About this file

This document is an exhibit to a Request for Proposal from Oregon Housing and Community Services (OHCS) for Language and Accessibility Services, specifically detailing languages spoken at home across Oregon and its counties. The exhibit provides demographic data on non-English languages spoken by residents, organized by speaker population size categories (100-299 speakers, 300-499 speakers, and 500+ speakers) for the state overall and for each of Oregon's 36 counties. Spanish is by far the predominant non-English language statewide with 355,412 speakers, followed by Chinese with 30,986 speakers and Vietnamese with 27,447 speakers. The data is derived from the American Community Survey (ACS) 5-year Public Use Microdata Samples from 2018-2022 and includes all languages spoken by 100 or more persons age 5 and older, with county-level variations reflecting unique demographic compositions across regions.

This exhibit serves as essential reference material for vendors responding to the OHCS RFP, enabling them to understand the linguistic diversity and service demands across different geographic areas of Oregon. County-level analysis reveals significant variation in language needs, with Marion County showing the highest Spanish-speaking population at 66,936 speakers and Washington County at 68,158 speakers, while smaller rural counties such as Gilliam, Grant, and Harney demonstrate lower overall non-English speaker populations. The data encompasses over 60 distinct languages, with notable concentrations of Asian languages (Korean, Tagalog, Japanese, Vietnamese), African languages (Somali, Amharic, Oromo), and European languages (German, French, Russian) varying by county, providing proposers with precise guidance on interpretation and translation service requirements for effective program accessibility.
