Project Scope Overview and Prospective Contract Requirements
1. This is a solicitation for award of approximately 5 Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts for construction services in the State of Vermont.
Successful Offerors will be awarded an ID/IQ contract with a minimum guarantee of $2000.00. The term of the ID/IQ contract will be one (1) base year with four (4), one year options.
2. As suitable projects arise, they will be competed among all ID/IQ contract holders with award to the Contractor whose proposal is most advantageous to the Government. These contracts will provide the Government a means to contract for construction, alteration, and repair and will provide the Government a means for expedited procurement and a way to maximize the use of commercial requirement definition and commercial practices of construction. The Contractor will be expected to handle multiple projects simultaneously without compromising timeliness of delivery and quality of service. The size of projects offered under the ID/IQ contracts will range from $3000.00 to $2.79M, with the majority of the projects ranging between $50,000 and $300,000.00.
3. In order to evaluate proposals for award of the ID/IQ contract, we will be evaluating your proposal to complete a “Demonstration Project”. This “Demonstration Project “will be the first task order issued under your ID/IQ contract.
4. The “Demonstration Project is for the renovation of the 3rd floor of the Montpelier
POCH located at 87 State Street, Montpelier, VT. The complete specification and drawing package for the project is contained as Volume 3 of the RFP. The estimated cost of this project is between $1,000,000.00 and $2,790,000.00.
5. HSPD-12 - “Policy for a Common Identification Standard for Federal Employees and Contractors” (the Directive). The Directive requires GSA to conduct background investigations and adjudicate the results for all contract employees requiring routine unescorted access to Federally-controlled facilities. This includes E-QIP (Electronic Questionnaires for Investigations Processing) requirements that contractors will have to comply with.
10 Causeway Street Boston, MA 02222 www.gsa.gov
6. In addition, be advised that the specifications and drawings for the Demonstration Project are considered “Sensitive but Unclassified” information and as such are subject to the safeguards outlined in the RFP at III.A.14(g).
Evaluation Criteria
1. The technical evaluation criteria that will be considered are Past Performance, Experience, Management Plan, Environmental Considerations Plan and Price.
2. Technical Factors are listed in descending order of importance. All evaluation factors other than cost or price, when combined, are approximately equal to price. The importance of price should not be minimized since as technical proposals become more equal in merit, the total evaluated price becomes more important. In addition, in the scoring of the technical factors, validated SDVO Firms will be given a 2 point preference in the numerical score for the Experience Factor.
3. Price will be evaluated based on the “Demonstration Project” only. Regarding the demonstration project, you must propose all costs necessary to complete the work in accordance with the Contract Documents, including, but not limited to, the cost of work performed by subcontractors and consultants, indirect costs, fees, expenses, taxes, and profit.
4. You should note that a pricing worksheet has been provided as Attachment D to the RFP which must be completed and submitted along with the SF 1442 as part of your proposal. This worksheet provides a format for your price proposal and must be followed and submitted as the basis for your price proposal. While there are various cost elements listed on the template, you are free to either use or not use those elements, just as you are free to add additional elements that you feel are needed as long as you maintain the pricing format. Lump sum pricing for elements will not be accepted for measurable work e.g. Carpeting 1LS @ $xxxx.xx. Unit pricing is required for all elements where it is available.
5. Contractor Teaming Arrangements: If you are planning to propose as a Joint Venture or Teaming Agreement be sure to review the requirements for specific information that must be provided.
6. Award of the contract for the “Demonstration Project” and additional ID/IQ contracts will be based upon the best value to the government price and technical factors considered.
7. FAR Clause 52.212-1 (Incorporated by reference) Please review this clause. The Government reserves the right to award without discussions, so provide the best
10 Causeway Street Boston, MA 02222 possible initial proposal.
