DATE: 11 July 2012

Solicitation GS-01P-12-BZ-C-0015

Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for Construction Services for GSA Owned Federal Facilities in Vermont

Questions and Answers 02

1. Q: The estimate sheet provided by the documents asks for a cost for FPS personnel for 2 day weekends and 3 rd shift work. What rate do we carry for that? Also, what wages should we use for the cleaning companies?

A: The rate for FPS services is $40-45 per hour. For estimating purposes, you should use DOL wage rates for all janitorial/cleaning positions.

2. Q: The documents refer to 1600 sf =/- of ACM removal. The demolition plans call for all the flooring and the mastic in the courtroom, which is considerably more. Which is correct?

A: See Amendment 0003, Spec Division 02805 for the extent and quantities of abatement.

3. Q: On drawing E P 501 there are two existing panels that are supposed to receive 125

Amp circuit breakers. The panels that get these breakers are Panel 2DA and Panel 2F.

There doesn’t seem to be any info about the two panels on the drawings or specs. Can you tell me what type panel these are, and the type of breaker that fits the panel? Usually there is a sticker on the panel door that gives this information. If not there should be a sticker on the breakers that will give a catalog number. If you can tell me any one breaker in the panel, I can convert it to the 125 amp breaker size.

If these panels are the old Westinghouse panels that are common to the building – I don’t believe there is a 125 amp breaker that was made for the panel. If that is the case could we tap the feed to panels 2DA & 2F and upsize the wire from 1/0 to 2/0 so that they are sized correctly for the 175-amp breaker that feeds these panels?

A: Panelboard 2DA is an Eaton PRL1A panelboard.

Panelboard 2F is a GE A-Series AQF3422MBX panelboard.

4. Q: I have a question about the security doors shown on drawing E T 101. The drawing shows two doors that will be connected to a controlled access system. There is also a detail of a door showing the conduits and boxes. Is the security system part of the scope of this project or, does it end with the conduits? I have not seen any detail about a controlled access system itself. I am wondering if that work will be completed by someone else.

A: We will provide this information when it becomes available.

5. Q: It safe to assume that the asbestos removal is based on duct and piping that are being replaced in the penthouse, and third floor area as it applies to new mechanical work?

A: All Asbestos containing duct insulation in the penthouse is to be removed.

10 Causeway Street Boston, MA 02222 www.gsa.gov

6. Q: Will there be a requirement to work after hours for asbestos abatement, and demolition? Dropping the block walls will likely be a noisy process during business hours, although we can take measures to mitigate noise.

A: Refer to 011400-3; 1.3 working hours; D. Contractors required working hours: The following work shall be performed during government unoccupied Hours. 1. Noisy and/or odor producing work that may disrupt tenant operations in adjacent spaces.

This includes all Asbestos Abatement, and demolition that causes excess noise.

7. Q: Tile and mastic is only to be removed on the third story floor is this correct?

A: There is no VAT or mastic removal as part of this project taking place outside of the construction area on the third floor.

8. Q: Will it be allowed to use a demolition chute for construction debris? Understandably this would take up space for contractor access as parking is already limited.

A: A construction chute can be used but will require the contractor to provide and install an access door at top of chute, an alarm contact point to the door, and connect it to the existing building security system on the 1 st floor of the building.

9. Q: Is there a security subcontractor to GSA that currently works at the Montpelier building for after-hours work? If so, can you supply contact information for pricing purposes.

A: There is no security subcontractor that services the building. All building security is handled by FPS. See question 1 above for FPS rates.

10. Q: Does the Owner’s property insurance provide coverage for the existing building, while under the course of construction?

A: Offeror is responsible for meeting the insurance requirements stated in FAR 52.228-5, Insurance – Work on a Government Installation and the RFP Volume 1, III.A.12 – Insurance Requirements.

11. Q: Please verify the amount of abatement (Duct work & Pipe Insulation) within the penthouse.

Is it limited to the locations identified on the drawing (red areas) to facilitate tie-in? OR Is it abatement of the entire penthouse mechanical room as indicated in Section 11000? OR Is there NO abatement since it is NOT listed in the asbestos specification section 028210 pg

5 Item 1.2B?

A: See Amendment 0003, Spec Division 02805. All duct in penthouseis to be abated.

12. Q: When will the penthouse work take place – shut down 24/7 over a weekend?

A: Penthouse work will need to take place 24/7 over a weekend as the space must be operational during business hours. A standard weekend sequence can take place from 6pm on a Friday to

6am on the following Monday morning.

10 Causeway Street Boston, MA 02222 www.gsa.gov

13. Q: Please clarify the extent of floor tile abatement on the 2 nd floor &/OR 3rd Floor? Section

028210 pg 5 lists 1,600 sq ft of floor tile & mastic OR is it the 3 rd floor only 7,100 sq ft as listed in Section 011000 pg 2?

A: See Amendment 0003, Spec Division 02805 for proper quantities.

14. Q: Is abatement of the asbestos wall mastic part of the scope of work? It is NOT identified in the asbestos specification?

A: See Amendment 0003, Spec Division 02805.

15. Q: There is no prevailing wage rates listed for asbestos abatement or Hazardous material handler? What is the base rate & fringe to be used to estimate the project?

A: It is the Offeror’s responsibility to propose an approach to satisfy the requirements of the specification. Depending on which approach is selected, the cost will vary. There is no prevailing wage rate to apply, it depends on the proposed solution.

16. Q: The drawings indicate abatement of pipe insulation within the 2 nd floor of the building;

however, there is NO reference to abatement on the second floor? Please clarify SOW on 2 nd floor. There is no consistent SOW identified between the documents.

A: See Amendment 0003, Spec Division 02805.

17.Q: Does the GSA require just the summary page of the pricing sheet to be included with

Tuesdays proposal – or are the additional Unit Cost Breakdown Excel Sheets required as well?

A: The summary page and the supporting detail is required to be submitted with your proposal.

18. Q: Black Mastic Courtroom Walls: Is GSA looking for complete abatement or plain smooth? If complete abatement, there will be damage to CMU wall, being as porous as the material is.

A: See Amendment 0003, Spec Division 02805. Abatement must be performed to specified clearance levels.

19. Q: Is all duct insulation within penthouse being abated for asbestos, or only what needs to be tied into?

A: All duct is to be abated.

20. Q: Who is providing the DDC that we are supposed to bring power too?

A: Refer to Spec division 230900 Instrumentation and control for HVAC

21.Q: Are non-GSA cleared workers allowed to work on the abatement crew, seeing as you will have a guard on staff to cover the off shift work?

A: Generally, non-cleared workers will be allowed as long as they are escorted at all times by an approved escort as defined in the security requirements specification.

22.Q: Are we to provide new lamps and ballast for the salvaged fixtures?

10 Causeway Street Boston, MA 02222 www.gsa.gov

A: New ballasts are only required as shown on notes 2,3 of drawing EL101 Third Floor lighting plan.

Lamps that are damaged are to be replaced.

23. Q: Are we allowed to run MC in the walls for basic power and lighting ckts? Spec section

260533-5 (3.1 A -3) says EMT concealed in ceilings and walls.

A: Follow the requirements of the specification.

24. Q: Is the seed project sales tax exempt?

A: GSA's VT tax exempt certificate will be provided for the project.

25. Q: What is the vetting process or requirement of personnel that can be allowed on site to work?

A: See RFP Volume 1 para III.A.14(f).
