Amendment 0002

1. The date and time for receipt of Phase One proposals remains Tuesday, July 7, 2015 at 3:00

PM EST.

2. This amendment must be acknowledged with your Phase One proposal.

3. The following answers are in response to questions submitted by contractors:

RFI # Question Answer

Will GSA consider a contract to be substantially complete for the design-builder if the contract was for design and preconstruction services only and those services were completed per the contract?

For the prime contractors and A/E firms, GSA is requiring that the projects submitted have reached construction substantial completion within the past 10 years.

Are we required to use 12 point font on charts and graphs, including organizational chart?

The solicitation excludes "forms and charts" from the font size limitation. It is intended that graphs fall under the broad definition of charts and are therefore also excluded from the font size limitation.

Can we use 11 x17 for organizational chart(s) if they must be at 12 point font?

11"x17" pages will be acceptable for organizational charts only. These pages must still be included in the loose leaf-notebook. 11"x17" pages will be counted as one page for each side that has an organization chart printed on it.

Are we required to submit one Design-Build project for each JV partner or one for the JV entity as a whole?

The minimum requirement is for only one of the projects, submitted by the Joint Venture entity as a whole, to demonstrate the use of the design-build delivery method. The project is permitted to have been performed by any of the Joint Venture Partners individually or as a member of a Joint Venture. Please note that this direction does not change the total quantity of projects required to be submitted or limit the number of projects a Joint Venture submits that shows experience utilizing the design-build delivery method.

Page 8 of the solicitation asks for reference information to be provided for each of the three projects of the Lead Designer. Page 10 of the RFP requests for two references for each project listed in Factor 1.A – Projects of the Lead Designer. Is it required that we list reference information in both places, or will the two references provided in our Factor 3 response be sufficient?

Reference information shall be submitted under Factor 3. It is no longer required to submit the reference information in Factor 1 as it would be redundant.

PAGE 3 OF 5 GS-02P-15-DT-C-0122/0002

What specific type of documentation is desired for financial information and past performance information as part of the JV Requirements?

The only financial requirement of the Phase 1 Qualification Proposal is proof of bonding capacity for a minimum of $50 million for a single project.

This is also required from a Joint Venture if one is formed.

The past performance information required is captured in Factor 3 - Past Performance on Relevant Projects.

Shall we include Minority Business Enterprise Certificate(s) as applicable in the JV Requirements Section of the proposal?

Yes

Regarding Representations and Certifications, shall we include the extensive FAR report or the short 2-3 page dashboard screen capture that identifies the registered firm information and lists the clauses?

You can include either the full FAR Report or the dashboard screen referenced in the question.

Both options are acceptable.

014 What are the permits required for this project?

52.236–7 Permits and Responsibilities.

As prescribed in 36.507, insert the following clause:

PERMITS AND RESPONSIBILITIES (NOV 1991)

The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.

(End of clause)

What confirmations are required from local utilities and agencies for this project?

The DB shall conduct preliminary investigations as necessary to confirm the availability of required utilities and shall include resulting building utility information in the final design concept design narrative. The DB shall coordinate with local utility companies as necessary to accommodate the needs of the facility, including availability, connections, capacity, approvals, and other requirements. Consult with the City, County, and GSA, to determine the new location and routing

PAGE 4 OF 5 GS-02P-15-DT-C-0122/0002

of the utilities. The DB shall be responsible for all surveys, geotechnical studies, coordination with utility service providers, and coordination with other affected parties regarding the relocation of the utilities for the project. Review and provide analysis of existing and proposed utilities relative to the demands of the project design. The DB shall be responsible for the installation of all utilities as required by the Program of Requirements. Any disruption of service to the surrounding buildings shall be kept to a minimum and coordinated by the DB with the affected building occupants. After substantial completion, utility contracts will be transferred to the Government. In order to minimize disruption, the DB shall coordinate scheduled outages with all affected entities whether private or public.

Temporary services may be required during outages to maintain business functions. Where the utilities are relocated outside the perimeter of the project site, the DB shall make necessary improvements to repair the affected areas.

Before beginning construction, the DB shall verify, through inspection and testing, the location, elevation, capacity and condition of all utilities, including electric, gas, telephone, domestic water, sanitary/storm sewers, etc.

What are the professional licensing requirements for this project?

Please refer to GSA's PBS P100 as well as Section III.B(3) of the Agreement (DB101) for licensing requirements. Furthermore, local agencies and jurisdictions may have licensing requirements that differ from GSA's. Any coordination required with these agencies and jurisdictions must comply to their respective requirements.

Will GSA provide the Commissioning Agent for this project for LEED Certification?

GSA has contracted with a Commissioning Agent to provide commissioning services for the project.

018 Will GSA provide the Commissioning Agent for Building startup?

GSA's Commissioning Agent will develop a commissioning plan for the project and oversee its implementation.

Is GSA going to interview the User Groups and provide a Space Study or is that a task for the successful bidder? When will the user groups be available for interview? Will there be outside tenants required or involved? If GSA is to do it, when will be received the Space Study?

A detailed program of requirements will be provided to the short listed firms in phase 2. This question can be revisited with the successful shortlisted firms if necessary.

PAGE 5 OF 5 GS-02P-15-DT-C-0122/0002

What are the User Codes GSA wants us to follow? IBC Code? PR Building Code?

Please consult Chapter 1 of the GSA PBS P100 for code requirements.

Parking Requirements-Contradiction between DB101/APR (The Agreement) and DB201-1/APR 2015 (The Solicitation).

The parking requirements detailed in the DB-201 (The Solicitation) are the correct numbers. The agency requirements include 320 surface parking spaces. The federal site scope of work will also include a minimum of 275 additional surface parking spaces.

Reference SOW Section: 3.1.3 PARTNERING SESSION - Is the GSA appointing the Partnering Facilitator or is our team responsible for adding a Partnering Facilitator to our team? How many partnering sessions and under with what frequency?

The documents provided in Phase 2 will provide additional information on the partnering sessions, partnering facilitator and venues. In general, the design-builder will be dictated an allowance to carry for an initial partnering session to include a partnering facilitator and a venue. The Design- Builder will be required to provide three potential partnering facilitators to the GSA Contracting Officer. The final selection will be made by the GSA Contracting Officer.

Stipend: Pg.4 of 18 (The Solicitation) reads: "In consideration for the preparation of the Phase 2 proposal, GSA will pay a stipend." How much will the stipend be? Will all shortlisted bidders get it?

The stipend will be $75,000 and will be provided to all Phase 2 shortlisted firms
