About this file
This is a Proposer Information and Certification document for the Oregon Housing and Community Services (OHCS) Request for Proposal for Translation, Interpretation, Transcription, and Subtitling Services. The document establishes the framework for qualified vendors to submit proposals for language and accessibility services designed to ensure equitable access to OHCS programs and services for Oregonians with limited English proficiency and individuals with disabilities. The RFP seeks comprehensive language services across multiple modalities including translation of written materials, interpretation services, transcription of audio and video content, and subtitling for multimedia resources. This document outlines the proposer information requirements and certification obligations that vendors must complete and submit as part of their proposal response.
The certification document requires proposers to provide detailed company information, demonstrate qualifications and experience, and attest to their ability to meet OHCS's service standards and compliance requirements. Proposers must certify their organizational capacity, staffing qualifications, experience with similar government contracts, and compliance with applicable state and federal regulations. The document establishes mandatory certifications regarding nondiscrimination, equal employment opportunity, and ability to serve diverse populations effectively. Proposers must also declare any conflicts of interest, disclose subcontractors, and confirm their understanding of contract terms and conditions prior to submission.
