About this file
This document is a Geotechnical Engineering Services Report prepared by Tierra, Inc. for Mead & Hunt, addressing the parking lot expansion and modifications at St. Pete-Clearwater International Airport in Pinellas County, Florida. The report covers two parking lots - North and South - and details the results of a comprehensive geotechnical investigation conducted on June 20, 2022. The study involved six Standard Penetration Test (SPT) borings ranging from 10 to 20 feet deep and twelve hand auger borings ranging from 5 to 5½ feet deep. The investigation focused on obtaining subsurface soil information, groundwater levels, and soil characteristics to support the parking lot design and construction.
The geotechnical report reveals that the site primarily consists of sandy soils with varying amounts of silt, classified as SP/SP-SM and SM in the Unified Soil Classification System. Groundwater levels were found at depths ranging from 2 to 5 feet below the ground surface. Field permeability tests were conducted at four locations, with hydraulic conductivity rates varying from 12.0 to >40.0 feet per day. The report recommends that the sandy soil in Stratum 1 can be used for grading and engineering fill, provided it is free of organic materials and debris. Stratum 2 soils are noted as moisture-sensitive and should only be used above the water table. The investigation also estimated the Seasonal High Groundwater Table (SHGWT) for both parking lots, which will be crucial for drainage design and construction planning.

PROJECT DESCRIPTION
Project Information
The project site is located at St. Pete-Clearwater International Airport in Pinellas County, Florida. The project consists of improvements to two parking lots (designated herein as “North” and “South”), located on the north side of Fairchild Drive and in the southeast quadrant of the intersection of 144th Ave North and 46th St North, respectively. This report has been developed to provide geotechnical support through soil sampling, Standard Penetration Test (SPT) borings, hand auger borings and laboratory testing. Tierra is developing a supplemental letter report to support the potential reuse of asphalt millings in the North Parking Lot.
Scope of Services/Objective
The objective of our study was to obtain information concerning current parking lot and subsurface conditions in order to obtain data to support the project design. In order to meet the preceding objectives, we provided the following services:
1. Reviewed published soils and topographic information. This published information was from the appropriate Florida Quadrangle Map published by the United States Geological Survey (USGS), as well as the Soil Survey of Pinellas County, Florida, published by the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS).
2. Executed a program of subsurface exploration consisting of soil sampling, borings, subsurface sampling and field testing.
3. Visually classified the soil samples in the laboratory using the Unified Soil Classification System (USCS). Identified soil conditions at each boring location.
4. Collected groundwater level measurements. Estimated the Seasonal High Groundwater level at selected boring locations.
5. Prepared this engineering report in accordance with the project Scope of Services and our proposal, which summarizes the course of study pursued, the field and laboratory data generated, subsurface conditions encountered, and our engineering evaluations in each of the pertinent topic areas.
The scope of our services did not include an environmental assessment for determining the presence or absence of wetlands or hazardous or toxic materials in the soil, bedrock, groundwater, or air, on or below or around this site. The scope of our services did not include determination of the potential for sinkhole activity. Any statements in this report or on the boring logs regarding odors, colors, unusual or suspicious items or conditions are strictly for the information of our client.

SUBSURFACE CONDITIONS
General Site Information
Based on a review of the “Safety Harbor, Florida” United States Geological Survey (USGS) Quadrangle Map, the natural ground elevation at the parking lot sites ranges from approximately +5 to +15 feet, National Geodetic Vertical Datum of 1929 (NGVD 29).
Pinellas County Soil Survey
Based on a review of the Pinellas County Soil Survey, it appears that there are two (2) primary soil-mapping units noted within the project footprints. The general soil descriptions are presented in the following paragraphs and table, as described in the Soil Survey.
North Lot - Matlacha and St. Augustine – Urban Land (Soil Map Unit 16): The Matlacha component makes up 32 percent of the map unit. Slopes are 0 to 2 percent. This component is on fills on ridges on marine terraces on coastal plains. The parent material consists of sandy mine spoil or earthy fill. Depth to a root restrictive layer is greater than 60 inches. The natural drainage class is somewhat poorly drained. Water movement in the most restrictive layer is high. Available water to a depth of 60 inches (or restricted depth) is low. Shrink-swell potential is low. This soil is not flooded or ponded. A seasonal zone of water saturation is at 30 inches during June, July, August, September, and October.
South Lot - Myakka – Urban Land (Soil Map Unit 17): The Myakka component makes up 50 percent of the map unit. Slopes are 0 to 2 percent. This component is on flatwoods on marine terraces on coastal plains. The parent material consists of sandy marine deposits.
Depth to a root restrictive layer is greater than 60 inches. The natural drainage class is poorly drained. Water movement in the most restrictive layer is moderately high. Available water to a depth of 60 inches (or restricted depth) is low. Shrink-swell potential is low. This soil is not flooded or ponded. A seasonal zone of water saturation is at 12 inches during June, July, August, September, October, and November. Organic matter content in the surface horizon is about 4 percent.
The Urban Land component of these soil types consists of areas where most of the soil surface is covered with impervious materials, such as buildings and paved areas. This land type consists of areas where the original soil has been modified through cutting, grading, filling, and shaping or has been altered for urban development.
It should be noted that information contained in the USDA NRCS Soil Survey may not be reflective of current subsurface conditions, particularly if recent development in the project vicinity has modified existing soils or surface/subsurface drainage.

Pinellas County, Florida
RESULTS OF SUBSURFACE EXPLORATION
The subsurface conditions were explored using six (6) SPT borings performed to depths ranging from approximately 10 to 20 feet below existing and twelve (12) hand auger borings performed to depths ranging from approximately 5 to 5½ feet below existing grade.
Tierra utilized coring barrels, breaker bars, and hand auger equipment to retrieve the asphalt milling samples that had been hardened in place by traffic.
The soil boring locations were recorded in the field by a representative of Tierra using hand held Global Positioning System (GPS) devices with a reported accuracy of ±10 feet. The approximate boring locations are presented on the Boring Location Plan in the
Appendix.
The SPT borings were performed with the use of a drill rig using Bentonite Mud drilling procedures. The soil sampling was performed in general accordance with ASTM test designation D-1586. Within the SPT borings performed, the initial 4 feet were manually advanced by hand auger to verify utility clearances. SPT resistance N-values were then taken continuously to a depth of 10 feet and on intervals of 5 feet thereafter to the boring termination depths. The results of the SPT borings performed are presented on the Soil
Profiles sheets in the Appendix.
The soil strata encountered in the borings performed at the project site are summarized in the following table.
Stratum Number
Soil Description
USCS
Classification Symbol
1 Light Brown to Gray SAND to SAND with Silt SP/SP-SM
2 Light Gray to Green-Gray Silty SAND SM
The subsurface soil stratification is of a generalized nature to highlight the major subsurface stratification features and material characteristics. The soil profiles included in the Appendix should be reviewed for specific information at individual boring locations.
These profiles include soil descriptions, stratifications, and penetration resistance values when applicable. The stratifications shown on the boring profiles represent the conditions only at the actual boring location. Variations did occur and should be expected between boring locations. The stratifications represent the approximate boundary between subsurface materials and the actual transition may be gradual.
Groundwater Information
The groundwater table, when encountered, was measured at depths ranging from 2 feet to 5 feet below the ground surface at the locations tested. The encountered groundwater levels are presented adjacent to the soil profiles in the Appendix. The Seasonal High
Parking Lot Expansion and Modifications – North and South Lots
Pinellas County, Florida
Groundwater Table (SHGWT) was estimated at selected boring locations. The SHGWT estimates are presented on the Soil Profiles sheets and summarized in the Drainage
Design Parameters table in the Appendix.
It should be noted that groundwater levels tend to fluctuate during periods of prolonged drought and extended rainfall and may be affected by man-made influences. In addition, a seasonal effect can also occur in which higher groundwater levels are normally recorded in rainy seasons.
Field Permeability Tests
Tierra performed four (4) constant head field permeability tests (open-end pipe hydraulic conductivity tests; U.S. Bureau of Reclamation Test Designation E-18, 1974) within the proposed drainage improvement areas. The tests were performed at depths ranging from 18 to 24 inches below the existing ground surface within Stratum 1 soils. The tests were performed and the results evaluated in general accordance with the methodology presented in the FDOT Soils and Foundations Handbook. The Hydraulic Conductivity
Test Results are presented in the Appendix of this report.
It is important to note that the results provided are the measured hydraulic conductivity rates of the in-situ soil conditions encountered at the time of our field activities. No reduction, limiting value, or factors of safety have been applied to these rates. The project drainage engineer should apply an appropriate factor of safety for design and evaluation purposes.
EVALUATION AND RECOMMENDATIONS
Results of Soil Borings
The Boring Location Plan and Soil Profiles included in the Appendix should be reviewed for specific soil information at each location tested. The borings generally encountered sandy soils with varying amounts of silt the to boring termination depths.
On-Site Suitability
The suitability of soil for reuse in the project should be evaluated against the project engineering fill requirements. Variations in the subsurface stratification should be expected between borings. All fill should be placed in accordance with the recommendations provided in this report and jurisdictional requirements.
In general, the sandy soil in Stratum 1 (SP/SP-SM) may be moved and used for grading purposes, site leveling, general engineering fill, and backfill in other areas, provided the fill is free of organic materials, clay, debris and/or other material deemed unsuitable for construction. Stratum 2 (SM) soils are moisture sensitive and may be difficult to compact.
They should only be used above the water table at the time of construction. The
Parking Lot Expansion and Modifications – North and South Lots
Pinellas County, Florida subsurface soil conditions encountered are presented on the Soil Profiles sheets in the
Appendix.
REPORT LIMITATIONS
The data contained in this report are opinions based on the site conditions and project layout described herein and further assume that the conditions observed in the exploratory investigations are representative of the subsurface conditions throughout the site, i.e., the subsurface conditions elsewhere on the site are the same as those disclosed herein. If, during construction, subsurface conditions different from those encountered in the exploratory investigations are observed or appear to be present, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary.
This report was prepared for the exclusive use of Mead & Hunt and their client for evaluating the design of the project as it relates to the geotechnical aspects discussed herein. It should be made available to prospective contractors for information on factual data only and not as a warranty of subsurface conditions included in this report.
Unanticipated pavement and soil conditions may require that additional expense be made to attain a properly constructed project. Therefore, some contingency fund is recommended to accommodate such potential extra costs.

The boring/test locations should be considered approximate.
(2)
Seasonal High Groundwater Table (SHGWT) estimated based on soil stratigraphy, measured groundwater levels from the borings, the Pinellas County, Florida USDA soil survey information and past experience with similar soil conditions.
(3)
The hydraulic conductivity values provided are measured in-situ field rates. These values are not factored and are only for the Stratum 1 (SP/SP-SM) soils encountered. The drainage engineer should apply an appropriate factor of safety, as applicable.
(1) The boring/test locations were determined in the field using hand-held, non-survey grade Garmin eTrex® Global Positioning System (GPS) equipment with a manufacturer's reported accuracy of ± 10 feet.
