RESPONSES TO BIDDER QUESTIONS/ RFP Solicitation:

1282111 SERC Green Village Design-Build

RFI QUESTION RESPONDENT RESPONSE 6/11/21

1 Please confirm if the project is to be complete within 365 days as called for on page

15 paragraph 3.a.1 or 300 days as called for on page 18 paragraph 2.1, or if there is a difference between the two completion dates.

SI-PM/DM

The time for project completion is 365 days.

2 Please confirm that Design Build projects that exceed the scope and complexity of this project will be accepted as relevant

SI-PM/DM

Confirmed.

3 Section 1 Design-Build Team page 10 of solicitation calls for resumes and organizational chart for required team members, the same requirement for resumes and organizational chart is called out in Section 2 Key Team Members for both construction and design team. Please confirm if we are to duplicate the resumes in both sections or if not please confirm which section should reflect resumes and org chart.

SI-PM/DM

The required information can be provided in section 1 and cross-referenced in section 2.

4 Please confirm if the project superintendent can also act as project safety manager and project quality control manager.

SI-CM

Confirmed.

5 Paragraph 2.3.1 Access of the Program Narrative state that the fire truck turn around has been relaxed. Please confirm that the bridged design that was provided with the

RFP meets the requirements for the turn around or if the design builder has to devise a solution that is code compliant.

SI-DM/OSHEM

The information shown in the site improvement plans and narrative has been coordinated with the Anne Arundel County Fire Marshal and provides for an adequate T turn around for fire apparatus.

6 Paragraph 5.2 Ventilation of the Program Narrative state that “the proposed design does not include the mechanical ventilation system required by ASHRAE 62.2 for buildings that are thermally conditioned for more than 876 hours per year”. Please confirm if the Design-Builder is to incorporate this requirement into our design or if this requirement is being waived.

SI-PM/DM

This language will be removed from the Narrative. The Design-Build contractor must determine all applicable ASHRAE requirements as part of their design of the cottages and the requirement for the Cottages to be Passive House certified.

7 Paragraph 6.3.6 Non-Potable Reclaimed Water of the Program Narrative seems to duplicate the section prior covering Potable Water. Please confirm what is covered under Non-Potable section.

SI-

SERC/PM/DM

Section 6.3.6 will be revised as follows:

6.3.6 Non-Potable Reclaimed Water

New 8" DIP reclaimed water lines shall be provided extending from existing DIP reclaimed water.

One reclaimed water line will run from the southwest corner of the site, along the existing woodland parking stalls, and terminate at a fire hydrant positioned to serve the future lodge. The second reclaimed water line will extend from the existing reclaimed water running east-west between the existing dormitory and the proposed cottages. A fire hydrant shall be added off the existing reclaimed water line, near the northwest corner of the dormitory. There shall be a 4" DIP sprinkler line connection to each cottage and one caped to serve the future lodge. Reclaimed

Water is intended to be used for fire protection (sprinkler systems) and gray water purposes

(toilet flushing and exterior hose bibb). Each cottage will require an internal split to provide these services.

8 Please confirm that in the first two cottages (#1& #2) that are to meet ADA code requirements that those requirements only apply to the first floor of each cottage and that the second floor bathrooms don’t need to comply with ADA.

SI-

SERC/PM/DM

Confirmed.

9 There are references to IBC 2015 throughout the Program Narrative except in the electrical section which references IBC 2017. Please confirm that electrical should also follow 2015 IBC.

SI-DM

The latest edition of IBC shall be utilized in the DB development. 2021 edition.

10 In program narrative item 1.2 Cottage: The first two cottages will be ADA accessible on the first level. Does that mean that the plans for the other cottages will be tweaked for non ADA compliant rooms and therefore additional floor plans required?

SI-

SERC/PM/DM

The first two cottages require ADA accessibility on the first level. The remaining cottages do not and therefore the plans may vary. However, it may be more cost effective to exactly replicate all six cottages. Either approach is acceptable.

11 In program narrative item 1.2 Cottage: It states that each pair of cottages should be designed as connected duplexes, however other section indicates single building.

Please confirm if these are to be constructed as Duplexes.

SI-

SERC/PM/DM

The cottages are not required to be duplexes. Cottages shall be designed and sited as individual units constructed in pairs as shown on the site improvement drawings.

12 Floor plans attached are not dated. Please confirm these floor plans are the March

12th plans referenced in the RFP

SI-DM

Confirmed.

13 Floor plans included seem to indicate stacked washer and dryer. There are some commercial stacked washer and dryers available where controls are within reach range, however it is very difficult to actually get the clothes out of the back of the dryer when it is stacked. Should a side by side W/D be provided?

SI-

SERC/PM/DM

Washer and dryer will be provided and installed by SERC. Cottages designs shall accommodate a stacked washer/dryer configuration with all necessary utilities for service.

14 Section 3.1 references porches. Porches are not shown on the plans provided.

Should we assume porches to be included?

SI-

SERC/PM/DM

No porches are required. An exterior deck connecting each pair of cottages shall be provided as indicated on the site improvement plans.

15 Section 2.5.1 of the RFP indicates that, “MDE has been engaged by the SI and A/E of record for the site improvements work and will continue coordinating and obtaining

MDE approvals and permits for the project.” This statement reads as though the

MDE process has been initiated by the Smithsonian and Dewberry and that they will continue to secure permit approvals. Please clarify the work that has been done on the MDE front to date and what work is the responsibility of AE2 (the design/builder’s A/E).

SI-PM/DM

The SI and A/E of record for the site improvements work will obtain MDE approvals and permits for the project and provide such to the DB Contractor. The DB Contractor will be responsible for coordinating MDE inspections and other typical activities during construction. If the DB

Contractor requires revisions to the MDE permit for any reason they will be responsible for any

MDE coordination and permit revisions.

16 Please provide more detail on the design intent and requirements of the “Wetness

Gradient Garden”. Is this intended to be an interpretive feature with signage and other interactive elements?

SI-

SERC/PM/DM

Signage is not required.

RESPONSES TO BIDDER QUESTIONS, RFP Solicitation No. F18R010034 Page 1 of 2

17 Please clarify what is to be priced to comply with MDE’s requirements? Addition of a forebay and maintenance of the existing pond plus three Filterras? There is insufficient time to for AE2 to coordinate with Amanda Malcom or Colin Hiltner and determine the site-specific requirements for the project before bid day. The pricing risk for this should not be borne solely by the design/builder.

SI-

SERC/PM/DM

Bidders should price what is shown on the site improvement drawings and specs. The work shown reflects MDE coordination and input. The DB Contractor will be responsible for construction and any MDE compliance items including inspections and any plan or permit revisions.

18 The roadway grading plan shows an inverted section with trench drains and no curbs.

This is fairly unorthodox for residential construction. Will a more traditional, crowned roadway with curbs and roadside swales be considered? What was the driver for the inverted section/trench drain arrangement?

SI-

SERC/PM/DM

Construction shall be as shown on the site improvement plans and specs.

19 The grading plan shows 6:1 (+/-) grading in and around the cottages, but they are to be slab on grade construction. Slab on grade construction requires a flat pad to be graded in. Some retaining walls are shown on the layout plans, but the grades to not tie into them properly nor do they extend the entire length of the cottages. Is the intent for there to be wall placed along the back of all of the cottages and for that wall to be tied to the building foundation in some fashion?

SI-

SERC/PM/DM

Bidders should price what is shown on the site improvement drawings and specs. The DB

Contractor is responsible for design of the cottages and coordination with the site improvement plans. Design of the cottages should work with the grading design. If in the course of designing the duplex cottages adjustments are needed to the grading plan the DB Contractor shall propose such changes and be responsible for revisions to the site improvement plans. The requirement for the cottages to be duplexes has been removed. Cottages shall be individual dwellings constructed in pairs as shown on the site plans. This aligns with the original concept design. Each pair includes a rear "knee wall" for each cottage duo. A "final grading plan" is attached to show the design intent. A standalone retaining wall was not contemplated with the current grading.

The "knee wall" was used in lieu of a retaining wall to minimize steep slope impacts and clearing.

The knee wall approach allowed grade to be maintained higher on the rear of the cottages and still provide a drainage swale on the back side for conveyance around the cottage duos to provided storm drain inlets.

20 Offsite drainage appears to be an issue with the finished floor elevations of the cottages. What is the design intent as far as waterproofing and routing flows around the buildings to the yard inlets? The grading plan shows flow into the buildings.

SI-PM/DM

Bidders should price what is shown on the site improvement drawings and specs. The DB

Contractor is responsible for design of the cottages and coordination with the site improvement plans. Design of the duplex cottages should strive to work with the current grading design. If in the course of designing the duplex cottages adjustments are needed to the grading plan the DB

Contractor shall propose such changes and be responsible for revisions to the site improvement plans as approved by SI.

21 Are there any clearance requirements for potable water and reclaimed water piping runs? SI-DM

Minimum cover over potable water, reclaimed water and FDC shall be 4 feet. See note 13 on

Sheet C-1-4. Horizontal clearances shall be as shown on the utility plans. Vertical clearances shall be a minimum of 1 ft.

22 There does not appear to be a turnaround area for a fire apparatus provided. Will one be required?

SI-

SERC/PM/DM/

OSHEM

The information shown in the site improvement plans and narrative has been coordinated with the Anne Arundel County Fire Marshal and provides for an adequate T turn around for fire apparatus.

23 Is the intent of the grading plan to balance the earthwork? We note that unit costs are requested for unsuitable soils. Are there earthwork estimated that have been prepared for the concept design?

SI-PM/DM

That is the intent. Earthwork will be optimized to balance as closely as possible. No additional information is available beyond what is shown in the drawings and specs.

24 Please confirm if supply and install of furniture is included in the design-builders number

SI-

SERC/PM/DM

Furniture is not included in the DB contract. Furniture will be procured by SERC.
