Offeror Questions
Question 1
Can you please clarify that discounted prices on RFP’S are actually discounting all line items associated with the RFP not individual line items.
Government’s response:
Discounted prices will only apply to the individual task orders. Firms will be allowed to discount their line items prices for that task order to make their bid more competitive. Any subsequent modification which includes those line items will also be discounted for that task order at the same percentage. These discounted line items prices only apply to that specific task order issued under the IDIQ contract and not to negotiated contract line items.
Question 2
Can a firm use a “phase I and a phase II” of the same project as one whole, for submittal of past performance (The first phase needed to be completed prior to starting phase II)? The complete phase will equal well over $100,000. This was a Fit-Out for GSA at the VA5000. When we started, we quoted both phases and in the middle of phase I they received the monies for Phase II so we completed each project back to back.
Government’s response:
Yes, a multi-phase project may be submitted; however, it will only count as one project for the past performance evaluation.
Question 3
For the past performance evaluation, what do you do in a case where the GSA property manager has retired and their supervisor is no longer with GSA? Does this evaluation then go to the contracting officer?
Government’s response:
The contractor may submit anyone who was involved and was familiar with the project may complete the reference form.
Please note: the reference must meet the criteria established in the solicitation.
Question 4
Could a “Church” in full operation be an example of fully occupied space? How about a fully occupied warehouse? - The church I am referring to was in every day operation when we did the fit-out and the warehouse I am referring to was a design build push back rack system for GSA. The warehouse was in full operation daily.
Government’s response:
The solicitation states “The offerors will be requested to demonstrate their construction experience in fully occupied office space facilities… similar in nature, and under similar working conditions.” The Government does not consider a church or a warehouse to be similar to fully occupied office space.
Question 5
Should the subcontracting plan values be based on the $40,000,000 maximum total award amount, or for say, $2,500,000 which is the maximum amount per delivery order, or some other value?
Government’s response:
Subcontracting plan, for large businesses, should base their subcontracting plan on maximum award for a single delivery order of $2.5 mil.
Question 6
I saw subcontracting goals for woman-owned small business and for SDB, but none of the other categories. Are there specific goals for this project or are the other categories at the contractor's discretion?
Government’s response:
The goals identified in the solicitation in section III.B.6. - FAR 52.222-23. Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity for Construction (FEB 1999), are for minority goals and female participation as it relates to Equal Employment Opportunity for Construction. These goals should not be tied into the subcontracting goals for Factor 3. Factor 3 evaluates the offer Extent of Participation of Small Disadvantaged Business (SDB) Concerns. This criterion measures the extent to which the offeror will perform contract requirements utilizing small disadvantaged business concerns in the NAICS 236220 Code.
Question 7
Can the reps and certs be provided on a boiler sheet or is there one specific for this project? We could not locate one in the solicitation?
Government’s response:
The representations and certification document was incorporated by Amendment 004.
Question 8
There is a rather extensive line item bid sheet for unit/ material pricing is this a general contracting submission more so than a professional services agreement?
Government’s response:
This contract is an indefinite delivery/ indefinite quantity contract and not a professional services agreement.
Question 9
I/we are allowed 2, double-sided pages for each of the Factor 2: Key Personnel, that totals 4 pages per person for a total of 8 pages.
We are supposed to use the Factor 1: Project Information Worksheets for each of the 3 projects we wish to have evaluated. But, they are one page each for a total of 3 completed forms.
Therefore, the 8 pages plus the 3 forms totals 11 pages, taking us over the 10-page count.
Could you please clarify how many pages we are allowed?
Government’s response:
The contractor’s technical proposal shall be limited to ten double sided pages. Please note this modifies section II.B.4.3.1 which states ten single sided pages. Also, the Owner Reference / Evaluation (Attachment #2) and the Project Information Work Sheets do not count against the ten double sided pages.
Question 10
We have contracts with multiple task order project awarded under them as well as single-project contracts. Will you consider a multiple award-type contract as one “project” in addition to single-project contracts? Or, do single Task Order projects each count as one project in addition to any single-project contracts?
Government’s response:
Multiple task order projects will not be considered as similar projects. Only individual projects or task orders against a multiple award type contract will be considered as similar projects. A contractor may chose to submit more than one task orders from a multiple award contract to meet the three projects
Question 11
Is this project Sales Tax exempt?
Government’s response:
No. In accordance with FAR 52. 229-3, the contract price is held to include all Federal, state, and local taxes or duties.
Question 12
We are a Small Disadvantaged Business concern. Do we still need to submit a SDB subcontracting plan? Do we get more weight on our bid, if we submit SDB and HUBZONE plan even though S & E is a SDB firm?
Government’s response:
Only large businesses are required to submit a small business subcontracting plan. However, all offerors must respond to Factor #3: Small Disadvantaged Business Participation in their technical proposal. For additional information, please refer to Amendment #2 question 4, 5, & 6.
Question 13 Page 38 of 57, Para E- Construction contract- The Agreement talks about Pollution Liability Insurance. Do we consider price in our Bid for every line item for this coverage or we will be able to include in any Task Order issued by GSA that requires Pollution Liability Coverage?
Government’s response:
This will be included only on individual task orders where it is relevant. The contractor will be given the opportunity to price this as a negotiated line item at that time. They should not include this cost in the line items in their proposal.
Question 14 Do you expect any contaminated material removal as part of this project?
Government’s response:
Based on the age of several of the buildings included in this contract, there is a high probability that these materials will be encountered.
Question 15 What State and County’s wage rate should we consider for our base bid?
Government’s response:
States and their respective counties can be found on answer No. 8 in Amendment 002. Additionally, the offer sheet includes factors for additional multipliers for each of the applicable counties.
Question 16
What height of room should we consider for our base bid pricing for ceiling as every room has different height?
Government’s response:
The contractor will need to make a business judgment on how to price this as the negotiated price will need to be offered for a range of ceiling heights (8’00” to 14’00”). On individual task orders that include ceilings above that height, the contractor will be allowed to request that the ceilings be treated as a negotiated line item.
Question 17
At which buildings, will you allow dumpsters to be kept overnight?
Government’s response:
This will depend on the task order.
Question 18
Which bid line items are you anticipating doing at night?
Government’s response:
There is the potential that any and all line items may be required to be performed at night based on each individual delivery order.
Off hours work will be identified within individual task orders at the time the Request for Proposal is issued to the term contractors. Additionally, the offer sheet includes an item for an after hour percentage factor for the base and all option periods.
Question 19 Line item 21 and 76 - description call for price to be determined by SF basis, while Unit call for LF. Which one we should consider?
Government’s response:
For item 21, the proper unit is SF. For item 76, the proper unit is SF.
Question 20
Is there any timing restriction to load and unload materials?
Government’s response:
This will depend on the individual task order.
Question 21 Will you provide temporary storage area to keep our tools?
Government’s response:
Storage areas will be provided but it may be within the construction area. This will depend on the individual task order.
Question 22
SUBJECT: Bond Requirements
Just to clarify Amendment #2, Question 12, at time of Proposal Submission we do not have to submit a Bid Bond for 20% of $500,000.00? And the government will accept a surety letter stating our bond capacity, please advise.
Government’s response:
Contractors are required to submit with their proposals a letter of current bonding capacity from an acceptable Surety/Bonding Company in accordance with Solicitation Section C201 II.B.5.1. In addition to the surety letter, a bid guarantee in the amount of 20 percent of the bid price or $500,000, whichever is less is also required.
