1. Q: Who is responsible for purchasing Builder’s Risk Insurance and who is responsible for paying for State and Local Building Permits?

A: All insurance and permitting costs are the responsibility of the Contractor.

2. Q: Is Form 527 required with our response or can Audited Financial Statements be provided in lieu of Form 527?

A: You can submit either the 527 or certified financial statements.

3. Q: Is our write up on the Environmental Considerations Plan part of our 50 page limitation on the Management Plan?

A: The 50 page limit only applies to the Management Plan. The Environmental

Considerations Plan is not part of it.

4.Q: Section II.B.2 Contractor Team Arrangement, 2nd section, paragraph b states prime contractor must complete 50% of the cost of contract with their own employees in accordance with FAR Clause 52.219-14. Is this only if you are in an arrangement with significant subcontractors? Paragraph 3 of the referenced FAR Clause states that for general construction, the concern will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. Are you requiring 50% and if so, is the 50% based on cost of the project minus materials.

A: Amendment 0001 will change this percentage to require at least 15% of the cost of the contract, not including the cost of materials, to be performed by the prime contractor. This applies to all subcontracts whether a major teaming or partnering arrangement or a collection of small subcontracts for various functions.
