PREFACE
P.1 PURPOSE
This document establishes the requirements for implementing Electrostatic Discharge (ESD) control for
Goddard Space Flight Center (GSFC) projects and internal operations, which comply with the requirements of NPD 8730.5, NASA Quality Assurance Program Policy. This directive establishes
American National Standards Institute (ANSI)/ESD S20.20, Standard for the Development of an
Electrostatic Discharge Control Program for – Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices), as the requirements baseline for
ESD control. Code 300 will develop a GSFC ESD Control Plan, which defines the ESD control plan requirements for applicable work performed in GSFC facilities at the Wallops Flight Facility (WFF) and the Greenbelt Campus. Organizational responsibilities relative to this directive are defined herein.
P.2 APPLICABILITY
a. This GPR applies to all GSFC projects and to all organizations within Greenbelt and WFF that process ESD Sensitive (ESDS) flight hardware. The ESD sensitivity levels considered to be in scope for this directive are defined in the GSFC ESD Plan. For all other applications where ESD sensitive items are handled, including outdoor field operations, these requirements are recommended, as applicable and practical.
b. In this document citations are assumed to be the latest version unless otherwise noted.
c. In this document, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms “may” or “can” denote discretionary privilege or permission; “should” denotes a good practice and is recommended but not required; “will” denotes expected outcome; and “are/is” denotes descriptive material.

P.6 SAFETY
The requirements prescribed herein are designed for the protection of hardware from damaging
ESD events and are not intended to guarantee the safety of the Operator from all possible electrical hazards. This is particularly true when employing conductive work surfaces or floors while operating at 50 V and above. Additional human safety precautions may be required in accordance with GPR 1700.7, Electrical Safety. Properly maintained and calibrated equipment is essential for the effective and safe processing of flight hardware and ground support systems and the safe and effective performance of our flight projects (See GPR 8730.1). The safety of all hardware processed and handled in ESD controlled areas is also dependent on the proper grounding of the facility and of the common ground points, the proper maintenance and operation of all safety equipment such as Ground Fault Circuit Interrupters (GFCIs) when employing conductive work surfaces, and compliance with resistance requirements for all dissipative surfaces.
P.7 TRAINING
In accordance with ANSI/ESD S20.20, the training plan associated with ESD controls with GSFC facilities are established in the GSFC ESD Control Plan.

P.9 MEASUREMENT/VERIFICATION
The manager of the ESD Control Program in Code 300 will collect results of the Monthly ESD
Workstation Certifications and provide summary data for presentation to the Code 373 Branch Head monthly including, as a minimum, the following:
a. number of workstations inspected by the certification process
b. number of workstations certified
c. number of workstations failing the certification process

PROCEDURES
1. The Safety and Mission Assurance (SMA) Directorate shall have the responsibility for establishing
Technical Authority* for the ESD Control Program.
2. For operations at the Greenbelt and Wallops Flight Facilities, both civil servants and contractors operating at facilities that are considered property of GSFC shall meet the requirements within the
GSFC ESD Control Plan*. The GSFC ESD Control Plan* is traceable to ANSI/ESD S20.20 which is required by NPR 8730.5 for all Programs and Projects.
3. The SMA Directorate shall develop and maintain the GSFC ESD Control Plan* in accordance with the requirements of GPR 1410.1 Directives Management and GPR 1420.1 Forms Management.
4. All Directorates shall impose the GSFC ESD Control Plan* on services contracts whose statements of work includes processing of applicable ESDS equipment in the GSFC Greenbelt and Wallops
Flight Facilities. (Reference paragraph P.2 above for definitions of applicability).
5. Flight projects shall require all suppliers who are external to NASA GSFC, and who process applicable hardware in facilities not owned or operated by GSFC, to meet the requirements of
ANSI/ESD S20.20. The GSFC ESD Control Plan* is not for use outside of GSFC owned and operated facilities.

Appendix A – Definitions
The following definitions below apply to terms used in this GPR. See the GSFC Electrostatic Discharge
Control Plan, 300-PG-8730.6.1, for further definitions related to ESD Control.
A.1 Certification: Third party confirmation or guarantee that personnel or ESD protected areas (EPAs) meets the applicable requirements herein.
A.2 Dissipative: The resistive range between conductive and insulative; 5x105 Ω to 1x109 Ω. The low end of this resistance range is derived from the assumption that 110 V discharged through a 5x105 Ω resistor is not life-threatening.
A.3 Electrostatic Discharge (ESD): A rapid transfer of electrostatic charge between bodies at different electrostatic potentials caused by direct contact.
A.4 ESD Sensitive (ESDS) Items: Electrical and electronic parts, assemblies and equipment that are sensitive to electrostatic discharges of specific energy levels.
A.5 Ground: A mass such as earth, a ship, or a vehicle hull, capable of supplying or accepting a large electrical charge without a net change in potential.
A.6 Mission Hardware: Hardware used during execution of the mission as either the launch vehicle, the payload (spacecraft or observatory), or the subsystem (instrument, or other).
A.7 Operator: An individual who is trained and certified to process ESDS mission hardware in the EPA.
A.8 Verification: The act of performing the tests and/or inspections to periodically confirm performance.
