PREFACE

P.1 PURPOSE

The Goddard Space Flight Center (GSFC) Safety Program was established to provide a safe work environment for GSFC personnel and to safeguard GSFC property and the public. Program implementation is consistent with the GSFC Safety Policy as stated in GPD 8715.1, Goddard Space

Flight Center Safety Policy. The purpose of this document is to describe the implementation of the

Safety Program at the GSFC, and to describe the responsibilities of the functional safety organizations that provide that implementation at each of Goddard’s five main sites: the Greenbelt facility in

Maryland, the Wallops Flight Facility (WFF) in Virginia, the NASA Independent Verification &

Validation (IV&V) Facility in West Virginia, the Goddard Institute for Space Studies (GISS) in New

York, and the White Sands Complex (WSC) in New Mexico. In addition to these five main sites, GSFC operates numerous smaller, remote sites around the world. Each of these sites operates in compliance with the GSFC safety policy and receives service/support from the GSFC functional safety organizations on an as requested and/or as needed basis.

This document focuses on the responsibilities of the GSFC functional safety organizations, i.e., those organizations whose primary responsibilities include implementing the Center’s Safety Program. This document does not address the normal safety responsibilities of supervisors/line management which are identified in GPD 8715.1, Goddard Space Flight Center Safety Policy, and GPR 1700.1, Occupational

Safety Program at Goddard Space Flight Center. Supervisors/line management remain responsible for the safety of their employees and the safe conduct of all activities in their organization at all GSFC sites.

P.2 APPLICABILITY

a. This directive applies to all GSFC organizations at all GSFC sites. It applies to all GSFC civil servants, contractors, students, visiting scientists, and others doing business at GSFC. It is expected that safety will be implemented at all GSFC sites in a manner compliant with GSFC policy. For those remote sites that are contractor-managed it is expected that safety will be implemented in accordance with the GSFC approved safety plan as required in their contracts.

b. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

c. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms “may” or “can” denote discretionary privilege or permission; “should” denotes a good practice and is recommended but not required; “will” denotes expected outcome; and

“are/is” denotes descriptive material.

The Chair of the GSFC Safety Committee shall present a Safety Program Status Briefing to the Center

Director and to the Goddard Safety Council on a periodic basis, which identifies safety trends and issues.

PROCEDURES

The GSFC Safety Program was established to implement the GSFC Safety Policy as stated in GPD

8715.1, Goddard Space Flight Center Safety Policy. This purpose of this document is to describe the implementation of the GSFC Safety Program and the execution of the Program at the five main GSFC sites: Greenbelt, WFF, IV&V, GISS, and WSC. It focuses on the responsibilities of the GSFC functional safety organizations. It does not address the normal safety responsibilities of supervisors/line management (see Section 1.9, Line Management).

Section 1 provides a narrative description of the roles and responsibilities of the key individuals, organizations, and groups which comprise the management elements of the GSFC Safety Program.

Section 2 provides an overview of how functional safety areas are implemented at GSFC.

1. GSFC SAFETY PROGRAM ROLES AND RESPONSIBILITIES

This Section provides a narrative description of the roles and responsibilities of the key individuals, organizations, and groups which comprise the management elements of the GSFC Safety Program.

1.1 Center Director

The Center Director has overall responsibility for safety at GSFC. The Center Director serves as the chair of the GSFC Safety Council.

1.2 Deputy Center Director

The Deputy Center Director chairs the GSFC Contractor Safety Forum (GCSF).

1.3 GSFC Safety Council

The GSFC Safety Council will perform its duties as defined in GPR 1060.3 and in accordance with its established charter.

1.4 Director of the Wallops Flight Facility

The Director of WFF shall be responsible for implementation of safety requirements at WFF in compliance with GPD 8715.1, Goddard Space Flight Center Safety Policy

The WFF Director, - reports directly to the GSFC Center Director. Consistent with the other large U.S.

ranges such as the Eastern and Western Ranges, the WFF Director is the equivalent of the Range

Commander and is responsible for overall safety at WFF. As such, the WFF Director has direct supervisory authority over the safety organization, with the Safety Office Chief as a direct report. The

WFF Director directs the resolution of safety issues, thereby facilitating successful, safe execution of programs and projects, including aviation and range safety. Responsibilities include ensuring the overall safety of the WFF and public (people and property), and safety for launch (Certificate of Flight

Readiness (CoFR) and Authority to Proceed) taking into account vehicle readiness, range readiness and safety readiness.

1.5 Functional Safety Organizations

Codes 200, 300, 500, 400, 600 and 800 have functional safety responsibility at GSFC, in compliance with the GSFC Safety Policy. Their respective roles and responsibilities at each site are identified in subsequent sections of this GPR. NOTE: Codes 180, 452 and 611 are responsible for ensuring appropriate safety program implementation and compliance with the GSFC Safety Policy at IV&V, WSC and GISS, respectively.

a. Code 240, Protective Services Division, has responsibility for providing policy and overall oversight, advice, and assistance to Center personnel, organizations, and contractors regarding motor vehicle safety and emergency preparedness, response, recovery, and mitigation.

b. Code 250, Medical and Environmental Management Division, has responsibility for planning, organizing, and managing medical health activities including but not limited to Health Unit services, the Employee Assistance Program (EAP), the Bloodborne Pathogen program, and the Automated

External Defibrillator (AED) program.

c. Code 270, Information and Logistics Management Division, has responsibility for ensuring products are packaged, marked and preserved to ensure conformance to product and customer requirements, including environmental control during shipping, handling, and storage, and compliance with applicable hazardous materials requirements.

d. Code 360, Safety Division, has responsibility for:

(1) Policy and oversight for flight project safety at Greenbelt,

(2) Policy for Occupational Safety and Health (OSH) for GSFC, and oversight of implementation of

OSH Programs at Greenbelt and support to other GSFC sites as requested.

(3) Policy for lifting devices and equipment (LDE) and pressure vessels/systems (PV/S) and oversight of implementation at Greenbelt.

(4) Providing Center Radiation Safety Officer and the Greenbelt Authority Having Jurisdiction

(AHJ) oversight for Greenbelt

e. Code 803, Safety Office (WFF), has responsibility for:

(1) Center explosives safety policy and implementation, Center range safety policy and implementation, WFF project safety, LDE & PVS, and oversight of GSFC occupational safety requirements at WFF

(2) Providing Center Explosives Safety Officer (ESO) and WFF AHJ oversight.

f. Code 830, Aircraft Office (WFF), is responsible for the Aviation Safety Program at GSFC, including manned and unmanned aviation safety.

1.6 GSFC Safety Committee

The GSC is a committee of civil servants that includes representatives from each Directorate who have been designated in writing by their respective Directors of. The chair of the GSC is the Director of the

Safety & Mission Assurance (SMA) Directorate. One civil servant from each directorate shall be the

Directorate representative to the GSC. Each civil servant labor union is invited to provide a representative at their discretion and may participate in whatever manner they deem appropriate.

The GSC facilitates the integration of activities undertaken by the Center’s safety organizations and provides a Center-wide forum where issues arising from these activities can be discussed and resolved.

The GSC serves as an advocate for safety initiatives to senior Center management. It reviews and approves Center Standing Safety Committee charters. Additional information (i.e., charter, schedule, minutes, etc.) is available on the GSC Wiki Page:

The Wallops Executive Safety and Health Committee shall serve as the WFF Safety Committee and the

Code 800 Directorate Safety Committee for all WFF safety activities and is chaired by the WFF

Director. Organizations at WFF will support their Directorate level safety committees in addition to the

Wallops Executive Safety and Health Committee and lower level safety committees.

1.7 Center Standing and Ad Hoc Safety Committees

GSFC Standing Safety Committees, (e.g. Lifting Devices and Equipment, Cryogenics, Ionizing and

Non-ionizing Radiation, Electrical Safety), are established to address critical safety activities that have long-term applicability and impact. These committees address the safety implications of activities that occur on a regular, repetitive basis. Each Center safety committee shall:

a. Be comprised of individuals with responsibility for policy generation and/or implementation of procedures related to the area of safety covered by the committee;

b. Develop a charter for review and approval by the GSC;

c. Develop and promulgate procedures and processes related to safety in their areas of concern as required;

d. Develop/review the implementation of such procedures and processes at the Center and report the results to the GSC as required;

e. Maintain meeting minutes or a log of activities as a record;

f. Assist organizations in implementing relevant policies and procedures; and

g. Facilitate and coordinate communication between Center organizations and the GSC.

GSFC Center Ad Hoc Safety Committees address safety activities that have shorter-term applicability, such as those that address the resolution of a specific safety issue or concern.

1.8 Directorate Safety Committee

Each Directorate shall establish a Directorate Safety Committee. The committee may include contractors and civil servants. Directorate level safety committee charters are approved by the Director

of. The Directorate Safety Committees shall:

a. Meet at least quarterly to promote safety awareness among Directorate employees;

b. Develop and implement procedures and processes that foster safe work conditions in Directorate-operated and -controlled facilities;

c. Maintain meeting minutes or a log of activities as a record;

d. Report as required to their Director of and the GSC regarding their activities;

e. Facilitate and coordinate the communication of best practices among the Directorate organizations and when appropriate across the Center; and

f. Invite each civil servant labor union that represents employees in the Directorate to provide a representative at their discretion, to participate in whatever manner they deem appropriate.

1.9 Line Management

The normal safety responsibilities of supervisors/line management are defined in GPD 8715.1, Goddard

Space Flight Center Safety Policy and GPR 1700.1, Occupational Safety Program at Goddard Space

Flight Center. Supervisors/line management remain responsible for the safety of their employees and the safe conduct of all activities in their organization.

1.10 Safety Reporting

Safety issues and concerns should be reported through normal channels, starting with first line supervisors. However, employees have numerous independent routes to use if they believe a safety concern is not being addressed. They may go to their Directorate management, the GSFC SMA

Director, or the Center Director. They may also go to the Chief, SMA at NASA Headquarters (HQ) or report an issue through the NASA Safety Reporting Systems (NSRS).

2. IMPLEMENTATION OF SAFETY AT THE GODDARD SPACE FLIGHT

CENTER

This section describes the implementation of safety at the GSFC. The GSFC encompasses facilities at multiple sites around the country and the world. Each of the remote sites, while operating independently, must comply with the overall GSFC safety policy.

Table 1 identifies the major functional safety areas covered by the GSFC safety policy, along with the

NASA Procedural Requirements (NPR) source for the safety area and the GSFC GPR. It also identifies the organization responsible for implementing the specific safety area at Greenbelt, WFF, IV&V, GISS, and WSC. Sites not listed in the table should refer questions about safety implementation to the appropriate functional safety organization.

Appendix A – Definitions

A.1 Center Standing Safety Committee – A committee established to develop, implement, and oversee aspects of the Center’s Safety Program that require continual attention. Examples include the Chemical Safety Committee and Radiation Safety Committee.

A.2 Directorate Safety Committee – A committee composed of representatives from the various organizations and employee groups within a Directorate. The committee’s purpose is to foster employee safety awareness and safe conditions in a Directorate’s work areas.

A.3 Facility Owner /Operator – A technical facility owner/operator is the branch or similar organization which has been designated as the primary entity responsible for the facility and the operations undertaken within it. Such designation can be determined through Center facilities designation or through other agreements and delegations as may exist.

A.4 Functional Safety Organization – An organization whose primary responsibilities include implementing aspects of the Center’s Safety Program. See Section 1.5.

A.5 GSFC Contractor Safety Forum (GCSF) – A standing committee comprised of key government management officials and representatives from contractor organizations that support

Goddard’s missions.

A.6 GSFC Safety Committee (GSC) – A committee chaired by the Director of Safety & Mission

Assurance to facilitate the development and update of Center-wide safety policies and guidelines and monitor the communication of these policies and guidelines to all employees.

A.7 GSFC Safety Council – An organization with responsibility for monitoring the overall implementation of the GSFC Safety Program across all Center organizations/locations from a broad, Center-wide perspective. It is comprised of Directors of or their designees.

A.8 Occupational Health – Health as similarly defined in NPR 1800.1, NASA Occupational Health

Program Procedures, includes those program elements necessary to provide a healthful work environment for employees, with a consideration to hazards whose results/impacts are produced over a period of time. These results/impacts may result from infection, repeated stress or strain, or repeated exposure to toxins, poisons, fumes, ionizing/non-ionizing radiation or other hazardous conditions of the work environment. At GSFC this includes industrial hygiene (health surveys, personal protective equipment, hearing conservation, air quality evaluations, ergonomics, etc.), food sanitation, radiation safety, and laser safety.

A.9 Occupational Safety – Safety as described in NPR 8715.1, NASA Occupational Safety and

Health Programs. Includes those safety program elements necessary to provide a safe and healthful work environment for employees. While the terms institutional safety and industrial safety are commonly used interchangeably with occupational safety at GSFC, occupational safety is the term used to identify these programs implemented through this and other GSFC safety and health documents.

A.10 Technical Facilities – An area where laboratory-based scientific research or hardware/software development activities occur. Examples include the Detector Development Laboratory, Acoustics

Laboratory, clean rooms, high bay areas, etc.
