SECTION 1: PROJECT REQUIREMENTS

1.0 Project Overview

This Request for Proposals (RFP) is issued by the Smithsonian Institution (SI) hereinafter referred to as the "Smithsonian", in order to obtain the services of a Design-Build Contractor, also referred to as Offeror or Contractor, who shall be singularly responsible to satisfy the terms of the resulting contract. This contract will provide Design-Build services for the design and construction of two (2) to six (6) Cottages and construction of previously designed site infrastructure improvements at the Smithsonian Environmental Research Center, 647 Contees Wharf Road, Edgewater, MD 21037, as described herein and in the Part 2 General Requirements and all Attachments.

The contract will be a Firm Fixed-Price Contract as specified under FAR Subpart 16.2. The contractor for this project will be competitively chosen using Source Selection procedures in accordance with FAR Subpart 15. SI will evaluate all responses using the criteria stated herein.

All of the requirements that the successful Offeror must meet concerning this project are set forth in detail in the Solicitation Documents included with this Request for Proposal. Upon the receipt of Cost and Schedule Proposals and the selection of a successful Offeror, the Smithsonian Institution will execute a Design/Build construction contract.

This Request for Proposal (RFP) is intended to provide all Offerors with sufficient information to enable them to prepare and submit offers for cost and schedule review and consideration by the Smithsonian Institution.

This solicitation neither commits the Smithsonian Institution to pay any proposal preparation costs nor obligates the Smithsonian to procure or contract for construction or any other services. It shall not be construed as authorization to proceed with or be reimbursed for any of the costs for any of the work specified herein.

Offerors may attend a pre-proposal meeting to be conducted at the site. The pre-proposal meeting will be scheduled and announced by the Contracting Officer. Offerors who would like a tour of the site after the pre-proposal meeting may contact Ray Jones, Construction Division, Office of Planning Design & Construction, 202-345-2293. Offerors are strongly encouraged to inspect the site prior to submitting a proposal, as information concerning the site may be useful in preparing offers. Failure to visit the site will not constitute a basis for a claim for change due to differing site conditions, when visiting the site would have provided the Offeror an opportunity to compare the physical site against the drawings and specifications.

The Smithsonian intends to award a firm-fixed price Design-Build Contract based on the Federal Acquisition Regulation (FAR) Design/build Selection Procedure, FAR Subpart 36.3, Source Selection Procedures, FAR subpart 15.3, in conjunction with the "Best Value” process.

A best value concept will be applied for evaluation of offers and selection of the successful Offeror for this procurement. The best value approach provides the opportunity to select an Offeror who is not necessarily the lowest-priced or the highest technically-ranked. SI will select the proposal that represents the best value based on the evaluation of technical factors and price, with technical factors being weighed more heavily than price. Therefore, the Offeror's proposal should contain the Offeror's best terms.

This Solicitation provides Offerors with instructions regarding the submission of their complete Proposals and the evaluation thereof. Utilizing the format prescribed within, Offerors are to provide the requested information and demonstrate their qualifications. Responses shall be as complete and accurate as possible and present data relative to the specific Project under consideration. Offerors shall make every effort to present information clearly and concisely in accordance with the formats described herein.

Interested Offerors are required to submit their responses to this RFP by the due date established in this RFP. The Smithsonian will evaluate all the responses to this RFP in accordance with the criteria identified herein, specifically the technical qualifications, experience and the past performance of the design and construction teams formed by each potential Offeror for this procurement.

In accordance with FAR 15.304, the solicitation shall require submission of technical and price proposals, which shall be evaluated separately in accordance with FAR Part 15. Offerors will be allotted four (4) weeks of preparation time with a Pre-Bid meeting with SI Representatives on a guided site visit. The Smithsonian will reserve the right to make an award without discussions.

1.5 Source Selection Evaluation Criteria

The following criteria represent the technical factors that will be used by SI's Source Selection Evaluation Board in evaluating the Offeror's submission. Information submitted by Offerors will be evaluated to determine the Contractor that offers the best value to the Smithsonian.

Selection for award of the Design-Build Contract will be on the basis of qualifications, technical quality, price, and other salient factors considered to be in the Smithsonian's best interests. If awarded the contract, the Offeror shall complete the design and construction documents and construct the complete project in compliance with these requirements.

Technical Submissions Requirements:

The Technical submittal shall include information as described previously and shall be presented in the sequence as requested above. Technical submissions shall be organized to correspond with the evaluation factors listed herein.

A project is considered similar when, based on the consensus judgment of the evaluating board members, the project has enough characteristics or similarities in common with the subject project that they could be determined comparable in size, scope and complexity.

For each project, the Offeror shall be evaluated based upon performance as stated in the Past Performance Questionnaire, see Attachments. Past performance information will be provided directly from references selected by the contractor. Each contractor is responsible for providing questionnaires (provided by the Smithsonian in this RFP) to their references to complete in a timely manner to allow a completed questionnaire to reach this office by the time and date specified for receipt of information identified in the solicitation.

Offerors are to fill out most of the information on the first page of the questionnaire before sending it to the owner's representative for completion. Failure to obtain the required questionnaires shall result in lowered technical scores for this evaluation factor. Note that SI will not limit reference contacts to those provided by the Offerors; instead SI may choose to contact references independent of those provided. It is the Offerors responsibility to contact, request and track the receipt of questionnaires. Offerors shall not collect completed questionnaires, instead they shall be sent directly to the Contracting Officer (see Section 2.6 for the address) by the owner representatives. Questionnaires received after the due date will not be considered.

Offeror's Financial Capacity to Complete the Project:

Submit a letter of current bonding capacity from a Bonding Company.
