard for adequate qualification. Consistent with the GAO ruling(s), alternative nationally recognized certifications evidencing equal or greater competency will be acceptable.

Question #101: Pg. 50, para C.36.16. This paragraph specifies the requirement for inspection of boilers. Are unfired pressure vessels required to be inspected under this contract?

Answer #101: Pressure vessel inspections requirements and frequencies must meet all federal, state and local requirements, whichever proves most restrictive.

Question #102: Pg. 54, para C.37.2. If trained by the fire alarm subcontractor, may mechanics on the on-site staff reset the panels for trouble calls and other routine inspections and adjustments?

Trained contractor personnel will be considered qualified; however, the contractor retains the burden of ensuring the level of training provides an adequate level of competency for safe and appropriate equipment operation.
