Title: Smoking, Vaping, and Other Tobacco Use at Goddard Space Flight Center (GSFC)
1. POLICY
a. It is the policy of Goddard Space Flight Center to provide a smoke free workplace, creating a safe environment for employees, while still providing a reasonable opportunity for the authorized use of tobacco (or herbal) and electronic smoking (or vaping) devices.
b. The term “smoking” in this directive and on all signage at GSFC refers to the use of all tobacco or herbal products, including cigarettes, cigars, pipes, and chewing tobacco, and the use of electronic vaping devices. The term includes the use of tobacco-containing material in snuff or chew form.
Herb cigarettes, which may not contain tobacco but are meant to be burned and release combustion products into the air, are also included. Medicinal forms of nicotine used to treat withdrawal, such as chewing gum, or epidermal patch, are not included.
c. Numerous studies have found that tobacco smoke is a major contributor to indoor air pollution, and that breathing secondhand smoke is a cause of disease in healthy nonsmokers, including heart disease, stroke, respiratory disease, and lung cancer. A growing body of evidence indicates that vaping products may cause serious medical issues and may be dangerous. GSFC seeks to promote good health and provide a hygienic environment reasonably free from pollutants, including tobacco smoke, vape, and expectoration vessels, i.e., spittoons.
d. GSFC recognizes that tobacco use, and vaping are associated with an increased risk of many diseases for the user and creates unsafe and unhygienic conditions for non-users, and thus supports and encourages efforts to stop use. GSFC also recognizes that addiction to nicotine, found in tobacco and vaping products, is extremely difficult to overcome. Employees attempting to overcome this addiction can seek assistance from GSFC’s Employee Assistance Program or Health
Unit.
e. The following applies at all GSFC locations:
(1) Smoking is prohibited in all Goddard buildings and Government vehicles.
(2) Smoking is prohibited within 25 feet of any building entrance or open portal such as a ventilation air intake.
(3) Smoking is prohibited within 25 feet of the outdoor play area of the childcare facility.
(4) Smoking is allowed in all other outdoor areas of the GSFC grounds, with the exception of special events facilities, such as tents or outdoor eating areas.

2. APPLICABILITY
a. This directive applies to all civil servants, contractor personnel, tenants, and visitors in Government-owned or operated facilities (owned or leased) for which GSFC has management responsibility.
b. In this directive, all document citations are assumed to be the latest version unless otherwise noted.
c. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms “may” or “can” denote discretionary privilege or permission; “should” denotes a good practice and is recommended but not required; “will” denotes expected outcome; and
“are/is” denotes descriptive material.
3. AUTHORITY

4. APPLICABLE DOCUMENTS AND FORMS

5. RESPONSIBILITIES
a. GSFC supervisors will enforce this directive, at all supervisory levels, within their respective organizations and areas of responsibility.
b. MEMD:
(1) Serves as the focal point for these requirements;
(2) Conducts awareness programs on the health effects of tobacco use and vaping, and offer resources and support to those who request it in efforts to cease use of tobacco products or vaping.
(3) Determines the location of outside areas where tobacco use, particularly smoking, and vaping are prohibited because of safety and health concerns; and
(4) When requested by the Facility Operations Manager (FOM), assists in designating boundaries outside of each building where tobacco use and vaping will and will not be permitted.
c. The Facilities Management Division:
(1) Ensures “No Tobacco Use” or “No Smoking” signs are posted at all building entrances;
(2) Ensures suitable ash receptacles are placed at appropriate locations;

(3) Works with resident supervisors to monitor compliance with these requirements; and
(4) Designates entrances to buildings that will display 25-foot boundary signage.
d. All employees:
(1) Will comply with the requirements of this directive; and
(2) Will consider cigarette butts as litter, and dispose of safely and hygienically in appropriate containers.
