What is an Indefinite Delivery/Indefinite Quantity Contract ?
An IDIQ contract allow the government to acquire an indefinite quantity, within stated limits, of supplies or services during a fixed period, with deliveries or performance to be scheduled by placing orders with the contractor.
How is it used ?
Ordering Officials/Contracting Officers issue request for proposal (RFP) against the IDIQ contract. The RFP is then competed among the competing firms within the IDIQ contract. Based on the Government requirements, firms then submit their proposals using the line item prices and/or lump sum pricing. Firms can position their chances of winning by discounting the line item prices. The winning firm is then issued a task orders for the requirement.

Frequently Asked QuestionsFrequently Asked Questions
Q.1 How do you determine the option year pricing in relations to the Davis Bacon Rates? How can I determine the future pricing for Davis Bacon Rate?
A.1 Firms must make a business decision in forecasting the wage rates for the option years. Because wage rates cannot be predicted for future years, a firm must use their business experience and judgment when estimating the price for the option years.
Q.2 Are there other Federal buildings that are not listed within the proposal package?
A.2 Yes.
Contractors may be issued task orders for work to be performed in locations other than those listed in C201, however, all work to be performed will be within the geographic locations specified in this solicitation (PA, NJ & DE).
Q.3 Price Breakdown — Line Item pricing;
a. After the contract is awarded, are the line-item prices negotiable or are they set for each task order(s) ?
b. When a task order is placed, what determines if the line-item prices are going to be used or if there will be negotiated line items ?
A.3 The prices submitted on the proposal are a set price for the line items. Task Order issued off the term contract will dictate what line items are utilized when a proposal is being considered.
Delivery orders will detail each item of work requested by the ordering official. Non-line item work may also be required and shall be negotiated to include all labor, equipment, supplies and necessary materials to perform all work required.
In order to maximize the probability of award, previously negotiated line items and non-line items are allowed to be discounted. The discount will apply to all subsequent modification pricing for that project. The scope of work will dictate if a lump sump pricing or line item pricing will be used.
Q.4 Who are the incumbent contractors ?
A.4
– AMI General Contracting Inc;
– Elliot-Lewis;
– Omega Service Maintenance Corp
– S.J. Thomas Co., Inc,
– Oak Environmental Consultants, Inc ;
– Kedar Corporation, formerly S&G Electric;
Q.5 Can we submit projects as part of the Technical Proposal greater than $2,500,000.00?
A.5 Offerors are required to provide a list of three, and no more than three, successful projects completed within the past five years, that are similar in dollar value (between $100,000 and $2.5 million).
Yes. Contractors may submit projects in excess of $2.5 million at their discretion.
